HomeMy WebLinkAboutFire Commission 2018-09-12 MinutesCITY OF SAN RAFAEL FIRE DEPARTMENT FIRE COMMISSION MEETING Minutes of the Regular Meeting September 12, 2018 1600 Los Gamos Drive, Suite 345, San Rafael, CA The meeting was called to order at 4:00 p.m. by Commissioner Mizroch. Present: Chair Stephen Mizroch, Vice Chair Larry Luckham, Commissioners: Leonard Thompson, Nadine Hade, and Stan Burford. Staff: Deputy Chief Sinnott and Battalion Chief Rowan Guest: Linda Barnello – Marinwood resident. 1. Open Time for Public Expression: ➢ Ms. Barnello stated that she was pleased to hear that the Marinwood CSD Board of Directors had approved the staff report recommending that they move forward with the San Rafael Chief Officer proposal. She affirms the excellent working relationship she sees between the members of the two fire agencies. 2. Approval of Minutes: The minutes from the August 8, 2018 meeting were approved with NO corrections. M/S Thompson/Luckham. All Ayes. 3. Fire Foundation Report by Chair Mizroch: ➢ Update on the December 8, 2018 Crab Feed. Distributed posters and flyers for this year’s event. Asks that Commissioners report for duty at 2 pm to assist with set up. Commissioner Hade asked if there were to be a conflict with the Boat Parade. The response is “no”, that the date was selected to avoid conflict with this annual community event. It was noted that Fire Captain Bob deLambert does an exceptional job with both soliciting donations and cooking. It was noted that Jack Devlin is a driving force behind the event. ➢ Updated last month’s report that Jackson’s Hardware and Woodland Auto Center are sponsoring a Classic Car Show to raise funds for SR High School and SR Fire Foundation. The event will be held on September 22, 2018 from 10 am to 2 pm. One half of proceeds will be donated to the Fire Foundation. 4. Historic Subcommittee Report by Chair Mizroch: ➢ Reported on a recent visit to the Vanning Collection at the Marin History Museum. Chair Mizroch took photos of those that could be considered for part of the Wall of History in the new PSC (contained on a memory stick). Noted that 50 photos are needed and will include photographs from the PD. Commissioner Luckham discussed the need for a data base of artifacts loaned or donated. Suggested that PastPerfect Museum software 5. Chair and Commission Member Reports: ❖ Chair Mizroch: o Reported on Go Fund Me account established for Fire Department friend and supporter Robert Tong. ❖ Vice Chair Luckham: o Shared a recently framed photo of former Fire Mechanic Steve Rutkowski. CITY OF SAN RAFAEL FIRE DEPARTMENT FIRE COMMISSION MEETING Minutes of the Regular Meeting September 12, 2018 1600 Los Gamos Drive, Suite 345, San Rafael, CA o Discussed book Fire Storm by Edward Struzik. o Discussed NFPA 921 - Guide for Fire and Explosion Investigations. ❖ Commissioner Burford: o Shared observations regarding numerous wildfires and positive encounters with fire crews on a recent trip to Oregon. During the discussion Ms. Barnello inquired about mutual aid draw down that was discussed by the group. ❖ Commissioner Thompson: o Discussed ongoing Statewide fire activity and the impressive mobilization of CA fire resources to protect lives and communities. o Noted the need to take the new Commissioner group photograph. 6. Fire Chief Report: On behalf of the Fire Chief, staff discussed the following: ➢ The Chief requests the annual report from the Fire Commission as soon as it can be made available. ➢ Noted the recent vote by Marinwood CSD at the September 11, 2018 Board meeting to approve the Chief Officer agreement. The matter now goes before the San Rafael City Council. ➢ Reviewed current operational, training and EMS activities, projects, and initiatives. ➢ Summarized the recent direction provided by the City Council during a presentation by the Fire Chief to think outside the box and be bold with developing new vegetation management strategies and programs. ➢ Summarized the recent Yellow Command ICS-EOC City exercise coordinated by Emergency Manager Quinn Gardner. 7.
