The project includes demolition of existing kiosk building, fuel canopy, fuel dispensers, underground fuel tanks, restroom/utility building, storage shed, air and water station. New construction includes a convenience store, fuel canopy with four (4) multi -product fuel dispensers, three (3) underground fuel tanks, trash enclosure, self -serve air, and water station and updated/expand landscaping. APN: 175-322-02; General Commercial (GC) District Zone, Gary Semling for Stantec Architecture, Applicant; Darin O'Kelley for Chevron Products Co, Owner; Terra Linda Neighborhood. ***Continued from the Design Review Board Meeting Field on May 21, 2019*** SUMMARY On May 21, 2019 this project went before the Design Review Board (Board). The Board found the project to be of high-quality design, but requested that the following items be addressed and return on consent: 1. Simplify the planting palette on the landscape plan and create more design order. Shift bio - retention areas away from driveway entries. Staff Response: The landscape plan has reduced the number of species from 21 species to 16 species. The plans have also combined and centered the two retention basins along Del Presidio Blvd. frontage into a single retention basin, further away from the driveways. The prior landscape plan has been attached as Exhibit 2. 2. Relocate and connect the trash enclosure to the south building elevation and relocate the two parking spaces to the north building elevation. Staff Response: The applicant has revised the plans to relocate the trash enclosure to the south side of the building and relocated the two parking spaces in that location to the north side of the lot. The prior site plan has been attached as Exhibit 3. 3. Articulate the building corners better by increasing the height of the stone veneer. Staff Response: The project has expanded the stone veneer at the corners to extend up to the fascia. The prior elevation has been attached as Exhibit 4. 4. Re-evaluate the proposed height of the fuel canopy to match the other three service stations along Del Presidio Blvd. Staff Response: The applicant conducted a survey of the adjacent fueling canopies and identified that the clearances vary from 13'-4" to 15'. The existing Chevron has a 13'-4" canopy, which is the shortest canopy clearance and Shell has the tallest clearance at 15'. The application has revised their canopy from 16'-6" to 15' to match Shell's clearance height. The building code requires a minimum clearance of 13.5'. 5. Fully -recess the under -canopy lighting fixtures or include shields. Staff Response: The plans do not clearly identify as to whether the lights will be flush mounted or recessed. However, the applicant has noted that all the lights have been revised to be 3,000 K, which has brought down the lighting levels. 6. Freestanding LED price ID sign is acceptable, if allowed by City's Sign Ordinance. Staff Response: Staff has found that the LED price ID sign may be permissible with a Major Exception to the sign regulations. 7. LED canopy lighting may be acceptable though sign calculations need to be re-evaluated for compliance with City's Sign Ordinance. Staff Response: The plans have not included the illuminated "dimensional hood" of the canopy into the sign calculation but, per staff's calculation, the illuminated "dimensional hood" signs would be approximately 277.34 sq. ft. (2.83'x 98') each on the east and west elevations and 23.24 sq. ft. (.83' x 28') each on the north and south elevations. This would add a total of 601 sq. ft. to the existing 135 sq. ft. of proposed signage. Should this request be approved, it would set a precedent in the City. The City has typically kept the maximum signage square footage area for gas station around ±120 sq. ft. Additionally, there may have been a measurement error in Sheet 4, which labels the canopy as 124'. When scaled, by staff, the canopy is identified as 98' in length. Staff will require this to be corrected prior to any subsequent hearings and submittals. CONCLUSION Staff finds that the proposal complies with what the Board had requested but is seeking the Board's response as to whether the revisions comply with their intentions. EXHIBITS 1.
