SUBJECT: San Rafael Airport Recreational Facility Bridge Details (ED05-15 Condition 55
Compliance Review) — Request for review of the final details of the San Rafael Airport
Recreational Facility project's proposed off-site bridge replacement crossing Gallinas Creek,
North Fork, pursuant to ED05-15 Condition 55; APN: 155-121-22, 155-460-0�, and 155-230-
10 thru -16; P/OS-WO, R10 -W and PD 1909 -WO Zone Districts; Bob Herbst, San Rafael
Airport, Applicant; City of San Rafael & Joe and Heidi Shekou, Owner; Smith Ranch
Neighborhood Area.
BACKGROUND
On December 17, 2012, the City Council adopted Resolution 13479 approving all entitlements required
for the San Rafael Airport Recreational Facility Project, which includes replacement of the access
bridge crossing the North Fork of Gallinas Creek with a new 25 -foot wide two-lane bridge deck span.
The approved Environmental and Design Review Permit (ED05-15), Condition 55, requires that the
Design Review Board review final project details, prior to issuance of building permits, to confirm that
the quality of finishes, heights and appearance of the project improvement are as indicated in the
approved plans. There are several conditions addressing bridge construction and insulation and
timing. However, the following specific conditions are relevant to review of the final bridge design
details:
• ED Condition 55d states that final design, details, colors and materials of the clear -span bridge
shall be provided. Mesh, or another appropriate material, shall be included on the bridge railing
along the western side of the bridge to minimize headlights from shining on adjacent properties
to the west.
• UP Condition 56 requires the project shall minimize headlight glare from vehicle headlights
shining into windows of residences at Captains Cove, with screening provided that extends from
the furthest point of the border with Captains Cove property and across the bridge crossing.
PROJECT DESCRIPTION
The final bridge details match the approved plans, comprised of the following details:
• 25' overall width spanning the creek and supported at each end by a concrete abutment, with a
concrete deck surface.
• Deck and rails will be steel construction, with galvanized steel deck and self -weathering
structural steel members.
• Wood cap rail and 2x doug fir wood deck rails (e.g. rub rails), complementary to the self -
weathering steel rails. No space is proposed between the rails which would extend up to 48
inches in order to address the requirement for headlight screening.
The approved project plans and the submitted final bridge detail plans are attached.
The bridge details conform to approved plans with headlight screening incorporated for vehicles exiting
the site, as required by the project approvals. Staff recommends the approval on consent confirming
that the final details conform to conditions of project approval.
