CALL TO ORDER Present: Eric Spielman, Chair Bob Huntsberry Stewart Summers Don Blayney, Alternate Absent: Cheryl Lentini Jeff Kent Also Present: Steve Stafford, Senior Planner STAFF COMMUNICATION BOARD COMMUNICATION APPROVAL OF MINUTES 1. November 9, 2016 The vote for this item was postponed due to lack of quorum of those members attending this meeting. 2. January 18, 2017 Stewart Summers moved and Don Blayney, Alternate seconded to approve minutes as presented. The vote is as follows: AYES: Eric Spielman, Chair, Bob Huntsberry, Stewart Summers, Don Blayney, Alternate NOES: None ABSTAIN: None ABSENT: Cheryl Lentini, Jeff Kent CONSENT OLD BUSINESS NEW BUSINESS 3. 23 Meyer Rd. (Temporary Address) – Request for an Environmental and Design Review Permit to allow the construction of 3,156 sq. ft. new single-family residence and associated site improvements (driveway, retaining walls, drainage and landscaping) on a vacant , 93,857 sq. ft. (2.15 acre), hillside and ridgeline site; APN: 015-291-15; Single- Family Residential – Hillside Development Overlay (R1a-H) District Zone; Jerry Draper, Applicant; Draper Revocable Trust, Owner; Picnic Valley Neighborhood. Project Planner: Steve Stafford Staff Report Bob Huntsberry moved and Don Blayney, Alternate seconded to Approve Motion to approve project with the following comments/recommendations: 1) The location and height of residence and driveway retaining walls are appropriate if the project meets the City's stepback requirement better by adding a new deck/patio along the downslope; 2) The building design is well articulated if the small gable roof features are better integrated by making them bigger and/or adding a second gable along the downslope elevation; 3) The building entrances are too narrow and should be widened; 4) The exterior colors are appropriate, including the red trim; 5) The exterior materials should be expanded to a mixture stone base and a combination of stucco and Hardiplank/Hardi-shingle; 6) The size of the residence is modest in comparison to the size of the lot; the applicant should evaluate whether to add a 4th bedroom to the project design; 7) Landscape Plan shall include vine plantings at the base of the lower driveway retaining wall, such as Boston Ivy (15-gallon container size, planted 12" in center; 8) Confirm all species in Landscape Plan are available; 9) The project plans should include an elevation showing that the ridgeline would be preserved by the existing tree coverage The vote is as follows: AYES: Eric Spielman, Chair, Bob Huntsberry, Stewart Summers, Don Blayney, Alternate NOES: None ABSTAIN: None ABSENT: Cheryl Lentini, Jeff Kent ADJOURNMENT ___________________________________ ANNE DERRICK, Administrative Assistant III APPROVED THIS_____DAY____OF_______, 2017 _____________________________________ Eric Spielman, Chair
