FIRE COMMISSION MEETING
Minutes of the Regular Meeting
November 13, 2019
1600 Los Gamos Drive, Suite 345, San Rafael, CA
The meeting was called to order at 4 p.m. by Chair Mizroch.
Present: Chair Stephen Mizroch, Vice Chair Larry Luckham, Nadine Hade, Thomas Weathers, Elias
Hill, and Alternate Stan Burford.
Staff: Chief Christopher Gray and Deputy Chief Bob Sinnott.
Audience: Cynthia Gray, wife of Fire Chief Gray.
1. Open Time for Public Expression. None.
2. Approval of Minutes: M/S Burford/Luckham to approve the minutes from the October 9, 2019
Fire Commission meeting. All Ayes.
3. Fire Foundation Report. Chair Mizroch announced that due to multiple factors, the Foundation
was forced to cancel this year’s Crab Feed.
4. Historic Subcommittee. No report this month.
5. Marin Wildfire Prevention Authority JPA Report. The Marin Board of Supervisors have
unanimously approved to place the tax to fund the JPA on the March 2020 ballot.
6. Commissioner Reports. As this is to be Fire Chief Gray’s final Commission meeting before
retirement, Chair Mizroch had asked the commissioners to come to the meeting prepared to
offer the chief some comments and best wishes. Each commissioner took time to express
gratitude to Chief Gray and to share stories or significant moments. Chair Mizroch presented
the chief, his wife Cynthia, and all commissioners with a commemorative tee shirt adorned with
a patch that contained a photo of the chief and his wife. Chief Gray thanked Chair Mizroch and
the commissioners referring the group as the touchstone of the Department that is so important
for our advocacy.
7. Fire Chief’s Report. Chief Gray discussed the following topics:
a. The Red Flag event, Kincaid fire and the resulting PG&E Public Safety Power Shut Down
that affected the entire County of Marin. The chief discussed the challenges and lessons
learned from these events. Chief Gray called is a “real wake-up call” and a “1st time
event” where the City’s EOC was open around the clock for four days.
b. Advised that STA 57 will be officially occupied and placed into service on November 14,
2019. Grand Opening ceremony will be on November 19, 2019 at 5:30 p.m.
c. Summarized the christening of Fire Boat San Rafael that occurred on November 9, 2019.
The chief credits BC Jason Hatfield for developing and continuing to expand our marine
program.
d. Announced that a badge pinning ceremony for new BC, Marinwood Engineer and
numbered badge for firefighter will occur on November 16 at 8:30 a.m. at Station 52.

e. Noted that another NCCC team is back in the City to perform brush removal work.
f. Stated that the ladder truck is due back in December after being out for approximately
one year for repairs.
g. Mentioned that the Department’s new Type 6 engine has been placed into service.
h. Shared a note written on behalf of the great work by our crew at the Exhibition Hall
emergency shelter that was opened due to the Kincaid Fire.
i. Lastly, thanked his wife Cynthia for the support she has provided during his career.
8. Adjournment: The Fire Commission meeting was adjourned at 5 p.m. The next meeting is
tentatively scheduled for Wednesday, December 11, 2019.
