Minutes, May 7, 2019 Continued due to lack of quorum 2. Minutes, May 21, 2019 Jeff Kent moved and Larry Paul seconded to approve Minutes as presented. The vote is as follows: AYES: Jeff Kent, Stewart Summers, Don Blayney, Alternate, Larry Paul NOES: None ABSTAIN: Samina Saude ABSENT: Sarah Rege 3. 949 Del Presidio Blvd (Chevron Gas Station) – Request for an Environmental and Design Review permit, Use Permit, and Sign Program proposing reconstruction of the service station and convenience store. This project includes a new 2,964 square-foot minimart, a new fueling canopy, new signage, 4 fuel pumps, 18 parking spaces (including 8 fueling spaces) and new landscaping; APN 175-322-02; General Commercial (GC) District; Chevron USA Inc., Owner; Gary Seming of Stantec Architecture, applicant. File Nos.: ED18-105, UP18-044 and SP19-002. Project Planner: Alan Montes (This item is continued form May 21, 2019 DRB meeting) Staff Report This item was pulled off the Consent Calendar. Stewart Summers moved and Don Blayney, Alternate seconded to recommend approval of project with the following consensus items: • The LED canopy light "wash" should be limited to the Del Presidio Blvd frontage only • The existing two (2) trees within the landscape island along the south elevation should be replaced with new Laurus Nobilis trees. The vote is as follows: AYES: Stewart Summers, Don Blayney, Alternate, Samina Saude NOES: Jeff Kent, Larry Paul ABSTAIN: None ABSENT: Sarah Rege OLD BUSINESS NEW BUSINESS 4. 999 3rd Street (BioMarin R&D building/Whistlestop Senior Center/Senior Housing) – Request for Design Review of two 70-foot tall, four-story Research and Development buildings on a 133,099 sq. ft. parcel, currently developed as a vacant lot, and a 67-unit, 70- foot tall, six-story senior center and affordable senior housing building on a 15,000 sq. ft. portion of the northwestern corner of the parcel; APN: 011-265-01; Second/Third Mixed Use (2/3 MUE) District Zone; Shar Zamanpour, Applicant; BioMarin / CCCA, LLC, Owner; Downtown Activity Center neighborhood area. Project Planner: Sean Kennings Staff Report Larry Paul moved and Jeff Kent seconded to continue Item and bring back to the Board as a Consent Item. The Board made the following Consensus recommendations: Whistlestop • Need more cohesive fenestration throughout; simplify the fenestration along the Third and Brooks St. elevations while improving the fenestration along the east elevation; • Create a greater sense of entry; and • Reduce the visual bulk of the 6th floor by stepping back the parapet. Bio Marin • Plant the most mature trees as possible to help mitigate bulk/mass; • Landscaping at the Third and Lindaro St. corner needs further enhancement with smaller ornamental trees; and • Pedestrian crosswalk safety along Lindaro St , across both Second and Third St. is important and should be improved.
