FIRE COMMISSION MEETING
Minutes of the Regular Meeting
June 12, 2017

The meeting was called to order by Commission Chair Mizroch at 4:05pm.
I Open Public Expression: Four members of the community were welcomed by
the Fire Commission. Support and encouragement for the San Rafael
firefighters’ mission to Guatemala was voiced.
II Approval of Minutes: The Fire Commission approved the April 12, 2017
meeting minutes. Discussion was held concerning who would take minutes at
future meetings. The Fire Commission voted to rotate the opportunity to take
minutes among the fire commission members.
III Commission Reports:
A. FC Mizroch presented two articles related to Health & Safety:
a. NEJM 3/30/17: “Motorcycle Helmet Laws & Public Health.”
b. NEJM 5/11/17: “Bystander CPR Efforts & One Year Outcomes in Out of
Hospital Cardiac Arrest.”
Both articles can be accessed on Larry Luckham’s srphoto50 website.
B. Com. Luckham noted the donation of a surplus “Jaws of Life” to the Loreto,
Mexico Volunteer Fire Dept. on behalf of the San Rafael Fire Dept. Larry
continues to participate in the Tulare County Arson Training Exercises.

C. Com. Thompson informed the FC that the San Rafael Business Improvement
District is considering reviving the “Downtown Wine Stroll”. The Fire
Foundation is hoping to partner with the BID in this event as a Foundation
fund raiser.
D. Com. Weathers described his participation in the ground breaking
ceremony for Fire Station 52.
E. Com. Fonkalsrud queried the status of the “Marin Emergency Radio
System”. Larry will report back to the FC with a status update.
4. Com. Atieh described a very supportive interaction with the Fire Dept.
team under the supervision of Capt. DeLambert.
IV Chief’s Report: Chief Gray gave an extensive report on Department activities.
A. The July 1, 2017 – June 30, 2018 Department Budget was approved by the
City Council.
B. New fire engines for Stations 51 and 57 are being outfitted. New BC
vehicles will be replacing 20 year old vehicles.
C. Ground breaking ceremonies for Stations 52 and 57 were celebrated last
week. Mayor Phillips, City Council Members Kate Colin, John Gamblin &
Andrew McCullough, County Fire Chief Jason Weber & Supervisor Damon
Connolly were present. In addition, many active duty and retired San
Rafael fire personnel attended.
D. Issues related to living quarters and equipment movement were described
as a reflection of station readiness.
E. Personnel updates:
1. Randy Ainsworth was installed as our newest Fire Captain.
2. An Engineers exam was conducted with ten candidates participating.
3. Steve Ferraro from Public Works was selected as Fire Mechanic.
4. Three temporary part time Fire Inspectors have been hired.

V Chief Rowan’s Update: Training on the Fire Boat continues. Eleven people
have completed training. It is expected that the Fire Boat will be operational
July 1, 2017. By then, “operational procedures” will be codified.
The meeting was adjourned at 5pm.
