Minutes 01/07/20 Jeff Kent moved and Larry Paul seconded to approve Minutes as presented. The vote is as follows: AYES: Jeff Kent, Samina Saude, Larry Paul NOES: None ABSTAIN: Don Blayney, Alternate ABSENT: Stewart Summers, Sarah Rege OLD BUSINESS NEW BUSINESS 2. 7 Bellevue Ave; (Interim Address) – Request for an: Environmental and Design Review Permit to allow the construction of a new, 4,478 sq. ft., single-family residence and associated site (driveway, parking areas and retaining walls), drainage and landscaping improvements on a vacant 20,012 sq. ft. hillside parcel; APN: 016-213-08; Single-Family Residential (R20) District; Gary Armor, owner/applicant; File No: ED18-038. Project Planner: Steve Stafford Staff Report Jeff Kent moved and Don Blayney seconded to continue item to date uncertain with the following consensus recommendations: • Architectural design of new residence is appropriate. • Eliminate two of the four proposed uncovered parking spaces, which are intended to meet the required parking when the adjacent lot is proposed for development. • The tree removal plan shall be updated to more accurately identify the number and location of trees proposed for removal and these trees shall be marked for easy identification on the site. • The revised landscape plan shall be re-evaluated to: 1) Increase the size of plantings as much as possible; from 24”-box to 36”-box and from 5-gallon to 15-gallon; 2) Identify the plant species proposed for the bio-retention planters: 3) Eliminate understory plantings beneath canopies of new Oak trees.; 4) Re-examine the appropriateness of the proposed plant species in their proposed location, particularly ‘Bloodgood’ maple trees and flannel bush; and 5) Reassess the appropriateness of the language within the Vegetation Management Plan Narrative.
