1. Minutes, October 15, 2013
Mark Lubamersky moved and Gerald Belletto seconded to approve minutes as presented. The vote is as
follows:
AYES: Larry Paul, Charlie Pick, Barrett Schaefer, Mark Lubamersky, Gerald Belletto
NOES: None
ABSTAIN: Jack Robertson
ABSENT: Viktoriya Wise
PUBLIC HEARING
2. 1510 Fifth Avenue (First Presbyterian Church) - Request for a Use Permit to allow an
emergency homeless shelter for up to 20 men at First Presbyterian Church as part of the
rotating emergency shelter team (REST) program. The men will be transported in an
escorted van, arriving at the church between 6:00 - 7:00 pm and returned by escorted van
to the St. Vincent De Paul Dining Room between 6:00 - 7:00 am operating each year from
November 1 and April 30; APN: 011-201-10; 5/MR/O (Fifth/Mission Residential/Office)
District; Lorna Wuertz, applicant; Sam Alexander, owner; File No.: UP13-042. Project
Planner: Stephanie Lovette.
Mark Lubamersky moved and Barrett Schaefer seconded to adopt resolution approving Use Permit with
the following amendments to the Conditions of Approval:
1) Condition of Approval #2 - add the word "year" as in five-year period
2) Condition of Approval #3 - Change language: "the emergency provision if granted, shall only be valid
for one night a week and any additional requests for additional nights in subsequent weeks, shall be
submitted and considered separately.
3) Condition of Approval #14 - Delete last sentence: "and designated smoking area”.
