Minutes, October 17, 2017 Jeff Kent moved and Stewart Summers seconded to approve Minutes as presented. The vote is as follows: AYES: Jeff Kent, Cheryl Lentini, Stewart Summers, Bob Huntsberry NOES: None ABSTAIN: Don Blayney, Alternate ABSENT: Eric Spielman, Chair CONSENT NEW BUSINESS 2. 108 Bellam Blvd. (“Peter’s Beacon” Service Station) – Request for an Environmental and Design Review Permit, a Use Permit Amendment and a new Sign Program to allow upgrades to an existing, 1,666 sq. ft. service station with minor motor vehicle repair (Smog testing). The project proposes: 1) Approximately 600 sq. ft. of new bathroom, entry and service bay additions; 2) Conversion of approximately 1,200 sq. ft. of existing service bays to mini-market use; 3) New exterior colors and materials on the building and fuel canopy; 4) A new trash enclosure; 5) New site landscaping, drainage and parking improvements; and 6) New signage. The project also request a parking modification to allow a reduction in the number of required for the project, from 12 to 8 on-site parking spaces; APN: 008-106-05; General Commercial (GC) District Zone; Steve Murch for SKS Architects, Applicant; Peter Jizrawi, Owner; Canal Neighborhood. Board member Stewart recused himself from this item due to a conflict of interest. The vote is as follows: AYES: Jeff Kent, Cheryl Lentini, Don Blayney, Alternate NOES: Bob Huntsberry ABSTAIN: None ABSENT: RECUSED: Eric Spielman, Chair Stewart Summers 3. 3773 Redwood Highway (Oakmont Senior Living) – Environmental and Design Review and Use Permit for the redevelopment of a 1.29-acre site with a three-story senior assisted living facility containing 89 units and 53 parking spaces; APN: 179-064-01; GC Zone; William Mabry, Applicant; Eric Ziedrich, Owner; Civic Center Neighborhood. Project Planner: Alan Montes Staff Report Cheryl Lentini moved and Stewart Summers seconded to recommend approval of the project with direction to staff to work with the applicant to incorporate the following design approvements: • The clock tower element should be more substantial to improve scale by increasing the overall height one-to-two feet, which may require an increase in the size of the base to maintain proportionality. • The West elevation needs further refinement to create greater interest, such as installing more substantial framing for the proposed "green screen" and or carryover more of the articulation details from the other elevations.
