RECITALS A. The City and Consultant have entered into a Master Consultant Services Agreement ("Agreement") dated February 13, 2020 under which Consultant has agreed to perform certain protessional consulting services for the City; and B. Pursuant to the terms of the Agreement, the City wishes Consultant to perform certain tasks as set forth in this Task Order, which constitute the Project; NOIX, TfIEREFORE, City and Consultant agree as follows: AGREEMENT 1. Scope of services. Consultant shall prox ide any and all of the services set forth in Attachment A of this Task Order, dated July 24, 2020, as directed by the City. David Parisi shall be the Project Manager for Consultant for this Task Order. Additional professional services may be performed by other Consultant staff with prior notice and approval by City. a. City's duties. The City will ( I ) Determine the scope of services, as set forth in Attachment A. (2) Make available the project plans and specifications and other City data related to the project, including full information as to the City's requirements. (3) Desipate Ratat Raie as the person at the City responsible for monitoring performance under this Task Order. b.Consultant duties. The Consultant will: (1) Provide and perform tasks identified in Attachment A. Scope of Services. (2) Provide miscellaneous consulting and other services related to the Project and not stipulated elsewhere in this Task Order, when requested by the City in writing. Freitas Parkway at Del Presidio Boulevard / us 101 Southbound Ramps and Civic Center Drive (two intersections): The improvements to be conceptually designed will be conversion from the existing intersections to one or more modern roundabouts, including curb modifications, pavement markings, and signage. The improvement concepts will also identify, on a conceptual level, the need for associated improvements, such as street lighting, sidewalks, and multiuse paths. 2. Fourth Street at Lincoln Avenue, Clijos Street, Lootens Place and A Street: The improvements to be conceptually designed will include upgrades to traffic signal equipment (e.g., new mast arm poles, flashing left -turn arrows vehicle detection and full signal system upgrades), new curb ramps and/or bulb -outs, and bicycle signing and striping improvements, e.g., bike boxes. Our proposed scope of work, which will satisfy the requirements of the HSIP application, will consist of the following: 1) Proiect management progress reports and administration Parisi will attend one kick-off conference call to summarize the project scope and receive background studies from the City, including existing base mapping, signal as-builts and existing improvement plans, if any. Parisi will provide biweekly (once every two weeks) progress check -ins via email with City staff and written progress reports and invoices on a monthly basis. 2) Existing conditions analysis Parisi will prepare a brief memorandum, with sketches, summarizing the issues at each project location by drawing from previously prepared reports, including the Mann County Systemic Safety Analysis Report (SSAR, 2018), recent collision records, and recent traffic studies. New traffic counts and operational analyses are not included in this proposed scope of work. 3) Develop oroiect scope and estimate Parisi will prepare conceptual plans showing existing conditions and proposed improvements on an aerial photo base. Right of way will be approximated using Marin Map or other publicly available sources. Topographic and/or boundary surveys will not be collected. We will identify applicable HSIP countermeasures in the plans and develop a cost estimate with City input on planning -level costs and non -construction (soft) costs according to HSIP guidelines. 4) Identify application approach. Parisi will work with the City to identify whether the HSIP application for each project location will be prepared under either the Benefit Cost Ratio (BCR) or Funding Set- aside (SA) categories. Based on our preliminary review, both proposed projects would likely be most competitive under the BCR category, which may apply a combination of countermeasures within the HSIP toolkit. Maximum HSIP funds under the BCR category is $10 million. The City may submit multiple funding applications for the same project with modifications to project extent and scope (e.g., expanding or reducing project extents for different BCRs and budgets) and/or under both the BCR and SA funding categories. Parisi's proposed scope and cost assumes an initial baseline of one application for project location; additional grant applications for the same project would be subject to additional cost. 5) Prepare HSIP application. Parisi will prepare one HSIP application for each project location by filling out the narrative questions and preparing necessary application attachments that include: a) Engineer's Checklist. Parisi will be the engineer of "responsible charge" of the preparation of the HSIP application. b) Vicinity map. Exhibits showing the proposed project locations. c) Project plans and maps. Conceptual plans will show existing and proposed conditions to demonstrate technical feasibility and adherence to design standards, including lane widths, turning movements, lane transitions and sight distance. Conceptual plans will show whether improvements will fall within existing public right of way and identify potential effect on private or State rights of way. d) Pictures of existing conditions. Photos showing existing safety concerns to be altered by the proposed project. e) HSIP analyzer. Fillable form relating to site conditions and proposed countermeasures. f) Collision diagrams. Exhibit to demonstrate patterns of collisions and whether proposed countermeasures would address such collisions. g) Collision list. Table matching the collisions shown in the collision diagram and used for the BCR calculation in the HSIP analyzer form. h) Warrant studies for traffic signals and beacons, where appropriate. i) Letter of support from Caltrans. Required when projects encroach on State right of way, are subject to joint funding with Caltrans, or propose changes to intersections on State highways.
