An opportunity for public comments will be provided prior to the Board beginning its discussion on each item. Any records relating to an Agenda Item, received by a majority or more of the board or commission less than 72 hours before the meeting, shall be available for inspection in the CDD Dept, at 1400 Fifth Ave, Third Floor, San Rafael, CA Sign Language and interpretation and assistive listening devices may be requested by calling (415) 485 -3066 (voice), emailing Lindsay.lara@cityofsanrafael.org, or using the California Telecommunications Relay Service by dialing “711” at least 72 hour s in advance. CALL TO ORDER STAFF COMMUNICATION BOARD COMMUNICATION CONSENT CALENDAR 1. Minutes 11/19/19 OLD BUSINESS 2. 248 Laurel Place – Environmental and Design Review Permit and Variance to demolish an existing one-car garage, stone retaining wall and entry gate located along the front property line, and replace it with a three car-garage, retaining wall and entry gate; APN: 011-173-34; Single Family Residential (R5) Zoning District; Laura Ackley and Sander Temme, Owner/Applicants; Lincoln-San Rafael Hill Neighborhood. Project Planner: Caron Parker NEW BUSINESS 3. 104 Shaver St. – Request for a Use Permit, an Environmental and Design Review Permit and a Variance to allow the construction of a new, 7-unit, multifamily residential apartment building with associated site improvements (drainage and landscaping) on a 6,264 sq. ft. site. The proposed Variance would reduce the front (Shaver St.) setback, from 20’ to 15’, and the interior side setback, from 5’ to zero. The project also requests a Parking Modification to reduce the required on-site parking, from 8 parking spaces to 7 parking spaces. The project further requests 2 concessions, under the State Density Bonus law, to increase the maximum allowable lot coverage, from 60% to 65%, and to decrease the required street side setback, from 10’ to 8’; APN: 011-245-40; Multifamily Residential (HR1) District Zone; Mike Larkin for Larkin Architecture, Applicant; Stevan Fontana for Vantana LLC, Owner; Downtown Neighborhood.
