HomeMy WebLinkAboutDRB 2017-01-18 #1SAN RAFAEL THE CITY WITH A MISSION Community Development Department— Planning Division DATE: January 18, 2017 INTER -DEPARTMENTAL MEMORANDUM TO: Jeff Kent, Chair, and Design Review Board Members FROM: Caron Parker, Associate Planner SUBJECT: 200 Northgate Drive (Northgate One Shopping Center) — Revisions to existing approved bollards at central driveway (ED16-068) The Design Review Board (DRB) previously reviewed a bollard replacement proposal on August 9, 2016. The project had been on consent, but was taken off consent and discussed. At that time, the applicant proposed to replace the existing lighted decorative bollards at the end of the central driveway with a new 2' 3" high concrete wall. The applicant stated that the existing bollards are in need of regular replacement due to damage, have been expensive to replace and are now no longer manufactured. The DRB expressed concern about the design of the proposed concrete wall, and the lack of consistency with the previous design approval. The DRB voted unanimously to continue the item, and the consensus was that the applicant return to the Board with a more robust bollard design, rather than the proposed concrete seating wall. The existing bollards were approved by the Planning Commission, with DRB recommendation, in April 2009 (ED08-112) as part of site parking lot/landscaping updates. The applicant has submitted a revised plan and is proposing 13 new 3 foot tall x 10 % inch diameter steel bollard with a decorative concrete sleeve in a "dark granite" (grey) color. The new bollards would not be illuminated. The revised plans show 13 proposed bollards, although the existing site has 11 bollards. Staff is seeking the DRB's input on the following: 1. Whether the new bollards should be illuminated, to "soften" the steel barrier aesthetic and to be consistent with the previously approved illuminated bollards. 2. Choice of the dark granite color. The existing color palette on site is a light tan and the darker grey is not consistent with the lighter exterior color palette on the site. 3. Total number of bollards on site. There are currently 11 bollards on-site and the proposed plans show a total of 13 new bollards. Subsequent to the Board's recommendation, the proposed Design Review Permit would be processed as a staff level Administrative Design Review Permit.
