Project Planner: Kra( -94 nini (415) 485-3092 Agenda Item: REPORT TO DESIGN REVIEW BOARD SUBJECT: 28 Summit Ave (Sprint at Marin Yacht Club) — Environmental and Design Review Permit ED14-099 request for approval of a new (expanded) 6'6" by 12'9" by 7'10 tall penthouse antenna enclosure on the roof of Marin Yacht Club to conceal antenna panels. The enclosure would contain 6 panels and associated small remote radio units. No change to existing equipment cabinet lease area inside the building is proposed; APN: 009-031-10; M -C Zone; Sprint, Applicant; Marin Yacht Club, Ownei, PROPERTY FACTS The Marin Yacht Club building is located on property in the Marine -Canal Overlay (M -C) zoning district. The site is developed as a marina, with access to the Canal waterways, and the subject yacht club building. The district establishes a 36' height limit and 10% landscape requirement. There are no setback requirements. BACKGROUND On June 5, 2001 the Design Review Board reviewed and recommended approval of a stealth enclosure on the roof of the Marin Yacht Club. On December 9, 2012 the Zoning Administrator approved ED11-096 & UP11-078 to modify the existing faux chimney enclosure with an increase in height from 26'2" to 27'10", and installation of 6 "RRU" units on the north facing exterior wall of the building, below the enclosure, adjacent to the rooftop access ladder. The RRU unit dimensions were 14" wide by 24" long by 9" deep, and to be placed approximately 18 inches below the top of roof. An existing equipment cabinet lease area inside the building would remain. On November 11, 2014, Sprint submitted the subject request to modify the existing facility design which was subsequently accepted as complete. The project qualifies for an exemption from CEQA. A decision is anticipated in February 2015. PROJECT DESCRIPTION The project proposes to remove an existing approximately 3.5' by 4.5' by 8' tall rooftop enclosure concealing 3 antenna panels and install a new (expanded) facility comprised of the following on the roof of Marin Yacht Club: ➢ Approximately 6.5' by 13' by 8' tall penthouse antenna enclosure to conceal 6 panels and associated small remote radio "RRH" units, with an overall height of 27'8" above grade. No change to existing equipment cabinet lease area inside the building is proposed. ➢ The project also shows three wall mounted "RRH" units to remain on the exterior north facing wall of the building. (Staff notes these units differ slightly from the original approved schematic.) ANALYSIS San Rafael Municipal Code Section 14.16.360 establishes standards for review and permitting of wireless antenna facilities, which may be permitted in any zoning district subject to use permit and design review approval. The project site has a use permit and design review approval for the current wireless facility. The proposed modification requires Zoning Administrator level approval of an Environmental and Design Review permit amendment for a new stealth enclosure, subject to the recommendation of the Design Review Board. The existing use permit entitlement has been deemed to cover the proposed facility design modification including the proposed expansion of antenna equipment. The proposed project design is generally compatible with the applicable Wireless Antenna Facility performance and design standards, including the location on a non-residential and developed site, outside of any significant viewsheds, and consisting of a stealth building mounted facility designed to integrate with the building character, materials and colors. Staff supports the concept as proposed. However, staff requests that the Design Review Board review the project details and provide further comment, or suggested refinements, and specifically recommends review based on the following design criteria: ® Whether the roof mount enclosure is sufficiently integrated into the building, in a manner that minimizes its appearance as a wireless facility enclosure. Whether external equipment on the wall of the building is acceptable and not warranting concealment within an enclosure. The project will require a hearing and decision by the Zoning Administrator, which will be scheduled following a recommendation by the Design Review Board. NEIGHBORHOOD CORRESPONDENCE Notice was mailed to residents within 300 feet of the project site and posted on the property at least 15 days prior to the Design Review Board meeting.
