May 7, 2013 Jeff Kent moved and Stewart Summers seconded to approve minutes as presented. The vote is as follows: AYES: Jeff Kent, Stewart Summers, Mohit Garg, Bob Huntsberry, Chair, Serge Fedorov, Atlernate NOES: None ABSTAIN: None ABSENT: Cheryl Lentini OLD BUSINESS 2. 1867 Lincoln Avenue (Cotton Apartments) - Condition Compliance review of parking garage height, site landscaping and exterior colors details as required by Environmental and Design Review Permit ED09-056 Condition 7 approving construction of a 16-unit apartment building; APN: 011-023-02; High Density Residential (HR1.8) Zoning District; Yvonne and Irwin Cotton, owners; Matt Guthrie, applicant; Lincoln San Rafael Hill Neighborhood Association; File No: ED09-056. Project Planner: Caron Parker Jeff Kent moved and Mohit Garg seconded to approve project as presented with the condition of changing exterior main building color from color number "2" to "3D'. The vote is as follows: AYES: Jeff Kent, Stewart Summers, Mohit Garg, Bob Huntsberry, Chair, Serge Fedorov, Atlernate NOES: None ABSTAIN: None ABSENT: Cheryl Lentini 3. 10 Lindenwood Court (Nuijen Residence) - Environmental and Design Review Permit for a new 1080 gross square foot two-story single-family residence (including 480 sq. ft. detached carport and 120 sq. ft. covered porch) on a 29,510 square foot, triangular-shaped and downsloping (63%) hillside parcel; APN:185-161-13; R20-H Zone District; Gerald Nuijen, Applicant/Owner; Glenwood neighborhood area. (Continued from November 6, 2012) Project Planner: Kraig Tambornini Stewart Summers moved and Jeff Kent seconded to approve project as presented and include the following consensus items as outlined by staff: 1) Enclose garage completely. 2) Define pathway between garage and entrance to house. 3) Applicant to work with civil engineer to address drainage and any engineering issues on this site. 4) Stagger landscaping to create more natural landscape plan. 5) East elevation and deck needs further detailing and integration. The vote is as follows: AYES: Jeff Kent, Stewart Summers, Mohit Garg, Bob Huntsberry, Chair, Serge Fedorov, Atlernate NOES: None ABSTAIN: None ABSENT: Cheryl Lentini 5. 46 Scenic Avenue (Vacant Lot Between 40 & 50 Scenic Ave.) - Request for an Environmental and Design Review Permit to allow the construction of a two-story, 2,887 sq. ft., single-family residence and associated site and landscape improvements on a vacant, 6,340 sq. ft., hillside infill parcel. The project includes a request to allow a 7.5' front yard setback reduction, where a minimum of 15' is required. The project also requests a parking waiver to develop the site without two additional required ?guest' parking spaces; APN: 010-241-26; Duplex Residential (DR) District; William Kirsch of W.W. Kirsch & Associates, Applicant; Steve Zamlich, Owner; Sun Valley Neighborhood. Project Planner: Steve Stafford 46 Scenic Jeff Kent moved and Stewart Summers seconded to bring project back to the Board on Consent to allow the applicant to address the following consensus items as outlined by staff: 1) Expand/improve a "sense of entry" in the upper area north of the garage 2) Improve articulation on facade on Scenic 3) Break up linear roof form 4) Darken color palette on windows and trim 5) Incorporate landscape changes as recommended by Board Member Kent.
