Minutes August 22, 2017 Jeff Kent moved and Cheryl Lentini seconded to approve Motion to approve Minutes as presented. The vote is as follows: CONSENT ADJOURNMENT II. I, Anne Derrick, hereby certify that on Friday, September 1, 2017, I posted a notice of the September 6, 2017 Design Review Board meeting on the City of San Rafael Agenda Board. III. PC Liaison: Commissioner Paul 2 NEW BUSINESS 2. General Plan 2040 – Presentation on upcoming General 2040 and selection of DRB representative and alternate to General Plan Steering Committee. Project Planner: Barry Miller Staff Report 3. Kaiser Permanente: 1650 Los Gamos Drive Medical Office Building– Request for Conceptual Design Review of a 34-foot tall, three-story 511 stall parking structure and associated signage; APN: 011-212-03; Planned Development District (PD-1590) Zone; Kaiser Permanente, Applicant/Owner; North San Rafael Commercial Center neighborhood area. Project Planner: Sean Kennings Staff Report Concept review so no formal action taken by Board. The Board generally wanted the new parking structure to fit better with the site constraints and make it look less like a parking garage. Comments provided included: Balance the excavation better by ‘stepping back’ the upper floors Increase the building setback and provide more landscaping along the frontage. Eliminate or reduce the ‘open’ design of the structure. Shade structures or solar canopies on the top floor would be appropriate and should be evaluated. Consider lowering the 1st floor finish grade to provide direct access from the elevator/staircase to the crosswalk at the south elevation. Improvements to the existing crosswalk at the south elevation are necessary for safety. Appropriateness of the location of the vehicle entrance/exit is best determined by the traffic study though the project should continue to separate the pedestrian entrance/exit from the vehicle entrance/exit.
