HomeMy WebLinkAboutCAC 2019-10-03 MinutesCitizens Advisory Committee for Economic Development and Affordable Housing (CAC) City of San Rafael October 3, 2019 Meeting Summary Notes CAC Members Present: Roger Smith, Bill O’Connell, Glenn Koorhan, Gladys Gilliland, Bill Carney, Andrew Naja-Riese, Dirck Brinkerhoff, Mari Jones, Madeline Silva Khan, Joe McCallum CAC Members Absent: Kati Miller City Staff Present: Simon Vuong Members of the Public Present: Paula Doubleday, Ken Dickenson, 1.Call to Order: Chair Carney called the meeting to order at 7:03 pm. CAC welcomed new member Madeline Silva Khan. 2. Approval of September 5th Meeting Minutes: Approved as submitted. CAC members also discussed the content provided in meeting minutes by distinguishing between action minutes versus detailed minutes. The minutes should describe the essence of what was discussed in the meeting along with actions taken. 3. Approval of CAC letter on 703 3rd St. – draft attached. (Seagate—120 units/969 sf retail): Approved as submitted. 4. Project Updates a. Costco/Merlone Geier (146,958 sf commercial): The CAC would like to hear a presentation on conceptual development before sending a letter to the City Council. Members of the public reported concerns from the recent Costco Open House, including traffic and environmental issues from gas station, light pollution, and noise. b. 350 Merrydale Road (45 townhouses): No updates. c. 999 3rd St. (Biomarin/Whistlestop—207,000 sf commercial/67 senior units): A draft EIR has been circulated and went to the Planning Commission on September 24th. d. 1001 4th St. (Goldstone—retail and housing): Will be presented to the City Council on Nov. 18th. The City finalized an exclusive negotiating document. CAC members discussed management of the automated parking garage and the housing goals of the project, including their desire that more affordable units be part of the negotiations. e. Downtown Transit Center: No updates. f. Downtown Precise Plan: This topic will be discussed at the November CAC meeting. g. Others: Construction of the Marriot Hotel on 5th Avenue is beginning. 5. Discussion of housing development challenges. Public workshops are scheduled November 6, 7:00 pm, BioMarin Campus and November 14, 7:00 pm, City Hall. CAC members are invited to the attend the workshops and provide feedback. 6. Public comment on any non-agenda items: None. 7. Future agenda items: Downtown precise plan (November) and housing development challenges (December). January will include officer elections. 8.
