CALL TO ORDER STAFF COMMUNICATION Staff gave its communication. BOARD COMMUNICATION APPROVAL OF MINUTES CONSENT 1. Minutes, June 5, 2012 Bob Huntsberry moved and Stewart Summers seconded to approve the Minutes as presented. AYES: Mohit Garg, Bob Huntsberry, Jeff Kent, Chair, Stewart Summers NOES: None ABSTAIN: Serge Fedorov ABSENT: Cheryl Lentini OLD BUSINESS 2. 220 Shaver Street (AT&T Telecommunications Facility Building Addition) - Request for Environmental and Design Review Permit to allow construction of a 1,496 square foot, 27- foot tall building addition for a new mechanical room on the south side of an existing multi-story telecommunications building; along with parking lot, land scaping and fencing modifications and improvements; APN: 011-245-38; High Density Residential (HR1) District; AT&T, owner/applicant. Downtown/West End environs. Project Planner: Kraig Tambornini Bob Huntsberry moved and Stewart Summers seconded to approve project with the following stipulations: 1) Enclose the east side of the addition rooftop parapet. 2) Close in the ends of the new awnings. 3) The pilasters must be a minimum of 16" dimension with the cap and base designed to overhang. 4) The planter on the north of the building shall be widened per the recommendation of staff. 5) The site shall connect the site runoff to the City storm drain, as proposed. 6) The white color is too bright. Revise the colors to match the rendering on Sheet A2.1. 7) Install the sound panels per the noise study. 8) Add 2 column pilasters alongside the north entry gate to match the south gate. 9) Provide the screening material needed to allow concealment of antennas on the fascia. 10) A paint out shall be provided before final color selection is made to verify that it achieves the intent of the rendering. 11) Provide an ongoing landscape maintenance program. Lucas Valley Area (ExteNet Systems DAS Network) - Use Permit, Environmental and Design Review and Exception for installation of 2'2" tall by 16" diameter omni-antenna on 4" by 4" by 6' tall post extensions attached to the top of existing 39' to 48' tall joint utility poles, and associated ground mounted equipment cabinets located within the public rights-of-way at five locations in north San Rafael, as part of a distributed antenna system ("DAS") public telephone infrastructure project implemented by ExteNet Systems; APN: n/a, site locations near 1959 Las Gallinas Ave, 873 Del Ganado Rd, 714 Penny Royal Ln, 7 Montevideo Way, and 459 Hibiscus Way; R5, R7.5, R10, R20, PD and R5-EA Zone Districts; Rick Hirsch, Applicant; ExteNet Systems, LLC Owner; Terra Linda/Santa Margarita and Mont Marin/San Rafael Neighborhoods.
