This review is required per the conditions of approval for this project; APN: 16- 070-020, 030,050 & 060; Planned Development (PD-1860) District; Marina Village LLC, owner/applicant; project site bordered by Loch Lomond, Bayside Acres and San Pedro Cove neigh borhoods. SUMMARY In August 2007, the San Rafael City Council approved the Village @ Loch Lomond Marina development project (now "The Strand" @ Loch Lomond Marina). A detailed description of the project, setting and history is provided in the Background section below. The City approvals for this planned developmen't project are subject to many conditions. Some of the conditions of approval require that certain elements and stages of the project plans (particularly final plans and details), return to the Design Review Board for review and approval for the permanent project phase or area. Per Design Review Permit ED04-063 conditions of approval, the final exterior lighting plan and "photometric" analysis for the development, as well as the final landscape and irrigation plan for the residential portion of the development require Board review. The lighting plan and photometric analysis have been provided for the entire development project. The landscape and irrigation plan is provided for the residential development identified as Area C on the project development plan (PD-1860 District). Staff requests that the Board review: a) the exterior lighting plan and photometric analysis for the entire development; and b) the final landscape and irrigation plan for the residential portion of the development for compliance with Design Review Permit ED04-063 conditions of approval. Exhibit 2 (attached) lists ED04-063 conditions 5 and 8, which require this review and, and provides staff discussion of the response provided on the final, revised plans. Generally, the plans are in compliance with these conditions for the subject phases of development. However, staff presents some comments and recommendations for additional consideration and feedback by the Board. BACKGROUND -Site Description & Setting: The Loch Lomond Marina site is located immediately south of Point San Pedro Road, approximately two miles east of US 101. The marina property encompasses 131 + acres, which incl udes 29.5 acres of upland, a marina basin that is approximately 37.5 acres and 64 acres of submerged tidelands (open water). A diked seasonal wetland is located along the eastern edge of the property. The marina basin is developed with 517 boat berths and supp'ortive marina uses and improvements. The uplands portion of the site is developed with a variety of marina-related uses, some neighborhood commercial uses and a fUll-service grocery market (Andy's Market). The San Rafael General Plan 2020 designates the marina property in three land use categories: Neighborhood Commercial; Marina-Related and Conservation. History & Project Description ",,.JOJnn a planning and environmental in the City Council approved the Village @ Loch Lomond Marina development for the marina property. Included in the City approvals was adoption of Planned 860) District. which is the plan for site development. The PD-1860 District segregates the marina site into four use areas, described as follows: '--"-'~:...: -marina/water/recreation, which permits the continuation of a marina park/marina for public use :.....:.:...:==-= -neighborhood commercial/mixed use, which permits the development of square feet of neighborhood commercial use including a new fuJi-service grocery market, six residential condominium units ~~= -residential, which permits the development of up to 76 units (single-family town The remaining acres of submerged tidelands/water were not included in the 860 District conservation, includes of the submerged (slough) and seasonal wetland The layout the nr,vu",t'I land use areas is provided in attached Exhibit A bay front location and conditions, the project was subject a comprehensive environmental review process (including a certification of a four-volume Environmental Impact Report), special studies addressing neighborhood concerns and and required review and approvals/permits from other regulatory including Bay Conservation & Development Commission (BCDC). It is this of market will commence later this Once completed, the existing Andy's Market will be demolished and the phase of residential , development will be completed. 2 Review of Final Landscape and Irrigation Plans (Area C-residential area) noted , the of the final irrigation plans for Areas B C require review approval by the Review Board. This requirement is specified in Environmentai and Design Review ED04-063 5. This condition of approval is in the attached (Exhibit The plans that been prepared and submitted this time address the landscape and irrigation improvements in Area C (residential area) only. final landscape and irrigation plans for B borhood commercial/mixed use) will completed and presented to the Board at a future time. Further, please note some of requirements under condition 5 already completed related improvements that are a part the park/marina and marina commons or are not applicable for review at this time. The response column in 2 provides a reference to the applicable plan sheets where the condition has addressed. Overall, the plans a number of the recommendations in 5, but one change is proposed for special pavement. Condition 5h "5h. The details of the pavement material and color shaff submitted with the plans. Where feasible, decorative pavement shall of a or pervious deSign/material to provide additional filtration of water quality from project runoff. IJ The initially-approved plans present the installation of "pavers" along the residential parking/driveway courts. The developer is proposing an alternative material, a "stamped," color-treated and sealed asphalt. A of material been fabricated at the project site (west side of the main access road behind construction trailer). Two elements of the sample are presented in the fabrication, a nrl_nrw"::. pattern in a brick and a scored A photo this fabrication is presented in Exhibit 4, material is patented by Asphalt Impressions, Inc. The manufacturer's specifications, including the coating are in attached Exhibit 5. Please note that this material has been approved for installation at several the along the main project access (Loch Lomond Drive). Review of Exterior Lighting Plan and Photometric Analysis noted above, the of the final exterior lighting for the project review approval by the Design Review Board. This requirement is specified in Environmental and Design Review Permit ED04-063 condition 8. condition approval is in attached table (Exhibit 2). In summary, the exterior lighting proposes the use of six lighting fixtures. The fixture schedule and specifications for each fixture as presented in attached Exhibits 6 and 7. In summary, the fixtures are as follows: 1. A 20-foot-high hook-necked light (EXL 1) is proposed 'along the main project access road (Loch Lomond Drive), the residential access road and the parking lot on the jetty. The specifications propose a black surface, LED illuminated and a flat, hooded light housing. 2. A 12-foot-high Jight standard (EXL2) is at the Loch Lomond Drive "roundabout" and along the pedestrian path frontage of the neighborhood commercial and market. standard a black metal surface, illuminated and a hood to direct illumination downward. 3. A 16-foot-high parking pole and is proposed for the marina parking lot dry dock boat storage and the neighborhood commercial/market parking lot (EXL2B). This standard is the same as EXL2, above, but is taller. 3 4, A 16-foot-high parking lot standard pole is proposed along the property border of the parking lot. This standard is same as EXL2A, above, oVI"·ont that it is 120V. 5. A four-foot-tall ballard (EXL3) IS proposed the marina front pedestrian path and along common, residential paths throughout Area C. standard a black metal casing and a housing that directs illumination downward. 6. A wall-mounted fixture (EXL5) is proposed over doors on the parking/driveway courts. These fixtures are black metal and a hood that directs illumination downward. Condition 8i requires a photometric analysis be prepared and submitted for Design Review Board approval. plan been the of the for the illumination readings, please focus review on the full-sized set as the reduced-size plan set is not readable. ANALYSIS noted, table in 2 provides a on how/if the final and Irrigation plans been met. Reduced-size sets of the 2007-approved DeSign Review Permit have provided to the for comparison. The fixture types are for the site and architectural theme of the project. A summary of the responses is provided below, which includes staff comments recommendations for Board consideration: 1. Per condition the final plans the installation of a number species. See sheet L-1.2 on both the final 2007-approved In comparing final plans with the 2007-approved plans, it appears the plant species palette been adjusted. This change is not acceptable. A pavement material was selected for this easternmost path as it provides public access the 4 marina front and delineates eastern border of development area where it transitions to open and wetland. unit on Plan 1 should be required for path. Regarding the decorative pavement alternative for the parking courts intersections along the residential access road (stamped, colored asphalt), staff presents following comments: 7. Based on the pavement sample that been fabricated at project , it that is high quallty surprisingly looks real brick with an accompanying rn,..,,,rOTO border. 8. Stamped, colored asphalt successfully used elsewhere in San Vineyards" development at 4300 Redwood Highway (south of Mitchell Boulevard) stamped/colored at the parking lot entrance roundabout. This development was approved over 1 0 years and this material appears to have held-up well. 9. downside to the stamped asphalt is that it is not pervious or porous. While condition 5h does not mandate a porous or pervious material, the driveway/parking courts cover a good of surface in area of this stamped would not achieve filtration of the surface water runoff. It is recommended that if the stamped asphalt IS acceptable, it should be allowed in combination with the use of in selected areas to some degree of surface water filtration. Exhibit 2 a review the exterior jjghting plan and photometric analysis compliance with condition 8. Overall, selection or fixture types are appropriate the and the architectural of the development. A summary of staff comments is provided as follows: 1. required by conditions 8a and aj, the Department and the Department of Public Works were consulted during the final preparation process. The and are acceptable to City departments. It should be notea that on the photometric readings, a very approach has taken for illumination intensity. In some areas, minimum 1.0 foot candle overlap would not be met. However, given location environment of the the illumination that is represented would 2. The 20-foot-high hook-necked light standards ) comply with conditions approval. The light would barely meet the 1.0 foot requirement However, in the area of jetty (park parking lot) and the eastern marina parking lot adjacent to seasonal wetland, consideration should given to lowering the height of standard (16 which would conceal the lighting source. drawback to lowering the pole is that additional light standards may be to the illumination for 3. The photometric analysis some spillover of parking lot light illumination along western property border Pedro Cove open . In this area, a 16-foot parking lot standard is proposed for the marina parking lot. Consideration should given to either ng height of to 12 use or approving the four- foot-tat! bollard for property boundary, which would reduce illumination spillover and visibility of the source from off-site. The illuminated area is primarily day-use parking, which would be mostly vacant or unoccupied during the evening hours. 4. lighting the Lomond "roundabout" to several potential "hot spots," which should carefully reviewed. Seven, closely-spaced light standards ring 5 roundabout and some illumination readings exceed a 4.0 foot Further, higher illumination readings are along several of the pedestrian pathways The ballard lig.ht fixture that has been selected the marina park walkway is the same as the ballard type for all of residential pedestrian It is to one fixture type for bollards, and this bollard lighting is acceptable and appropriate for the pedestrian paths throughout the residential development. However, staff presents the following points: a. The ballard is a departure from in 2007 -approved the boardwalk. The show a concrete bollard with an in-set light 2007-approved Plan sheet L-6.3}. ballard that is presently is a black metal (EXL3) It is requested the Board provide comment and feedback on the b. This casts a 360-degree ring of illumination, The full ring of illumination for all areas, except along easternmost residential path borders space and the seasonal wetland. Along this path, the bollards should equipped with shields limiting illumination to a 1BO-degree half-ring directed toward path. OUTREACH AND NOTICING Notice this was mailed to property owners and within feet of outer boundaries of the marina site. In addition, notice was to the three neighborhood associations that border marina met with representatives of Pedro Loch Lomond and Bayside neighborhood associations to discuss the details of the lighting plan.
