FIRE COMMISSION MEETING
Minutes of the Regular Meeting
June 12, 2019

The meeting was called to order at 4:00 p.m. by Chair Mizroch.
Present: Chair Stephen Mizroch, Vice Chair Larry Luckham, Nadine Hade, Thomas Weathers, and
Alternate David Fonkalsrud.
Staff: Chief Christopher Gray, Deputy Chief Bob Sinnott and Emergency Manager Quinn Gardner.
1. Open Time for Public Expression:
➢ None.
2. Approval of Minutes: The minutes from the April 10, 2019 meeting were approved with one
correction. M/S to Approve Luckham/Weathers. All Ayes.
3. Fire Foundation Report. Chair Mizroch reported:
a. Received approximately $70,000 from Crab Feed proceeds and donations.
b. Jeff Craemer (2019 San Rafael Citizen of the Year) has made a sizeable donation to
the Foundation towards the purchase of Fireboat Liberty.
c. The 2019 Crab Feed is tentatively scheduled for December 9th. This year’s event will
be held at the Marin Rod and Gun Club.
d. The Foundation is giving consideration as to how the group can support members of
the department. Ideas such as tuition assistance, purchase of dress uniforms,
scholarships, and supporting a widows & orphans funds are being discussed.
4. Historic Subcommittee. The Commission discussed the project for historic artwork for the
lobby of the new Public Safety Center (PSC). It was noted that the Marin History Museum
has been very helpful and supportive to this cause.
5. Commissioner Reports
a. Chair Mizroch discussed the recent catastrophic fires and described how the Council
directed staff to develop a Wildfire Action Plan along with the development of a
Wildfire Advisory Committee of which both we and Vice Chair Luckham are
members.
i. Commissioner Fonkalsrud notes that if any assistance is needed with
publicity for either the Wildfire Action Plan or the Wildfire Advisory
Committee, that he stands ready to assist.
ii. Commissioner Weathers offered any support and assistance needed for the
efforts to minimize the possibility of a serious wildfire impacting San Rafael.

b. Vice Chair Luckham shared a collection of fire service related articles that were
circulated to the group.
c. Commissioner Weathers noted how impressive the STA 52 Dedication Ceremony
was and that is appeared obvious that all in attendance very much enjoyed the
event.
d. Commission Fonkalsrud touted the recent FireWise session held in Terra Linda and
noted that both Quinn Gardner and Marshall Nau were extremely helpful.
6. Report from Emergency Manager Quinn Gardner who discussed the following points:
a. There will be a disaster preparedness community outreach booth at this year’s
Marin County Fair.
b. The community impacts associated with the PG&E Public Safety Power Shut Off
program.
c. Upcoming CERT classes.
d. The efforts and accomplishments of the AmeriCorps NCCC Crew.
7. Fire Chief’s Report. Chief Gray discussed the following topics:
a. Noted that EM Gardner has been appointed as the 2019 Employee of the Quarter.
b. Discussed the PSC Lobby Committee’s work towards decorating the lobby with
historic artwork.
c. Discussed the county-wide wildfire initiative under what would be a regional JPA.
d. Noted the wide-ranging implications of the PG&E Public Safety Power Shut Off
program.
e. Reviewed the construction progress with the PSC and STA 57.
f. Updated the group on planning for the renovation of STA 54 and STA 55.
g. Discussed upcoming recruitments and promotions.
h. A recruit fire academy is scheduled to begin on July 15th.
i. Summarized the purchase of Fireboat Liberty from the Southern Marin Fire
Department. He thanked both the Foundation and San Rafael resident Jeff Craemer
for making this possible.
j. Discussed a future joint fire commission meeting with the Marinwood Fire
Commission.
Adjournment: The Fire Commission meeting was adjourned at 5:20 p.m. The next meeting is
tentatively scheduled for Wednesday, July 10, 2019 at Fire Station 52.
