REPORT TO DESIGN REVIEW BOARD
SUBJECT: 210 3 rd Street (San Rafael Fire Station 52) -Request to review final exterior building
elevation details and colors, and final landscape and irrigation plans for a new fire station,
training tower and training classroom facility. This project was approved by the Planning
Commission in 2016 . Conditions of City permit approvals require that the final details and
plans be reviewed and approved by the Design Review Board; APN: 014-101-11;
Public/Quasi-Public (P/OP) District; City of San Rafael, owner/applicant; File No: ED15-0B1.
BACKGROUND
History:
On April 12, 2016, the Planning Commission approved an Environmental and Design Review Permit
(ED15-081) and an Exception (EX16-001) permitting the development of a new City Fire Station 52,
new training tower and fire station training center at 210 3rd Street. The project was subject to an
extensive review by the Design Review Board (Board) providing input and recommendations on the
ultimate project design. As part of its review; the Board recommended further design refinements to the
project and a request to review these refine-m_ents .
Review of Final Design Plans:
Final design plans have been developed and are returning to the Board to address the following
conditions of approval :
4. A final landscape and irrigation plan shall be submitted to Community Development Department for
review and approval. Planning Division staff review of the ' final landscape plan shall be in
consultation with the landscape architect of the Design Review Board. The final landscape plan
shall address the following recommendations of the Design Review Board (February 17, 2016):
a. Landscaped setback areas within the site shall be increased in size by reducing some of the
permeable areas that are planned for bio-swales.
b. The landscape setback and fencing along the Union Street frontage shall be adjusted so that
the fencing is setback from the sidewalk.
c. tnstallation of street trees along the Union Street property frontage is required . The planted tree
size and species shall be selected by the City Arborist (Parks Maintenance Superintendent). No
street trees shall be installed along the 3rd Street frontage.
d. A deeper landscape setback shall be provided along the 3rd Street property frontage
commencing east of the fire training center classroom. The larger landscape setback shall
include tree planting.
The final landscape and irrigation plan shall comply with the Marin Municipal Water District
(MMWD) water conservation ordinance. Written verification (letter/memo/email) shall be submitted
to the City confirming that the final plan has been apprnved by MMWD.
5, The final building elevations and site plan shall be reviewed by the Design Review Board and shall
incorporate the following recommendations of the Board (February 17, 2016):

a. The curved building elevation at the corner of 3rd/Union Streets shall be revised to reduce the
scale of the hard surface. This can be accomplished by increasing the glazing/window area
along this frontage and reducing the wall sign.
b. The 1t52J1 wall sign along the Union Street frontage shall be reduced in size. As an alternate) the
wall sign can remain at its proposed size provided if it is comprised of the same brick material
and color that is approved for the wall surface.
c. Design improvements shall be made to the fire training building and tower so that the deSign is
more compatible with the fire station and fire training classroom buildings. These improvements
can be accomplished bYI among others, varying the colors of the exterior sheet metal panels to
assist in breaking up building mass.
The final plans have been revised, which are explained in the attached statement from Mary McGrath
Architects (Attachment 2). In addition, the project architect has prepared a colored elevation showing
the selected buildin.g materials and colors (Attachment 3). The final color and material board will be
presented to the Board at the ORB meeting . A reduced-size set of the plans approved with the
Environmental and Design Review Permit action are provided to the Board for background and
compliance review.
ANALYSIS
The final plans are in general compliance with the required conditions of approval. Staff presents the
following comments:
1. The landscape areas have been increased in size and adjustments have been made to the bio-
swales to address storm water runoff. The permeable pavement area has been increased in
the parking area to address the storm water runoff requirements.
2 . The fencing that secures the site has been relocated so that it is setback from the sidewalk on
both the Union Street and 3rd Street frontages.
3. A deeper landscape setback has been provided along the 3 rd Street frontage and trees have
been added to this landscape area.
4 . The landscape plans have been submitted to MMWD for review and compliance with the
District's water conservation ordinance. However, at this time District approval has not been
secured.
5. No changes have been made to the curved building elevation at the 3rd /Union Street frontage.
As explained by the project architect, this could not be accomplished because of structural
limitations.
6. As required, modifications have been made to the training tower by incorporating additional
building materials (brick base) and colors.
OUTREACH & NOTICING
Notice of the Design Review Board meeting was provided to property owners and residents within 300
feet of the subject property. In addition, notice of the meeting was provided to the Federation of San
Rafael Neighborhoods and Montecito Area Residents Association .

Below is a summary of how the new Fire Station 52& Training Center meets the Conditions of
Approval as stated in Resolution 16-06
1. The plans as submitted are in substantial conformance with the preliminary plans
as submitted April 2016
2. Permit ED15-081 is still valid.
3. The plan set includes the conditions of approval. See Sheet A003
4. The Final landscape plans have been submitted to the Community Development
Department for review and Approval and addresses the recom-mendations of the
ORB
a. landscaped areas along the street have been increased in size. Please refer to
the Landscape plans
b. The fencing is moved away from the sidewalk along 3 rd and Union
c. Given the size of the sidewalk, Placement of street trees along the entire
frontage of Union Street is impractical however two tree wens are provided
along Union Street. Additional trees are provided in the landscape setback.
Please refer to landscape plans for quantity and species that were selected in
conjunction with the City Arborist.
d. Two trees are provided in the landscape setback along 3 rd Street and the
landscape area was widened slightly to accommodate them. Please refer to
landscape Plans for quantity and species that were selected in conjunction with
the City Arborist. No trees are placed in tree wells along 3rd Street.
5. The final Building elevations, Material boards and site plans have been
submitted for review to the ORB.
a. The curved fac;ade on the Training Center could not be changed due to
stru.ctural limitations. The sign size has been made smaller.
b. The "52" wall sign on the west elevation of the Fire Station was made smaller
and ma-de out of the same brick as proposed for the building brick
c. The Training Tower elevations have been revised to be more interesting and
sympathetic to the fire station building. Please refer to the revised elevations .
