August 7, 2012 Bob Huntsberry moved and Stewart Summers seconded to approve minutes as presented. The vote is as follows: AYES: Bob Huntsberry, Stewart Summers, Mohit Garg NOES: None ABSTAIN: Cheryl Lentini, Jeff Kent, Chair ABSENT: None CONSENT 2. 10 Lindenwood Court (Nuijen Residence) - Request for Environmental and Design Review Permit to allow construction of a new 2,280 square foot single-family residence on a vacant 29,510 square foot hillside residential parcel; APN: 185-161-13; Hillside Residential (R-20-H) District; Gerald Nuijen, owner/applicant; File No(s).: ED12-039 . Project Planner: Kraig Tambornini (STAFF IS RECOMMENDING THAT THIS ITEM BE CONTINUED TO DATE UNCERTAIN, NOTICES WILL BE MAILED WITH NEW PUBLIC HEARING DATE) Stewart Summers moved and Bob Huntsberry seconded to continue item to date uncertain. The vote is as follows: AYES: Bob Huntsberry, Cheryl Lentini, Stewart Summers, Mohit Garg, Jeff Kent, Chair NOES: None ABSTAIN: None ABSENT: None NEW BUSINESS 3. 69 Graceland Drive - Request for an Environmental and Design Review Permit to allow the construction of a new, 3,536 square foot, single-family residence and associated site and landscaping improvements on a vacant, 10,919 square foot, hillside infill parcel. The project includes a request for a 5' side yard setback reduction, where a minimum of 10' is required; APN: 011-084-29; Single-Family Residential (R10) District; Frank Gutierrez, Applicant; Pedro Jaramillo, Owner; Lincoln-San Rafael Hill Neighborhood. Project Planner: Steve Stafford Mohit Garg moved and Stewart Summers seconded to Continue item with recommendation that the project be redesigned as per staff's consensus comments as follows: 1) The Board does not support the 5' side yard setback variance. Project should abide by standard setback rules. 2) Soils and geo-technical concerns must be addressed. It is recommended that a pier review of structurals be conducted at some point. 3) The plans should be revised to show actual tree drip lines. 4) The front elevation should be shown in context to the two neighboring properties. 5) The curve cornice dental at the corners needs to be deliniated on elevations. 6) Applicant should meet with neighbors and respond to their concerns as well as place story poles on property. 7) Board supports Spanish style due to support of eclectic styles in San Rafael. However, massing and colors needs to be addressed to better blend into neighborhood and hillside. 8) Board supports stepping upper level back away from neighbors. 9) Replace Manzanita in front yard with Arbuteus Marina and add side yard landscaping.
