1. Open Time for Public Expression
The public is welcome to address the Fire Commission at this time on matters not on the agenda that are within its
jurisdiction. Please be advised that pursuant to Government Code Section 54954.2, the Fire Commission is not
permitted to discuss or take action on any matter not on the agenda unless it determines t hat an emergency exists, or
that there is a need to take immediate action which arose following posting of the agenda. Comments may be no
longer than two minutes and should be respectful to the community .
2. Approval of Minutes – June 10, 2020
Recommended Action: Amend and or approve as submitted.
3. Fire Foundation – Verbal Update from Appropriate Commissioner(s)
Recommended Action: Accept Verbal Report and take appropriate action.
4. Historic Subcommittee – Verbal Update from Appropriate Commissioner(s)

6. Fire Chief Report

The meeting was called to order at 4 p.m. by Chair Mizroch.
Present: Chair Stephen Mizroch, Vice Chair Larry Luckham, Nadine Hade, Elias Hill, Thomas Weathers,
and Alternates Stan Burford and Fonkalsrud.
Staff: Fire Chief Darin White, City Clerk Lindsay Lara
1. Approval of Minutes: M/S Luckham/Burford to approve the minutes from the March 11, 2020 Fire
Commission meeting.

2. Open Time for Public Expression. Chief Windrem: Checking in and hoped that the virtual format of the
meeting would go well.
3. Fire Foundation Report. $22,065 in account. Chair Mizroch shared that the Crab Feed is scheduled for
December 12, 2020 at the B Street Recreation Center. In consideration of COVID-19 constraints, a dinner
pick-up may be required. The logistics will be discussed in upcoming Fire Foundation meeting in July
2020.
Public Comment: None.
4. Historic Subcommittee. Commissioners discussed aspects of the acquisition and management of
artifacts to be displayed in the lobby of the Public Safety Center (PSC).
Public Comment: Chief Windrem indicated that the Fire Department is in possession of a number of
artifacts that could be appropriate for the lobby of the Public Safety Center; affirmed importance of
maintaining an inventory of artifacts.
5. Commissioner Reports. The commissioners provided their reports:
• Chair Mizroch: Indicated that he created a founder’s coin to commemorate the Public Safety
Center
• Vice Chair Luckham: Shared articles on new firefighting technology:

• Commissioner Weathers: No report this month.
• Commissioner Hade: No report this month.
• Commissioner Hill: No report this month.
• Commissioner Fonkalsrud: In March, the Fire Commission had reviewed digital media plan that
involved staff who are now likely constrained with other priorities. Chief White indicated that
staff are inundated. Commissioner Fonkalsrud will inquire directly with staff to determine
capacity to support digital media activities.
• Commissioner Burford: Shared his account of distributing jackets during the pandemic and
reported that his letter was published in the April 13, 2020 thanking the San Rafael Fire
Department and all first responders in Marin County.
Public Comment: None.
6. Fire Chief’s Report. Chief White shared sentiments of gratitude for opportunity to serve the
community and for the Commission and provided verbal reports on several topics, including:
• Marin Wildfire Prevention Agency (MWPA)
• Vegetation management
• Fire road maintenance
• PG&E Public Safety Power Shutoff (PSPS)
• Public Safety Center
Public Comment: None.
12. Adjournment: The Fire Commission meeting was adjourned at 5:10 p.m. The next meeting is
tentatively scheduled for Wednesday, July 8, 2020 at Station 52.
