MAR IN ACADEMY SCIENCE AND INNOVATION CENTER lED SIGI The proposed site for the Science and Innovation Center at Morin Academy was specifically chosen to have the least impact on neighbors, to preserve views to and from the site, and to improve existing site circulation and pedestrian safety. Key Elements • The Science and Innovation Center will be located to the east of Foster HolI, north of Thacher Hall, and south of the old Gym, along a hillside adjacenl to the athletic field. • A new connection from the drop-off circle to the field will be creoted along the south side of the site. • A newly created pedestrian spine will strengthen campus circulation ond enhance sofety by separating pedestrian and vehicular traffic . e The project will have no impact on the total number of porking spaces available on campus. A deck under the redwood tree will be carefully constructed to protect the existing root structure. The design team has held meetings with several arborists to discuss the appropriate distance between any new construction and the tree trunk 10 ensure the protection and preservation of the existing redwood tree. V iews The proposed location of the new Science and Innovation Center at Morin Academy allows the building to be tucked into the existing hillside, minimizing the overall moss of the building. Views ore maintained across the site, including all views of Mt. Tamalpais and the hills to the soulh. Drainage an d Stor water Ra i \.ja de s The proposed landscaping will use a combination of bio-retention areas and permeable pavement to treat and mitigate site stormwater runoff. The stormwater treatment area required by the Morin County Hydrology Manual Guidelines has been exceeded by 1600sf. (7 times mare area than required) These measures will reduce the peak flow of stormwater leaving the site by 20%. The bia-retention areas also provide on on·site educational opportunity for science students. See the Hydrology Report for more information. A Storm Water Pollution Prevention Plan (SWPPP) will be submitted with plans for a building permit and will address erosion control measures during construction . ORB NARRATIVE 3 4 Geotechnica l Issues Initial geotechnical studies found that the building site has bedrock a shallow distance below the proposed foundation, making this site an ideal building location. A complete geotechnical report is included in our Formal application . Utility Service . All uti lities are available at the site. Utility connections will be installed underground . Campus Aerial and Context Map MARIN ACADEMY SCIENCE AND INNOVATION CENTER edes tr ia n Spine The proposed project creates a pedestrian spine that connects the south campus to the north, academics to athletics. This spine separates pedestrian traffic from vehicular traffic on campus, improving pedestrian safely. Access to the Soc er Fie l d The Design Review Board expressed concern for the design of the new staircases proposed along the south and east building elevations with up to 20-step runs without a landing. Based on these comments, the site stoirs have been redesigned to hove a shallower rise and to accommodote generous landings. The stair along the south of the building was reconfigured to bend towards the seating area at the field level and to provide a more generous width. The stair at the north of the Science and Innovotion Center was moved east to avoid disturbing the root structure of the existing oak trees along that hillside and to ovoid the 20' clearance around the soccer field . [see sheetl4.02) arking The total number of parking spaces on campus will remain unchanged by the proposed project. Parking spaces will be added to the North Parking Lot and along the edge of the service road to replace those lost at the east side of Foster Hall. The North Parking lot will be modified to meet all fire code and access requirements . See the Fire Access Plan on sheet AO.ll. The proposed design consolidates parking on campus, improving site circulation and pedestrian safety. MARIN ACADEMY SCIENCE AND INNOVATlON CENTER LANDSCAPE DES GN The siting of the building was chosen in part to optimize the exterior landscape areas, striking a balance belween the needs of the bUilding and the constraints of the site. Science Court A new garden landscape will transform a small parking lot east of Foster Hall into a vitalized, experiential learning space. Science learning will be allowed to spill out of the classrooms into this court, supporting outdoor, hands~on science education . An accessible path will weave through the science court along the east side of Foster Hall. Notural science exhibits such as roin gardens for stormwoter conveyance and treatment, and native habitat and plant communities will be integrated in the court. The court will also include multiple outdoor classroom and gathering areas, such as a terraced seati ng area. Redwoo eck Th e new building is sited to preserve the redwood tree fa the south of the proposed bUilding. A redwood deck will connect Thacher Hall (the existing science building) to the new Science and Innovation Center. The raised deck will utilize drilled piers to protect the root structure of the large redwood tree belween the Iwo buildings. The deck will become a unique outdoor space for the cqmpus, and will provide a shaded perch for fans fa watch athletic play on the field below. 56 new trees are b ein g p lanted, including redwoods, oaks and other trees, to enhance the existing redwood and oak groves, and replace those trees that were removed for construction of the building. ORB NARRATIVE 7 8 Water-efficien t landscape Des ign The landscape planting w i ll be drought-tolerant and water-efficient, with species selected from the suggested list included in the City of San Rafael's design guidel ines. Landscape Buffe r Areas and Trees The existing oak grove on the slope to the northeast of the bUilding will be retained and will serve to soMen and compliment the building's appearance. It will also screen the building from the view of neighboring properties 10 the north and east. Any trees removed during construction will be replaced on site. An arborist's report is included in the formal application. Oak trees will be planted along the East West ridge north of Foster Hall extending the existing Oak woodland. The proposed planting strategy enhances the existing oak woodland to the north and the redwood grove to the south. Maple trees are proposed for the science court complementing the riparian rain garden design. Deciduous shade trees are proposed For the North Parking Area. Wildland-Urba n Interface Area This site is located in a Wildland-Urban interface area. Plant materials will be chosen to be compatible with the City of San Rafael Wildland-Urban InterFace Vegetation Management Plan. (See sheet l5.00) Vegetation Management Pion Parking lot landscaping will be designed to control heat build-up From paving and reduce air pollution. Additional trees will be planted in the North Parking lot to soften the appearance of the parking lot and provide shade. All code requirements regarding the number of trees per parking space have been satisfied, (See sheet L5.01) MARIN ACADEMY SCIENCE AND INNOVATION CENTER Locat ing Columnar Tre es A lo ng the East and West Facades At the Conceptual Design Review presentation, we received feedback that the proposed 40 foot vine scrim was potnetially infeasible, and that columnar trees could or should be incorporated to serve the green wall function at the east elevation (neighboring view from across the field), After careful review of the space between the building and the field, we hove concluded that incorporat i ng trees along this elevation will necessitate moving the building west. This causes significant impacts to site circulation in the science court. We therefore propose to include vine scrims to a reasonable height of 13'. (See A3 .0 1), Along with the adjacent oak grove to the north, this will create a horizontal band of vegetation along the entire east fac;:ade of the building . These landscape elements will help to minimize the perceived height of the building from the east and will screen the building from view to neighboring properties to the northeast. The vine scrims proposed on the west and east facades blend the building with the adjacent landscape and create a living sunscreen , These scrims will be located in raised planters to protect the base af the vines from damage and breakage from students and athletic balls. Trumpet vine (Disticus buccanotoria), an evergreen vine with trumpet shaped orange flowers, will be planted at vertical vine cables on both the west and east facades. These vines should easily extend to the 13' and 18' vine screen heights an the east and west el evotion s. MARIN ACADEMY SCIENCE AND INNOVATIO N CENTER ARC TECTURE • The design of the bUilding is contextual to the existing campus in both scale and use of materials . • The Science and Innovation Center will be a 21 st Century learning environmenf that makes the sciences a visible, vibrant, and integral parI of the Marin Academy campus . The building includes six lab classrooms and an independent study lab to support Marin Academy's innovative science program. These lob classrooms will provide space for integrated, lang-term student projects to support hands-on learning and to inspire the next generation of young scientists, while preparing them for the opportunities ancJ challenges of the 21 sf Century. • A two-story "hub" space will provide key circulation space and will house an art/ science gallery, small breakout spaces outside the classroom, and small meeting nooks to serve the entire Marin Academy campus, Portions of the hub will have the ability to open to the adjacent science garden when weather permits. -asemen i L v.1 Because the proposed building is built into the hillside, a daylit basement is locoted on the field level. While the exact function of this space has not been determined at this time, several ideas have been discussed. The space's adjacency to the fje ld makes it a pr i me candidare for a firness room ord a physicoltheropy space. Restrooms to serve the adjacent field during games have also been discussed. In the current design and budget, this space is designated as a shell space. See sheet A2,OOA For the alternatives that have been discussed as future build outs of this space. A clerestory window element to the west washes light across the ceiling of the discussion spoce . Mecho shades on the east windows will block Ihe low angle of the sunlight in early morn ings. Diffuse skylights on the roof provide a source of daylight in the middle of the classroom to provide a balanced level of daylight and to provide a secondary source of daylight when the east shades are drawn . When the original MA Parking and Traffic Plan was approved in 1997, the school had 90 on- site parking spaces on ils campus, for 385 students. In 2002, as a condition of the school's use permit amendment, requesled for the construction of a new parking lot at the north ef\d of the campus, and an enrollmenl increase of 15 students, tbe Planning Commission required the school to revise the 1997 Parking and Tramc Plan, and obtain approval of the revlsed plan from a newly fonned MA Neighborhood Parking and Traffic Committee ("Corruniltee"). The Committee, made up of representatives from the school (Mike Joyce) and II members of the local community, approved the Updated Marin Academy Parking and Traffic Plan on April 30, 2003. On August 12, 2003 the PlaMing Commission adopted a resolution (03-29) approving the Updated Parking and Traffic Plan. The Updated Plan sought to remedy many issues either created or not addressed in the 1997 plan. The six key elements of the Updated Traffic & Parking Plan included: 1. An increase in on-site and off slreet parking at Marin Academy. 2. A reduction in the number of cars that travel to school. 3. Provisions for better accowlting of the cars that travel to the school. 4. A proposal for assigned overflow parking (tabled). 5. Administrative guidelines. 6. Ongoing Communications and Reporting. At the time the Plan was approved in 2003, the school had 135 parking spaces, including lhose that were added in the new North Lot. With MA' s new enrollment allowance of 400, this was 35% over the code required 100 spaces (schools are now required to provide 1 parking space for every four students). At the school's discretion, they also leased an additional 22 spaces at the nearby Elks Club to further relieve parking pressures. In March 2003, the school purchased a parking lot at 1513 Fifth Avenue, that was then under a long term lease. When that lease expired in 2005, the school gave up the EUcs Club parking, and incorporated lIe 34 spaces from the purchased lot into lheir lota] count, raising the total parking spaces controlled by the school to 16 ,', its current level. This new total was reflected in the 2005 Updated Marin Academy Parking and Traffic Plan, included with this fonnal application. Page 4 of 16 II. Parking c. To replace those spaces, and ensure that all lost parking spaces are replaced elsewhe~ on campus, we are proposing to increase the efficiency at the North Lot parking area , adding 12 spaces to that lot, and replacing parallel parking with angled in parking at the north end of the Service Road, providing four (4) additional spaces in that location. We intend to consol idate all faculty and staff parking to the North Lot. The required addition of one ADA space will reduce faculty/staITparking by one parking space. No loss in student parlong is antJcipated. The table below summarizes the propos~d changes to Marin Academy's parking areas . Parking Lots Affected by the New Science Building North Lal The North Lot, constructed in 2003 to replace two underutilized tennis courts, was originally designed to accommodate 45 parking spaces, with an internal island that included a bioswale to treat stonn runoff. After careful review of the site, effectiveness of the bioswale, relevant codes and ordinances, and use patterns by the school, EHDD Architects and CMG Landscape Architects, with the assistance of Sherwood Engineering, our civil engineer, designed an alternative approach to the North Parking Lot that would signi ficantly increase its parking efficiency and its ability to treat storm water. I ' . -.. \ North Lot (from Sheet Ll.Ol) As proposed (and shown above, and on Sheet Ll.01 of the submitted Plan sel), the North Lot will accommodate a total of 57 parking spaces as designed. Of these, three (3) will be ADA or handicap accessible, thil1y eight (38) will be standard sized (8.5' x 18'), and sixteen (16) will be compact sized (8' x 16 '). 28% of the total spaces are compact. Six of the spaces will be designated for clean air vehicles. These dimensions are those permissible under the Downtown Parking ordinance relTE) However, it should be noted that the North Lot technically lies just outside the Downtown Page 9 of 16 Area, as shown on the General Plan map (CITE) Per the map, the Downtown Area is bounded to the north by Mission Avenue, which bifurcates the school's campus. MA requests that the Downtown Parking Ordinance be applied to the North Parking Lot for a number of reasons. Primary among them is that it will ensure that there will be no loss in on- site parking at the school as a result oftbis project. It will actually increase the erfectiveness of the hydrology/storm water treatment, by greatly improving the system previously installed, EUld reducing the amount of impervious area that would be required with the larger spaces. Also, allowing the Downtown ordinance to be applied will ensure consistency across the entire campus, which as mentioned abov·e is divided evenly by the Mission Avenue boundary line . The tighter spaces shown in the North Lot will be utilized ahnost exclusively by the staff and faculty, ensuring that the highest levels of safety are maintained. The teachers and staff using the North Lot will be typically aJ.riving and depalting only once a day, reducing the overtur.n of parking spaces that is typically seen in a downtown park.ing lot. The two student spaces provided for in this lot alJows the school to maintain parity between the number of student and employee parking spaces on the school campus. The student spaces, like all spaces on campus, will be assigned . As has been the case since 2003. the NOIth Lot will continue to be closed in tbe evenings by locking a bollard in tbe access dtive, and the lighting will be shielded, and designed to provide minimwn light levels that ensure both safety, and a reduction of glare to neighboring homes. The code required number of trees for shading will also be maintained . Please see the landscape plans and Design Narrative for more detail. East of Foster As mentioned above, the entire East of Easter parking area will be eliminated by the construction of the new Science and Innovation Center . In its place will be a new pedestrian and handicap accessible spine, traversing through a leaming garden and cowtyard, that connects the Science buildings and Foster Hall on the Circle , with the athletic facilities at the north end of the campus. Car and pedestrian circulation will be separated , enhancing safety and improving the urban design of the campus. A total of sixteen (16) spaces will be relocated from this location.. West of Foster The existing parking lot at the West of Foster Hall will be modified slightly in that one ADA space will be removed, and an additional student space provided. Currently, drivers enter the MA camplls fi 'om Mission Avenue at the Circle, and exit on the Service Road aftcr circulating to the ea~t of Foster l1all. The current parking on the Service Road is angled in parking at the lower (south) section, and parallel parking (on the driver's side) at the upper (north) t,cction. A total of twelve parking spaces arc now found at the south end of the road, and six (0) parallel parking spaces are at the north. The new plan would allow vehicle ingress (the Service Road will he om: way in) from Mission and require all vehicles to exit at the Circle, where there is a proper 4 way stop intersection . The 12 spaces at the lower Service Road would remain, and four additional spaces (for a total of 10) would be accommodated at the upper porfion as shown to the Jell. The fiBLULibrary has only two parking spaces. One is a handicap space, and the other a faculty parkillg ,~pace. Cottage Avenue is a one-way connec'tion through campus between 5th Avenue and Mission Avenue and is currently where busses drop-off and pick up students. These compiled documents, submitted at the request of both the Planning Department and Department of Public Works as part of the Pre Application process that occurred earlier this year, are collectively intended to outline the history of traffic and parking measures implemented at the school, describe modifications and enhancements to them as a result of this project, and to provide a framework for ensuring that any impacts related to parking and traffic in the future are avoided. It's important to note that there are two primary components to the project description that Marin Academy seeks approvals for at this time. The first is the construction of a new 18,340 Science and Innovation Center build iog . The second is a request for a modest increase in student enrollment, from 400 10 450, to be phased in at some point in the future. While both are part of the overall Project Description, these are distinct and separate issues that affect parking and traffic in different ways. The reconfiguration of parking lots and locations, modifications to automobile and pedestrian circulation, enhancements in safety, and traffic intersection counts, are specifically related to the building of the new Science and Innovation Center. These issues are addressed in the Traffic and Parking Study included with this letter. Related, but distinct, is the issue of a potential increase in parking demand (and trip generation) stemming from any increase in enrollment. Those issues are specifically addressed in the Marin Academy Transportation Demand Management Plan ("TDM"). Parking and traffic are important issues to the operation of any school, and they become even more critical when that school is a high school located in a relatively dense residential/commercial area. While issues related to traffic and parking have arisen in the past, the school takes pride in its long history of working closely with its neighbors to ensure those impacts are thorough ly understood, and quickly and continually addressed. Since the fonnation of a neighborhood task force, and the collaborative refinement of the MA Parking and Traffic Plan as a condition of approval of the 2003 Conditional Use Permit, the schoo! and neighborhood have enjoyed a relatively quiet and successful management of traffic and parking issues. We understand that this is an ongoing process , and that there is always room for refinement and improvements . This project provides not on Iy an opportunity to build on the successful history of community partnership and collaboration. Joyce responded that they have established some restrictive parking covenants with some of the immediate neighborhood streets. He eA'}Jlained that students and staff are prohibited from parking on G and H Streets nor1h of Mission Avenue. He indicated that they periodically patrol those areas in the morning generally to reinforce the fact that students and staff members are not allowed to park in the reSlricted areas, In addition, it is written into the student handbooks to ensure that the students are aware of those restrictions. Commissioner 'Whipple asked.Mr. Joyce if there are consequences to those who violate Lhe rules. Mr. Joyce responded that the first time violation the parents are called and the next time lhe student is expelled for a day. He pointed out that MaJin Academy ordered 1,000 stickers to identify which cars specificaUy belong to the Marin Academy. Com.missioner Whipple asked Mr. Joyce if a sticker would be a condition in order to bling that car to school. Mr, Joyce responded in the affimlative. Mike Joyce provided an overview of the Planning Commission's 8/12/2003 meeting, at which the Planning Commission formally approved the school's Updated Parking & Traffic Plan reviewed and approved by the Neighborhood Parking and Traffic Committee April 30, 2003. The City's . resolution approving the plan provides fo r an annual report on neighborhood parking and traffic issues from Marin Academy to the Community Development Director and the Planning Commission, each January, beginning January 2004. 3 . Parking and Traffic Conditions update. Committee members in attendance indicated that parking and traffic conditions in the neighborhood have been quite good. Jay F. complimented the school for "getting the message out" to students about parking. Several others praised the school for its administration of the parking and traffic plan. Mike shared that the school has been actively communicating Marin Academy's neighborhood parking covenants with all students, staff and parents . The school's database of MA-community vehicles now includes information on over 500 vehicles. Mike also shared that the school launched it's employee commuter incentive program this fall. The. average number of st\.ldents per parked vehicle in the mOfning is 2.01 fot cars puked on campus, and 1.55 for vehicles parked off campus. The occupancy levels decrease to 1.48 ~nd 1.39, respectively, during the afternoon school commute due [0 the dispersion of students to after-school activities.
