1. Minutes 12/17/19
Samina Saude moved and Jeff Kent seconded to approve Minutes as presented. The vote is as follows:

OLD BUSINESS
2. Vacant Parcel Behind 1450 Grand Ave – Request for Environmental and Design Review
Permit to allow the construction of a new 4,056 sq.ft. single-family residence on a vacant
12.512 sq.ft. panhandle.flag lot: APN: 015-201-39; Single-Family Residential (R10) District
Zone; Robert and Lynn Porter, owner/applicant; Dominican/Black Canyon Neighborhood.

Jeff Kent moved and Sarah Rege seconded to recommend approval of project with the following
consensus recommendations:
• Revisions to the project present a more successful design concept for a difficult site.
• Proposed improvements within the creek setback require greater refinement and further review
and approval by staff;
• The landscape plan shall retain at least two of the three existing Crape Myrtle trees; and
• The project will likely require removal of existing trees along the driveway in order to obtain clear
access to the site for construction and grading activities. It is recommended that the applicant
preserve those trees located along the north elevation of the driveway while removing and
replacing those trees located along the south elevation of the driveway.
NEW BUSINESS
3. Preparation in advance of Annual Meeting of Design Review Board to include: a)
Distribution of Design Review Board “Rules of Order” for review before annual meeting;
and b) Election of Officers for 2020 Design Review Board meetings

Stewart Summers moved and Jeff Kent seconded to approve Motion to approve both the existing Rules
of Order and the Election of Officers for 2020 with the following modifications:
In a departure from the rotation schedule, Board member Saude volunteered to serve as Chair in lieu of
Board member Kent. Board member Paul will serve as Vice Chair, as scheduled. Board member Kent will
fill Board member Saude’s slot in the rotation schedule; and
The Board requested staff to organize a refresher course on Robert’s Rules or Order.
