April 22, 2014 This item is continued because the Board did not receive a copy of the Minutes in their packet. OLD BUSINESS 3. 815 B St. (formerly 809 B St./1212 & 1214 2nd St.) - Requests for Environmental and Design Review Permit, a Use Permit, Lot Line Adjustment and Variance to allow the construction of a new, 4-story, mixed-use apartment building proposing 41 upper-story rental units and 1,999 sq. ft. of ground-floor commercial space, and 48 garage parking spaces, on 4 adjacent parcels. The project proposes to demolish the existing structures on the site, including two identified cultural resources, which will require preparation of an Environmental Impact Report; APNs: 011-256-12, -14, -15 & -32; Second/Third Mixed Use West (2/3 MUW) & Cross Street Mixed Use (CSMU) District; Monahan Parker and Harold Parker Properties LP, owners; Rick Strauss/FME Architecture, applicant; File Nos.: ED12-060; UP12-029; LLA12-003; V13-005; IS12-001. Project Planner (Steve Stafford) ***Continued from the August 20, 2013 Design Review Board Meeting*** Jeff Kent moved and Bob Huntsberry seconded to continue item to date uncertain. The vote is as follows: AYES: Cheryl Lentini, Chair, Jeff Kent, Stewart Summers, Eric Spielman, Bob Huntsberry NOES: None ABSTAIN: Serge Fedorov, Alternate ABSENT: None NEW BUSINESS 4. 620 Del Ganado (Christ Presbyterian Church/Montessori de Terra Linda) - Request for an Environmental and Design Review Permit to allow the following site improvements: 1) replacement of the existing two Montessori school classroom portable buildings totaling 1,920 square feet with a permanent 3,682 square foot classroom building; 2) interior remodel of the church administration wing, including a 769 square foot ground level addition; and 3) re-design the existing front landscaping on site to create a main entry path from Del Ganado Street to the church building and new classroom building; APN: 178-113-240; Planned Development PD(1391) District; Christ Presbyterian Church, owners, Andrew Davis, SPACE Architects, applicant; File No.:ED13-073. Project Planner (Caron Parker) Stewart Summers moved and Jeff Kent seconded to continue item to allow applicant to address consensus items as outlined by staff as follows: 1) Redesign the Administration Wing addition to the church. The Board supported the 5 foot side yard setback with building relocated to the front of the existing Administration Wing .2) Address concerns about lighting spillover into neighbors and report back on comprehensive lighting plan. The Board identified the following suggestions: 1) Consider adding trees in the parking lot. 2) Consider reconfiguring walkway design to something that is not too long and straight. 3) Consider evaluation for health of the existing trees. The vote is as follows: AYES: Cheryl Lentini, Chair, Jeff Kent, Stewart Summers, Eric Spielman, Bob Huntsberry, NOES: None ABSTAIN: Serge Fedorov, Alternate ABSENT: None 5. 788 Lincoln Avenue (San Rafael Corporate Center Phase II Parking Garage) - Request for Environmental and Design Review Permit for a 54-foot tall, six level parking structure proposed to provide required parking for Phase II of the San Rafael Corporate Center (SRCC) office complex development. The new garage site is located on a 2.4 acre parcel in downtown east of the existing SRCC complex. Final Design review of the parking garage is required pursuant to the SRCC master plan approvals granted in 1998. This project was previously reviewed by the Design Review Board as a conceptual application on April 8, 2014; APN: 013-021-50; Planned Development (PD1901) District; San Rafael Corporate Center, owner; Robert Cone, applicant; File No(s).: ED14-041 Project Planner (Sean Kennings) Bob Huntsberry moved and Jeff Kent seconded to approve project with conditions as outlined by staff as follows: 1) Consider raising height of building if feasible. 2) Add crosswalk with differentiated paving and incorporate a Sign to indicate "Crosswalk" 3) Change out two large trees with something more appropriate. 4) Add picture frame elements to the towers. 5) Add a cable rail detail to parapet wall under trellis. 6) Add Ivy at 20' tall trellis at midline 7) Study alternative to lighting to lower poles. 8) Study relocation o elevator to allow more opening at that tower. Bring item back on the Consensus Calendar prior to issuance of a Building Permit. The vote is as follows: AYES: Cheryl Lentini, Chair, Jeff Kent, Stewart Summers, Eric Spielman, Bob Huntsberry, NOES: None ABSTAIN: Serge Fedorov, Alternate ABSENT: None ADJOURNMENT CONSENT 2. Design Review Board Rules of Order (P14-002) (continued from April 22, 2014) Eric Spielman moved and Jeff Kent seconded to Approve Motion to move Item from Consent Calendar to the last item of New Business.
