Members of the Public May Speak on Agenda Items 1. Open Time for Public Expression The public is welcome to address the Fire Commission at this time on matters not on the agenda that are within its jurisdiction. Please be advised that pursuant to Government Code Section 54954.2, the Fire Commission is not permitted to discuss or take action on any matter not on the agenda unless it determines that an emergency exists, or that there is a need to take immediate action which arose following posting of the agenda. Comments may be no longer than two minutes and should be respectful to the community . 2. Approval of Minutes – October 9, 2019 Recommended Action: Amend and or approve as submitted. 3. Fire Foundation – Verbal Update from Appropriate Commissioner(s) Recommended Action: Accept Verbal Report and take appropriate action. 4. Historic Subcommittee – Verbal Update from Appropriate Commissioner(s) Recommended Action: Accept Verbal Report and take appropriate action. 5. Update on Marin Wildfire Prevention Authority 6. Chair and Commission Member Reports: Dr. Stephen Mizroch – Chair Larry Luckham – Vice Chair Thomas Weathers Nadine Hade Elias Hill David Fonkalsrud, Alternate Stan Burford, Alternate Informational only. No action to be taken on these items. 7. Fire Chief Report Informational only. No action to be taken. 8. Adjournment Any records relating to an agenda item, received by a majority or more of the board or commission less than 72 hours before the meeting, shall be available for inspection at San Rafael Fire Department’s Administrative Office, 1600 Los Gamos Drive, Suite 345. CITY OF SAN RAFAEL FIRE DEPARTMENT FIRE COMMISSION MEETING Minutes of the Regular Meeting October 9, 2019 1600 Los Gamos Drive, Suite 345, San Rafael CA 1 The meeting was called to order at 3:10 p.m. by Chair Mizroch. Present: Chair Stephen Mizroch, Vice Chair Larry Luckham, Nadine Hade (3:50 p.m.), Thomas Weathers, Elias Hill, and Alternates David Fonkalsrud and Stan Burford. The Chair formally welcomed new Fire Commissioner Elias Hill who is filling the remainder of the term recently vacated by Leonard Thompson. Staff: Chief Christopher Gray and Deputy Chief Bob Sinnott. Audience: San Rafael resident Roger Roberts. 1. Open Time for Public Expression: ➢ Mr. Roberts expressed his concerns about the abundance of flammable vegetation on the San Pedro ridge and surrounding hillside areas. He fears the potential of a catastrophic wildfire in those areas creating an ember storm that could then threaten the Downtown, San Rafael Hill, and Bret Harte areas pushed by a NE wind. Both Chief Gray and Chair Mizroch responded summarizing efforts being taken to minimize the threat and thanking Mr. Roberts for his comments and support to the issue. 2. Approval of Minutes: M/S Burford/Fonkalsrud to approve the minutes from the September 11, 2019 Fire Commission meeting. All Ayes. 3. Fire Foundation Report. Chair Mizroch provided a history of the Foundation for the new fire commissioner. He also reported that the crab feed is set for December 7, 2019 at the Marin Rod and Gun Club beginning at 5 p.m. 4. Historic Subcommittee. The Commission discussed the new mural proposed for the Public Safety Center (PSC). It’s intended to be a timeline displaying the history of the Department. A call will be put out requesting memorabilia for display in the PSC lobby. 5. Marin Wildfire Prevention Authority JPA Report. FC Gray provided the group with an overview and progress update of the now forming Marin Wildfire Prevention Authority JPA. 6. Commissioner Reports. The commissioners shared updates on personal projects and priorities. Chief Gray discussed the following topics: a. PG&E Public Safety Power Shut Down during current Red Flag period. b. Pre-positioning of resources – 2 strike teams. Both were activated and deployed to fires in other part of the State. c. Provided an update on facilities. d. Noted that next Commission meeting will hopefully include a tour of the PSC. e. Provided an update on Fire Boat San Rafael. 8. Adjournment: The Fire Commission meeting was adjourned at 4:10 p.m. The next meeting is tentatively scheduled for Wednesday, November 13, 2019.
