FIRE COMMISSION MEETING
Minutes of the Regular Meeting
October 10, 2018

The meeting was called to order at 4:00 p.m. by Commissioner Mizroch.
Present: Chair Stephen Mizroch, Vice Chair Larry Luckham, Commissioners: Thomas
Weathers, Nadine Hade, David Fonkalsrud, and Stan Burford.
Staff: Fire Chief Christopher Gray, Battalion Jason Hatfield and Deputy Chief Bob
Sinnott
Guest: Linda Barnello – Marinwood resident.
1. Open Time for Public Expression:
➢ Ms. Barnello thanked the staff of the San Rafael Fire Department and conveyed
her appreciation to the city manager, mayor and council for support the Chief
Officer agreement with Marinwood. She believes the residents of Marinwood will
appreciate the benefits of the agreement.
2. Approval of Minutes: The minutes from the September 12, 2018 meeting were
approved with NO corrections. M/S Luckham/Burford. All Ayes.
3. Fire Foundation Report by Chair Mizroch:
➢ Chief Mizroch reported on the December 8, 2018 Crab Feed. Asks that
Commissioners report for duty at 1 pm to assist with set up. Commissioner Hade
suggests taking the group Commission photo at this event. The group agreed.
➢ The Fire Chief reported that we are currently pursuing the possible purchase of
Fire Boat Liberty from the Southern Marin Fire Department (SOM). SOM has
received a grant to replace the vessel and SNR is interested an acquiring the
current craft, that is larger and more capable than Fire Boat Confidence and has
a weather enclosure. A fundraising effort is currently being designed and would
occur in the spring of 2019. Chair Mizroch asked if we have a dive team? The
Fire Chief responded “no, that we have rescue swimmers”. We utilize the SOM
dive team through a shared service relationship between the two agencies. Vice
Chair Luckham asked if Sausalito still has an airboat. The Fire Chief responded
“no”.
➢ Chief Mizroch reported on the Jackson’s Hardware and Woodland Auto Center
Classic Car Show to raise funds for SR High School and SR Fire Foundation
held on September 22, 2018.
4. Historic Subcommittee Report by Chair Mizroch:
➢ A brief report on photos was provided. The Fire Chief noted that he is presently
reviewing and collecting photographs.

5. Chair and Commission Member Reports:
❖ Chair Mizroch:
o Nothing additional to report this month.
❖ Vice Chair Luckham:
o Nothing additional to report this month.
❖ Commissioner Weathers:
o Asked about some of the design aspects of the STA 52 training tower.
The Fire Chief and BC Hatfield responded to the points.
❖ Commissioner Fonkalsrud:
o Stated he’s been working with Foundation President Jack Devlin on
various forms of social media informational releases on the Crab Feed.
Will work with IJ on a story closer to the event. Working with Rebecca
Woodbury (City Manager’s office) on Next Door informational releases.
Fire Chief noted that we can issue Twitter and Instagram releases as
well.
❖ Commissioner Hade:
o Nothing additional to report this month.
❖ Commissioner Burford:
o Displayed the unofficial ball cap with new ceremonial patch. (Chair
Mizroch distributed patches to the group).
o Mentioned that he met with Emergency Manager Gardner regarding
“Gates to Safety” program.
o Expanded on the points made last month regarding the FEMA
reimbursement program for groups that support major incidents, such as
restaurants that provide meals to shelters. Noted that Sonoma County
has created a parallel registration that packages reimbursement for all
participating businesses into one FEMA registration application. The Fire
Chief discussed the pre-arranged vendor lists that many agencies create
to assist with funding and reimbursement.
6. Fire Chief Report: The Chief thanked Chair Mizroch for submitting the annual report
from the Fire Commission. He then asked Battalion Chief Hatfield to provide a
training and EMS report. BC Hatfield’s comments included the following:
➢ Discussed the role and function of the Department’s two nurse-educators Laura
Pajari and Katie Pannell.
➢ Provided an overview of the pediatric transport training being conducted by the
nurse-educators.
➢ Noted that fire crews are currently involved in EMT recertification training.
➢ Noted that fire crews are currently involved in Firefighter Safety and Survival
training.

➢ Provided a detailed overview of the Department’s new training tower at STA 52.
➢ Stated that we are holding an upcoming Boat Operator class. We presently have
eleven certified operators and we’re looking to train and certify an additional four
employees. Commissioner Fonkalsrud asked how many boat calls do we
answer? The Fire Chief and BC Hatfield provided a reply as to our program and
incidents.
➢ Provided an update on the current test for Fire Captain and gave an overview on
the three-panel exercise process.
➢ Provided a recap of the October 2nd Home Good roof collapse incident.
➢ Provided a recap of the recent Kaiser event commemorating the one-year
anniversary of the Sonoma firestorm and summarized the heroic efforts of Kaiser
staff to evacuate and relocate patients from the Santa Rosa facility to other
Kaiser sites.
Chief Gray’s Comments included the following points:
➢ Noted that all fire crews are wearing pink patches or specially designed tee shirts
in support of National Breast Cancer Awareness month.
➢ Reminded the group of the one-year anniversary of the 2017 Sonoma firestorm.
o Total cost $85 billion. 44 lives lost. 9,000 structures lost.
o Noted that our area was under a Red Flag warning one year to the day.
➢ Discussed the Behavioral Health Stand Down. Noted how the stress of the job
has a cumulative effect and that we need to pay more attention to ensuring
employees who need it, get the care and treatment necessary.
➢ Attended the Fallen Firefighter’s Memorial held recently in Sacramento.
➢ Provided an update on the facilities:
o PSC: On time and on budget. Milestone reached with final concrete pour
of ground floor. Now all work is going up.
o STA 52: Closed in. All windows and doors installed. Slight delay with front
engine room doors. ETA on completion: December 20, 2019. Move in
January 2019.
o STA 57: Unique architectural arched roof being installed. ETA on
completion: April 2019. Move in soon after.
➢ Negotiations have been finalized with bargaining groups.
➢ Will assume Chief Officer responsibilities for Marinwood effective November 1,
2018.
➢ Working on fire safety report for City Council, entitled, Be Bold that contains
several new wildfire initiative proposals.
➢ Noted that Jimmy Alvarez has been promoted to Engineer.
➢ Summarized the History and Evolution of San Rafael’s First Fire Company by
Laura Ackley on September 27th at the Elk’s Lodge.
➢ Announced there will be a brief ceremony at Temp STA 51 on October 18th at 11
a.m. Not disclosing details at this time.

➢ Announced a Signing Ceremony with Marinwood at MRW STA 58 on November
1st. Time to be announced.
Adjournment: The Fire Commission meeting was adjourned at 4:55 p.m. The next
meeting is tentatively scheduled for Wednesday, November 14, 2018.
