This review is follow-up to the initial review by the Board on June 2, 2015; APN: 16-070-020, 030, 050 & 060; Planned Development (PD -1860) District; Marina Village LLC, owner/applicant; project site bordered by Loch Lomond, Bayside Acres and San Pedro Cove neighborhoods. BACKGROUND On June 2, 2015, the Design Review Board completed a review of the final exterior lighting plan and photometric analysis prepared for the Village @ Loch Lomond Marina development. In addition, the Board reviewed the final landscape and irrigation plan for the residential portion of this development ("The Strand"). This final review by the Design Review Board is required by conditions of the 2007 City approval for the project (ED04-063 conditions 5 and 8). The June 2 staff report is attached, which provides the history and background of this project and the description of the initial lighting and landscape/irrigation plans. Following public comment and deliberation, the Design Review Board recommended a number of changes to both the lighting and landscape/irrigation plans. The lighting consultant and licensed landscape architect for the project have completed plan revisions to address the direction of the Board. These plan revisions are described below PROJECT DESCRIPTION Revisions to Final Landscape and Irrigation Plans for the Residential Area At the June 2 meeting, the Board requested that several revisions be made to the final landscape and irrigation plan for the residential area. The plans have been revised to address the Board recommendations, which are described in the attached letters from The Gazzardo Partnership, dated July 30, 2015 (attached Exhibit 1) and dated August 6, 2015 (attached Exhibit 2). In summary, the following revisions have been made: The Board directed that the surface of the pedestrian path along the eastern border of the residential area, commencing at Point San Pedro road and terminating at the marina parking lot be changed from concrete to a pervious material (see revised Plan sheets L-2.3 and L-2.4). In response, the landscape architect is proposing use of "PrettyPervious" Composite, which is a pervious concrete material. This porous material is a combination of aggregate, cement, admixes and color. The color mix for the surface is proposed to be "natural gray." A specification sheet is provided in attached Exhibit 2-A. 2. The Board determined that the stamped/colored asphalt proposed for the rear -loaded driveway/parking courts is acceptable provided that concrete be incorporated as a surface element to brake -up the extent of asphalt. See revised Plan sheets L-2.1 through L-2.3. In -lieu of the recommended concrete bands along the driveway courts, the landscape architect is suggesting the use of asphalt that is stamped and scored to replicate concrete. A photograph of the actual sample of this pattern is presented in attached Exhibit 2-B. The landscape architect believes that the use of one, continuous surface material in these courts is preferred for maintenance. 3. The following changes have been made to the plant palette, which are reflected on Plan sheets L-4.1 through L-4.5: a. Per the Board's direction, Quercus virginiana (Southern oak) has been removed from the plant list. The Southern oak has been replaced with Ulmus parvifolia (evergreen elm). b. Alnus rubra (red alder) has been added to the plant list. c. Umbellaria californica (California laurel) has replaced with Arbutus marina (strawberry tree). d. Pyrus chanticleer (ornamental pear) has been replaced with Fagus sylvatica (copper beach). e. Landscape and irrigation improvements for the residential lot private rear and side yards have been removed from the plan. Private side and rear yards will be landscaped by the individual homeowner. Review of Exterior Lighting Plan and Photometric Analysis As explained in the June 2 Board staff report, the review of the final exterior lighting plan for the project requires review and approval by the Design Review Board. This requirement is specified in Environmental and Design Review Permit ED04-063 condition 8. Per the request of the Board, the plans have been enlarged and presented on multiple sheets so that the photometric readings are legible. Further, as initially presented, the plans present a color coding for each lighting type. The exterior lighting plan proposes the use of six lighting fixture types. The fixture schedule and specifications for each fixture as presented in attached Exhibit 3. A summary of the fixture types, the June 2 comments and recommendations of the Board, and a response are provided as follows: 1. A hook -necked street light standard pole (EXL1 E) is proposed along the main project access road (Loch Lomond Drive), the residential access road (Bay Harbor Way) and the parking lot on the eastern jetty. The manufacturer is Kim Lighting and the specifications propose a black metal surface, metal halide illumination and a flat, hooded light housing. Initially, the standards were proposed at a height of 20 -feet. The Board directed that the 20 -foot -high hook -necked street lighting poles proposed for the easternmost portion of the marina parking lot (adjacent to the seasonal wetland) be reduced in height to 16 feet. The Board acknowledged that reducing the pole heights may warrant adding more lighting poles in this area to achieve the adequate illumination. Response: The lighting plan has been revised so that all of the street light standards have been reduced in height form 20 -feet to 16 -feet. Three lighting standards have been added along the easternmost portion of the marina parking lot to maintain safe illumination levels required to off -set the reduced height of the standard. 2. A 12 -foot -high pedestrian light standard pole (EXL2N) is proposed along the west side sidewalk of Loch Lomond Drive (fronting the neighborhood commercial and market). The manufacturer is Phillips LUMEC, Domus Small series, which presents a black metal surface, LED illuminated and a hood to direct illumination downward. This lighting would be regulated by a pre- programmed dimmer control (See Smart Luminaire Options sheet). Response: The Board had no comments on the height or design of this fixture, but requested that the lighting in this area be programmed for dimming. The pre-programmed dimmer control responds to this request. 3. A 16 -foot -high parking lot standard pole is proposed for the westernmost marina parking lot and dry dock boat storage (EXL6C) and the neighborhood commercial/market parking lot (EXL6C). EXL6C and EXL6D are the same standard with different illumination casting. The manufacturer is Phillips LUMEC, Domus series, which presents a black metal surface, LED illuminated and a hood to direct illumination downward. This lighting would be regulated by a pre-programmed dimmer control (See Smart Luminaire Options sheet). Response: In this area, the Board recommended that the lighting be programmed for dimming. As noted, the proposed pre-programmed dimmer control responds to this request. 4. A 12 -foot -high pedestrian light standard pole (EXL2E) is proposed at the Loch Lomond Drive "roundabout" and plaza between the new Andy's Market and the Loch Lomond Yacht Clubhouse. The manufacturer is "we-ef," and the series presents a black metal surface and metal halide illumination. At the recommendation of staff, the Board recommended that the lighting consultant review the "hot spots" of illumination at the roundabout. Response: The lighting consultant reviewed this comment and has responded that the higher illumination levels are not hot spots. The consultant has reported that the slightly elevated light levels are consistent with the function of the roundabout as a focal point. No changes have been made to the lighting or the illumination. 5. A four -foot -tall path bollard (EXL3) is proposed along the marina front pedestrian path and along all common paths throughout the residential area. The manufacturer is BEGA and the standard presents a black metal casing. The standard is LED illuminated and the housing directs illumination downward. At the recommendation of staff, the Board directed that the illumination casting for the bollards proposed along the easternmost residential path (bordering the oak grove and wetland) be adjusted to 180 degrees instead of the full, 360 -degree illumination ring. It was suggested that shields be installed so that no illumination is case into the open space area. Response: No changes were made to the bollards along the easternmost pedestrian path bordering the open space. The lighting consultant has reported that the bollard model/series that is proposed is not available with shields or features that adjust the illumination casting. Responding to this recommendation would require changing the bollard model, which is not advisable as this bollard model has been installed along the marina boardwalk. The 360 -degree illumination casting should not be problematic as the area is heavily vegetated. 6. A wall -mounted fixture (EXL5) is proposed over garage doors on the parking/driveway courts. These fixtures are black metal and have a hood that directs illumination downward. The Board recommended no changes to this lighting. Response: NA ANALYSIS As modified, the exterior lighting plan would be consistent with the initial Design Review Permit condition of approval. This condition requires a post -development inspection (30 -days following installation) to address any needed adjustments in the lighting illumination/intensity. The one detail regarding the lighting that has not been addressed is the softness and color of the illumination source. Staff has requested that the application provide information on the measurement of hue for the light source for each light standard, using the "Kelvin" scale. This information will be presented to the Board at the meeting. As modified, the landscape and irrigation plans for the residential area respond to the Board comments and recommendations. OUTREACH AND NOTICING Notice of this meeting was mailed to property owners and residents within 500 feet of the outer boundaries of the marina site. In addition, notice was mailed to the three neighborhood associations that border the marina site. Staff met with the representatives of the San Pedro Cove, Loch Lomond and Bayside Acres neighborhood associations to discuss the details of the exterior lighting plan. A letter from the Loch Lomond Homeowner's Association has been submitted and is attached (Exhibit 5). CONCLUSION Staff recommends that the Board approve the final landscape and irrigation plan and the exterior lighting plan subject to additional conditions or plan changes based on feedback to staff comments. All revisions have been clouded: 1. Stamped asphalt paving at the residential drives have been broken up into alternating fields with differing colors and paving patterns. 2. The trail on the east side of the residential project that connects to the marina waterfront has been revised to be decorative permeable concrete. The specification for permeable concrete is the Color and Finish Schedule. 3. Alnus rubra (ALN RUB) has been added to the plant palette. 4. Umbellaria californica (UMB CAL) has been removed from the plans. Where these trees occurred, it was replaced with Arbutus marina (ARB MAR). 5. Quercus virginiana (QUE VIR) has been removed from the planting plans. Where these trees occurred, they have been replaced with Evergreen Elms (Ulmus parvifolia; ULM PAR). 6. Pyrus `Chanticleer' (PYR CAL) has been removed from the planting plans. Where these trees occurred, they have been replaced with columnar Copper Beech (Fagus sylvatica; FAG SYL). 8. The planting for the street frontage along Point San Pedro Road has been updated. 9. The sideyard for the single family home that is directly adjacent to the entry circle for the infrastructure portion of the project has been reduced, and the fence line has been moved closer to this home. 10. The irrigation for all the side and rear yards has been removed from the irrigation plans. These areas are to be provided with irrigation by the individual homeowners, and will not be part of the project recycled water irrigation system for the common areas. Thank you. Comments are reproduced here with responses in bold type below. Lighting Plan 1. We will need a cover letter or text describing the plan changes and how they have addressed the Design Review Board's comments. 2. There is no description on the plans of the timing/shut off system requested by the Board. Will need specs for shut off system. There are a number of options available in the Domus system. See page 10 of the attached brochure for options available. These would have to be specified by the electrical engineer to make sure the appropriate system is used. 3. The lighting standards in the eastern marina lot are still specified as being 20 feet in height; were to be reduced to 16 feet with additional standards. Light standard heights have been reduced to 16' per City directive. 4. Bollards along the easternmost pedestrian path bordering the oak trees and wetlands are supposed to be adjusted for 180 degree illumination casting. Plans still show 360 degree casting. The specified bollard is not available in 180 degree patterns. It is only available in 360 degree pattern, and in the interest of lighting consistency on the site, we recommend keeping the lights as specified. 5. Lighting standards along the western border of the project were suppose to be adjusted (lowered in height or moved) but this change is not reflected. Light standard heights have been reduced to 16' per City directive. 6. Hot spots not adjusted at the roundabout. There really are not hot spots, technically at the roundabout. The lighting is not as uniform as would normally be installed, but the slightly elevated light levels are consistent with the roundabout's function as a focal point. 7. Lighting standards in the Andy's commercial/Marina lot have been increased in height from 16 feet to 20 feet. Contrary to the direction we have been going. Light standard heights have been reduced to 16' per City directive. Loch Lomond 6 August 2015 Page 2 of 2 8. The light standards coding has been changed. So we will need revised spec sheets to reflect the current coding. We have attached product information for the Domus lights specified on the drawings. The small series are the pedestrian scale lights. Landscape Plan 1. Easternmost residential pedestrian path is spec'd as porous concrete. The are no details of this pavement type on page L-6.1. Will also need a spec sheet on this material. Cut sheet for the porous concrete is attached. 2. Driveway courts were to be broken up with concrete. What is spec's is an asphalt that is stamped and colored like concrete. Don't know if this is going to be acceptable to the Board. We believe that the use of one continuous material, that achieves the design intent of the banding, is a better long-term design approach. The specified look will create bands and break up the look of the drives as intended by the Board, but will do it with color change in the stamped asphalt. Concrete banding in asphalt has, in our experience been prone to failure at the interfaces between the materials. The asphalt tends to crumble or the concrete spalls and water is introduced into the subbase causing further degradation of the surface. We strongly believe that the stamped asphalt with color differentiation is a better approach and is already being used at the site. This look would look similar to a concrete band and similar to the photo attached from a site mockup. 3. Landscape palette adjustments look good. No response required. Product Description EXHIBIT 2-A PrettyPerviousT" COMPOSITE provides an attractive, durable surface for standard pervious concrete. It also allows for more consistent results when working with pervious concrete. Different patterns with various colors are achieved easily. PrettyPerviousT"° COMPOSITE is applied %" to %" thick on standard pervious concrete at the same time it is being installed. The compressive strength of PrettyPerviousT"" COMPOSITE is similar to most standard pavement concrete, allowing for its use on sidewalks, patios, paths as well as driveways & parking lots. PrettyPervious"' COMPOSITE is part of a family of products offering pervious solutions in different applications. PrettyPerviousT^" COMPOSITE is a carefully measured mix of specially -sized aggregate, cement, admixes & color (if desired). All the necessary liquids are supplied in a separate container with the color, no additional mix water is necessary. PrettyPerviousT"" COMPOSITE offers many advantages including providing an attractive, very fine surface with consistent results. There is no need to add color to the main, regular pervious concrete base, each batch of the base need not be identical, and macro fibers can be used thus replacing steel and avoiding aesthetic concerns. Simply combine the dry & wet ingredients of PrettyPerviousTM COMPOSITE in a mortar -type mixer and apply over the regular pervious concrete base. 2. Coverage Coverage of PrettyPerviousT"" COMPOSITE, ranges from 3 to 6 lbs per square foot depending on the installation techniques used. PrettyPerviousT"' COMPOSITE Tech -Sheet 3. Limitations PrettyPerviousT"" COMPOSITE is intended for use over properly mixed, fresh (wet) regular pervious (porous, permeable) concrete. The pervious concrete should be placed over crushed drain rock (variable depth depending upon soil conditions & freeze -thaw concerns). In addition all the cautions of regular concrete should be adhered, including proper joint placement & not installing when temperatures are expected to fall below freezing within 24 hours. Pervious concrete can exhibit excellent freeze -thaw resistance, though it should always be placed on a well - draining base, so that no standing water will be in the concrete. Extreme caution should be taken when applying de-icing chemicals & salts on PrettyPerviousT"' COMPOSITE. Test a small section first and always spread at the lowest recommended rate, avoiding any excessive clumping or concentrated material. PrettyPerviousT" COMPOSITE should not be installed if rain is expected within 24 hours, nor should it be covered with plastic. It should not be placed in very windy or hot weather, over 90* (see section 13 'Hot Weather Installation'). 4. Colors Three (3) colors, CHARCOAL, CHOCOLATE & CALIFORNIA GOLD are currently available for PrettyPerviousT" COMPOSITE. They are integral colors supplied in the liquid portion of PrettyPervioue" COMPOSITE. Additional colors are available upon request. S. When kept 1 888 752-5742 www.PrettyPervious.com PreityrPervious EXHIBIT 2-A► Alternatively the base pervious concrete can be screeded using a rod or the spin screed and then immediately compacted using the heavy cross roller so that the base pervious concrete is approximately %" down from the top of the forms. PrettyPerviousT"" COMPOSITE must be applied over the base pervious concrete while it is still fresh (wet), usually within 2 hours, assuming the base pervious concrete has been properly mixed, placed, & immediately covered with plastic. Spend time prior to mixing &/or laying any pervious concrete to ensure each amount of base pervious concrete that is laid can be easily covered with PrettyPerviousT"" COMPOSITE within the time limits. PrettyPervious m COMPOSITE should be loosely spread out and then screeded to the appropriate level, using the weighted roller screed. A head of material needs to be kept at the front of the roller at all times. After the first pass with the roller, lightly spread out more material & make a second pass, making sure to fill in any holes. Immediately following screeding, extra PrettyPerviousT"" COMPOSITE should be filled along the edges & then finished with a concrete edger & magnesium hand float. Final finishing using the weighted fresno should immediately follow. No plastic should be used to cover PrettyPerviousTM COMPOSITE or efflorescence will occur. One needs to finish these operations steadily & efficiently. Always assume that the time one has to work with pervious concrete is limited. The actual time available will vary greatly depending on the design of the base pervious concrete and the weather, in particular whether or not it is in the sun. In warmer, full sun conditions, all finishing operations of PrettyPerviousT"" COMPOSITE should be completed within 5 minutes of placement of each batch. It is strongly recommended in any full sun conditions that the section of PrettyPerviousT"" COMPOSITE that is being applied & worked on be kept in shade. The use of PrettyPerviousTm COMPOSITE Tech -Sheet an'E-Z Up' portable shade canopy is a good tool for enabling this shade. As soon as final finishing operations are complete PrettyPerviousTM COMPOSITE can be exposed to the sun. Depending upon access & timing, joints can be tooled in at the time of placement. However, all emphasis on the day of placing PrettyPerviousT"' COMPOSITE should be on getting the material down, placed & finished within the shortest period of time. Therefore it is often good practice to cut the joints with a joint cutting saw & vacuum attachment approximately 48 hours after placement. The area of freshly placed PrettyPerviousT" COMPOSITE should be clearly marked off to keep all foot & paw traffic off of it for a minimum of 24 hours. Vehicular traffic should be kept off for at least 7 days. 11. Hot Weather Installation Do not. place PrettyPerviousT"" COMPOSITE when the temperature exceeds 90* Fahrenheit. Take extra precautions when the temperature is between 80* & 90* or in windy or excessively dry conditions. Also if the temperature is above 60* & any portion of the area is in full sun, take precautions. In these conditions, PrettyPerviousTI COMPOSITE, should be protected & kept out of direct sunlight before & during mixing. Once mixed, PrettyPerviousTM COMPOSITE should be kept in shade, protected until installed. If PrettyPerviousT"" COMPOSITE is not immediately applied after mixing, it should be remixed every few minutes. In addition, if necessary, a very light misting from a hand water bottle set to mist can be used, and then the batch should be thoroughly mixed again. If PrettyPerviousT" COMPOSITE begins to dry out, loose its shine, it should be thrown out. Never attempt to re - temper (add water) PrettyPervioUSTM COMPOSITE. 1 888 752-5742 www.PrettyPervious.com pretty '4 �IlIOUs EXHIBIT 2-A In these conditions the base pervious concrete should be covered with a heavy (4 mil or greater) plastic until the PrettyPervious'"' COMPOSITE is ready to be applied. This should normally occur within 2 hours of placing the base pervious concrete, but is dependent on the ambient weather conditions, how fresh the base pervious concrete was when installed, how long it was in the ready -mix truck and what admixes and in what quantities were used. (Please contact PrettyPervious for assistance in base pervious concrete design) in any full sun conditions, the use of shade when applying the PrettyPervious'" COMPOSITE is strongly recommended. 12. Curing No special curing techniques are necessary for PrettyPervious'°" COMPOSITE. Notably do not cover with plastic. The use of plastic will cause efflorescence, a whitish appearance on the surface. If one does require the temporary use of plastic to protect freshly placed PrettyPervious'"" COMPOSITE from a sudden rain event or other, it should be removed as soon as possible, within a few hours. 13. Sealing PrettyPervious'"' COMPOSITE is compatible with acrylic & lithium based sealers. NOTE: Reduction in porosity will be experienced with film -based sealers, like acrylics, but, if applied according to instructions, this reduction should not be more than 25% (typical flow rate is in excess of 250" an hour). It is usually best to apply these sealers with a High Volume Low Pressure (HVLP) type sprayer and per the coverage rates & application requirements of regular concrete. 1 888 752-5742 PrettyPervious'" COMPOSITE Tech -Sheet 14. Maintenance PrettyPervious""° COMPOSITE is maintained like any regular concrete hardscape, by sweeping, blowing or pressure washing. It can also be sealed (see above section 13. 'Sealing') to help maintain the color, minimize staining, & provide even more durability of the surface. Extra care should be taken not to allow sand or soil to get on the surface. If the surface does get clogged, it can be pressure washed to return most of the original permeability. NOTE: PrettyPervious'" COMPOSITE is designed for flow rate of over 250" an hour, even if it were to get 90% clogged, it will still accept most rain events. 15. Availability Currently PrettyPerviousTM COMPOSITE is available only through vyw.Peryjc)uS,F ej viuu- , We will soon begin distribution through retail outlets, so please encourage one near you to contact PrettyPerviousTM about stocking our pervious concrete related products. 16. Warranty PrettyPervious'"' warrants only that its products are of consistent quality. Any liability is limited to refund or replacement of defective product. The landscape and irrigation plan is provided for the residential development identified as Area C on the project development plan (PD -1860 District). Staff requests that the Board review: a) the exterior lighting plan and photometric analysis for the entire development; and b) the final landscape and irrigation plan for the residential portion of the development for compliance with Design Review Permit ED04-063 conditions of approval. Exhibit 2 (attached) lists ED04-063 conditions 5 and 8, which require this review and, and provides staff discussion of the response provided on the final, revised plans. Generally, the plans are in compliance with these conditions for the subject phases of development. However, staff presents some comments and recommendations for additional consideration and feedback by the Board. BACKGROUND Site Description & Setting: The Loch Lomond Marina site is located immediately south of Point San Pedro Road, approximately two miles east of US101. The marina property encompasses 131+ acres, which includes 29.5 acres of upland, a marina basin that is approximately 37.5 acres and 64 acres of submerged tidelands (open water). A diked seasonal wetland is located along the eastern edge of the property. The marina basin is developed with 517 boat berths and supportive marina uses and improvements. The uplands portion of the site is developed with a variety of marina -related uses, some neighborhood commercial uses and a full-service grocery market (Andy's Market). The San Rafael General Plan 2020 designates the marina property in three land use categories: Neighborhood Commercial; Marina -Related and Conservation. History & Project Description Following a four-year planning and environmental review process, in 2007, the City Council approved the Village @ Loch Lomond Marina development for the marina property. Included in the City approvals was the adoption of the Planned Development (PD -1860) District, which is the master plan for site development. The PD -1860 District segregates the marina site into four land use areas, described as follows: Area A - marina/water/recreation, which permits the continuation of a full-service marina and park/marina green for public use Area B - neighborhood commercial/mixed use, which permits the development of 22,250 square feet of neighborhood commercial use including a new full-service grocery market, six residential condominium units Area C - residential, which permits the development of up to 76 residential units (single-family residences, cottages and townhomes) The remaining acres of submerged tidelands/water were not included in the PD1 860 District. Area D- conservation, includes preservation of the submerged tidelands (slough) and seasonal wetland The layout of the approved land use areas is provided in attached Exhibit A. Given the bay front location and unique site conditions, the project was subject to a very comprehensive environmental review process (including a certification of a four -volume Environmental Impact Report), special studies addressing neighborhood concerns and issues, and required review and approvals/permits from other regulatory agencies including the Bay Conservation & Development Commission (BCDC), US Army Corps of Engineers, California Regional Water Quality Control Board and the California Department of Fish & Wildlife (CDFW). Consequently, the project approvals are subject to compliance with many conditions. Some of the conditions of approval require follow-up actions by the City, which include the following: ➢ City Park and Recreation Commission and BCDC review and approval of the final landscape plans for the publicly -access park, marina green and common area landscaping for Area A (includes park improvements on two jetties). This action occurred in 2008. ➢ Design Review Board review and approval of required architectural design modifications to residential units in Area C. This action occurred in 2008. ➢ City and CDFW approval of the final wetland mitigation and restoration plan for Area D. This action occurred in 2011. ➢ City Council approval of a Mello -Roos District (taxing/assessment district) to fund long-term maintenance and operation of the publicly -accessible park and marina green improvements. This action occurred in 2010. ➢ Design Review Board review and approval of: a) the final landscape and irrigation plans for the neighborhood commercial/mixed use area (Area B) and residential area (Area C); and b) the exterior lighting plan for the project. These plans are being brought forward for review and approval at this time (discussion below). The project was approved to be developed in several phases. The first phase covers site grading (surcharge of imported fill), subdivision "backbone" improvements, and the shoreline -park and marina green. This phase is currently underway. The second phase covers development of the western and southern portion of Area C (residential). This phase is just starting; the development of the model homes is currently underway. The third phase covers the development of a new grocery store/market in Area B. It is expected that this development of the market will commence later this year. Once completed, the existing Andy's Market will be demolished and the second phase of residential development will be completed. 2 Review of Final Landscape and Irrigation Plans (Area C- residential area) As noted above, the review of the final landscape and irrigation plans for Areas B and C require review and approval by the Design Review Board. This requirement is specified in Environmental and Design Review Permit ED04-063 condition 5. This condition of approval is presented in the attached table (Exhibit 2). The final plans that have been prepared and submitted at this time address the landscape and irrigation improvements in Area C (residential area) only. The final landscape and irrigation plans for Area B (neighborhood commercial/mixed use) will be completed and presented to the Board at a future time. Further, please note some of the requirements under condition 5 have already been completed (e.g., landscape and related improvements that are a part of the park/marina green and marina commons area) or are not applicable for review at this time. The response column in Exhibit 2 provides a reference to the applicable plan sheets where the condition has been addressed. Overall, the plans present a number of the recommendations in condition 5, but one substantial change is proposed for special pavement. Condition 5h requires: "5h. Decorative pavement shall be installed along the parking courts and at the internal street intersections, as presented on the project plans. The details of the pavement material and color shall be submitted with the plans. Where feasible, decorative pavement shall be of a porous or pervious design/material to provide additional filtration of water quality from project runoff. " The initially -approved plans present the installation of "pavers" along the residential parking/driveway courts. The developer is proposing an alternative material, a "stamped," color -treated and sealed asphalt. A sample of this material has been fabricated at the project site (west side of the main access road behind construction trailer). Two design elements of the sample are presented in the fabrication, a herring -bone pattern in a brick color and a scored gray/concrete-colored pattern. A photo of this fabrication is presented in attached Exhibit 4. This material is patented by Asphalt Impressions, Inc. The manufacturer's specifications, including the surface coating details are presented in attached Exhibit 5. Please note that this material has been approved for installation at several of the intersections along the main project access road (Loch Lomond Drive). Review of Exterior Lighting Plan and Photometric Analysis As noted above, the review of the final exterior lighting plan for the project requires review and approval by the Design Review Board. This requirement is specified in Environmental and Design Review Permit ED04-063 condition 8. This condition of approval is presented in the attached table (Exhibit 2). In summary, the exterior lighting plan proposes the use of six lighting fixtures. The fixture schedule and specifications for each fixture as presented in attached Exhibits 6 and 7. In summary, the fixtures types are described as follows: 1. A 20 -foot -high hook -necked street light standard pole (EXL1) is proposed along the main project access road (Loch Lomond Drive), the residential access road and the parking lot on the eastern jetty. The specifications propose a black metal surface, LED illuminated and a flat, hooded light housing. 2. A 12 -foot -high pedestrian light standard pole (EXL2) is proposed at the Loch Lomond Drive "roundabout" and along the pedestrian path frontage of the neighborhood commercial and market. This standard presents a black metal surface, LED illuminated and a hood to direct illumination downward. 3. A 16 -foot -high parking lot standard pole (EXL2A and EXL2B) is proposed for the marina parking lot and dry dock boat storage (EXL2A) and the neighborhood commercial/market parking lot (EXL213). This standard is the same as EXL2, above, but is taller. 4. A 16 -foot -high parking lot standard pole (EXL6) is proposed along the western property border of the marina parking lot. This standard is the same as EXL2A, above, except that it is 120V. 5. A four -foot -tall path bollard (EXL3) is proposed along the marina front pedestrian path and along all common, residential paths throughout Area C. This standard presents a black metal casing and a housing that directs illumination downward. 6. A wall -mounted fixture (EXL5) is proposed over garage doors on the parking/driveway courts. These fixtures are black metal and have a hood that directs illumination downward. Condition 8i requires that a photometric analysis be prepared and submitted for Design Review Board approval. This plan has been prepared. Given the size of the font for the illumination readings, please focus review on the full-sized plan set as the reduced -size plan set is not readable. ANALYSIS As noted, the table presented in attached Exhibit 2 provides a response on how/if the final landscape and irrigation plans have been met. Reduced -size plan sets of the 2007 -approved Design Review Permit plans have been provided to the Board for comparison. The selected fixture types are appropriate for the site and theme architectural theme of the project. A summary of the responses is provided below, which includes staff comments and recommendations for Board consideration: 1. Per condition 5a, the final plans include the installation of a number of native plant species. See Plan sheet L-1.2 on both the final and 2007 -approved plans. In comparing the final plans with the 2007 -approved plans, it appears the plant species palette has been adjusted. Feedback is needed from the Board as to whether the amount and distribution of the native species is adequate. 2. Per condition 5c, street trees are proposed to be planted at varying intervals along the residential access road. Tree species include: Southern live oak, flowering pear and New Zealand Christmas tree. 3. Per condition 5d, the first phase of tree protection measures (construction fencing) has been installed to protect the grouping of oak trees along the eastern portion of the residential area. These oak trees would be protected and additional oak tree plantings are required in the area east of the residential area and have been included in the wetland mitigation and restoration plan. For tree protection within the residential area, see Plan sheets L-4.0 and L-4.4. 4. Per condition 5e, the existing specimen Canary Island date palm, which is growing in the landscape strip between Andy's Market and Point San Pedro Road is proposed to preserved and left at its current location. See Plan sheet L-4.4. 5. Per condition 5n, the final landscape and irrigation plans have been reviewed and approved by the Marin Municipal Water District. The plans comply with MMWD Ordinance 721 (water conservation). See letter from MMWD, which is presented in attached Exhibit 3. 6. The pedestrian path along the eastern border of the residential area commencing at Point San Pedro Road and terminating at the marina parking lot (borders seasonal wetland) was approved with "pedestrian access pavement." The pavement detail on the 2007 -approved plan (Plan sheets L-2.4, L-2.7 and L-5.1) shows an interlocking unit paver with a concrete border. The final landscape plans (Plan sheets L-2.3) and presented for Board review show Type 1- pedestrian concrete paving (spec on final plan sheet L-6.1), which was specified and approved for the other pedestrian paths within the residential development. This change is not acceptable. A special pavement material was selected for this easternmost path as it provides public access to the 4 marina front and delineates the eastern border of the development area where it transitions to open space and seasonal wetland. Type 2, pedestrian unit paving specified on Plan sheet L-6.1 should be required for this path. Regarding the decorative pavement alternative for the parking courts and intersections along the residential access road (stamped, colored asphalt), staff presents the following comments: 7. Based on the pavement sample that has been fabricated at the project site, it appears that the material is high quality and surprisingly looks like real brick with an accompanying concrete border. 8. Stamped, colored asphalt has been successfully used elsewhere in San Rafael. "The Vineyards" development at 4300 Redwood Highway (south of Mitchell Boulevard) has stamped/colored asphalt at the parking lot entrance roundabout. This development was approved over 10 years ago and this material appears to have held -up well. 9. The downside to the stamped asphalt is that it is not pervious or porous. While condition 5h does not mandate a porous or pervious material, the driveway/parking courts cover a good percentage of the surface in the residential area broad application of this stamped asphalt would not achieve filtration of the surface water runoff. It is recommended that if the stamped asphalt is acceptable, it should be allowed in combination with the use of pavers in selected areas to achieve some degree of surface water filtration. Exhibit 2 includes responses a review of the exterior lighting plan and photometric analysis compliance with condition 8. Overall, the selection or fixture types are appropriate for the site and the architectural theme of the development. A summary of the responses and staff comments is provided as follows: As required by conditions 8a and 8j, the Police Department and the Department of Public Works were consulted during the final plan preparation process. The plans and fixtures are acceptable to these City departments. It should be noted that based on the photometric readings, a very conservative approach has been taken for illumination intensity. In some areas, the minimum 1.0 foot candle overlap would not be met. However, given the location and environment of the site, the illumination that is represented would be appropriate. 2. The 20 -foot -high hook -necked street light standards (EXL1) comply with the conditions of approval. The light readings would barely meet the minimum 1.0 foot candle requirement. However, in the area of eastern jetty (park parking lot) and the eastern marina parking lot adjacent to the seasonal wetland, consideration should be given to lowering the height of this standard (16 feet), which would better conceal the lighting source. The drawback to lowering the pole height is that additional light standards may be needed to meet the illumination requirements for safety. 3. _ The photometric analysis presents some spillover of parking lot light illumination along the western property border (San Pedro Cove open space). In this area, a 16 -foot parking lot light standard is proposed for the marina parking lot. Consideration should be given to either lowering the height of the standard to 12 feet (e.g., use of standard EXL2) or approving the four - foot -tall bollard for this property boundary, which would reduce illumination spillover and visibility of the light source from off-site. The illuminated area is primarily day -use parking, which would be mostly vacant or unoccupied during the evening hours. 4. The lighting at the Loch Lomond "roundabout" (EXL2) appears to have several potential "hot spots," which should be carefully reviewed. Seven, closely -spaced light standards ring the 5 roundabout and some illumination readings exceed a 4.0 foot candle. Further, higher illumination readings are demonstrated along several of the pedestrian pathways. 5. The bollard light fixture that has been selected for the marina park walkway is the same as the bollard type selected for all of the residential pedestrian paths. It is reasonable to have one fixture type for all bollards, and this bollard lighting is acceptable and appropriate for the pedestrian paths throughout the residential development. However, staff presents the following points: a. The selected bollard type is a departure from the fixture presented in the 2007 -approved plans for the marina boardwalk path. The 2007 -approved plans show a pre -cast concrete bollard with an in -set light (see 2007 -approved Plan sheet L-6.3). The bollard that is presently proposed is a black metal fixture (EXL3). It is requested that the Board provide comment and feedback on the change. b. This bollard casts a 360 -degree ring of illumination. The full ring of illumination for all areas, except along the easternmost residential pedestrian path that borders open space and the seasonal wetland. Along this path, the bollards should be equipped with shields limiting illumination to a 180 -degree half -ring directed toward the path. OUTREACH AND NOTICING Notice of this meeting was mailed to property owners and residents within 500 feet of the outer boundaries of the marina site. In addition, notice was mailed to the three neighborhood associations that border the marina site. Staff met with the representatives of the San Pedro Cove, Loch Lomond and Bayside Acres neighborhood associations to discuss the details of the exterior lighting plan. CONCLUSION Staff recommends that the Board approve the final landscape and irrigation plan and the exterior lighting plan subject to additional conditions or plan changes based on feedback to staff comments. Also, a sgestion for moving the median landscaping obligation. Comments on Lighting Plan for the New Development Site The hedge of Myoporym planted on city property that for many years has formed an attractive band along the north side of Point San Pedro Road and sheltered our neighborhood is infested with thrips and dying. (See three color photos below.) Some of the hedge has already been removed and more is dead and will need to be removed. This has left our entry at the intersection of Lochinvar Road and Point San Pedro Road and the homes that are close to the intersection very open to impacts from the new development on the marina site. At this point there has been no replacement of the diseased hedge. Please consider this exposure when approving the lighting plan. We understand that there is a hot spot at the circle. 1. We request that you lessen the light levels as much as possible commensurate with safety so that our residents are not negatively impacted by bright lights from the new neighborhood. 2. We hope that the light at the circle will not be so intense that it forms a curtain of brightness closing off evening views of the boats and bay. 3. Please assure that outdoor lighting at the residences and commercial buildings near Pt. San Pedro Road is aimed down and contained within the marina site. Comments on Landscape Plan for The Strand 1. The official site plans approved in 2007 show trees to be planted along the marina site frontage on both sides of the public sidewalk on the south side of Pt. San Pedro Road. (Overview page L-4.1, details on L-4.3 and L4.4) A. Who will have responsibility for maintaining these trees and the ground under them? Will the ground under the trees be planted with grass or with some less water - and -maintenance intensive ground cover? B. It is indicated that many of these trees will be deciduous. Will the seasonal shedding of leaves cause a problem in a location near a flood prone intersection since leaves may block the flow of water into the drains and/or end up in the storm drains? Some of these trees are indicated to be "Chanticleer" Flowering Pears, a tree which is said on horticultural sites to produce a strong unpleasant smell during its flowering season, a smell similar to rotting fish. This type of tree is also said to be susceptible to infection and to splitting and loss of branches in windy conditions such as often occur in this area. 2. The trees within the residential area that are planned for the area between the new sidewalk in the main view corridor and the first row of buildings just east of that sidewalk seem to be slated to be "Chanticleer" Flowering Pears. A. Wouldn't it be better to have evergreens so that the softening impact of vegetation against these large buildings would be effective year round? The deciduous trees selected are beautiful during some times of the year, but they are also bare during other parts of the year. Perhaps clusters of attractive evergreens with a tall columnar habit would better break up the mass of the large buildings. B. Again there are the same potential problems mentioned above with unpleasant smell, vulnerability to wind damage and infection. 3. Has the overall plant palette been checked for problems with selections that have developed since the list was first set up? For example, Myoporum is on the plant palette for the new development, but it is being killed right across the street by thrip infestation. Comments on the Requirement for Beautification of Public Property in the Medians The site plans approved in 2007 show that the new development is responsible for planting two groups of five trees and another group of eight trees in the medians in Point San Pedro Road in order to add to the general beautification of the public area by the marina site. (Overview page L-4.1, details on L-4.2, L-4.3 and L4.4) In the long period between approvals and construction of the new development, the residents along PSPR have financed the planting of the medians and as a result there is no longer a need for the developers to beautify the medians. However, on the City -owned land along the north side of PSPR, the Myoporum are dying from thrip infestation. Some Myoporum have already been removed and more will have to be removed in the fixture. As an alternative to the requirement for the developers to add to the general beautification of PSPR in the area of the marina site by planting 18 trees in the medians, why not move an equivalent amount of suitable plantings to a location on public land on the north side of PSPR, especially near the Lochinvar entrance to Loch Lomond? This would accomplish three desirable outcomes: The City would gain assistance in dealing with a serious problem with landscaping on City property. Our neighborhood would again have protection from light impacts from the new development. And the new development would have significant benefit from general beautification of the area that will be seen by potential home buyers and later home owners as they approach and leave the new neighborhood.
