COUNCIL CHAMBERS, CITY HALL, 1400 FIFTH AVENUE SAN RAFAEL, CALIFORNIA  Sign interpreters and assistive listening devices may be requested by calling 415/485-3085 (voice) or 415/ 485-3198 (TDD) at least 72 hours in advance. Copies of documents are available in accessible formats upon request.  Public transportation to City Hall is available through Golden Gate Transit, Line 20 or 23. Paratransit is available by calling Whistlestop Wheels at 415/454-0964.  To allow individuals with environmental illness or multiple chemical sensitivity to attend the meeting/hearing, individuals are requested to refrain from wearing scented products. Planning Commission General Discussion on Land Use and Planning –Related Topics – The Planning Commission will hold a general meeting to provide a forum for the Commission to discuss carious land use and planning topics and regulations. Public comments will be accepted as part of these discussions. That being said, there are many topical areas for which there are other City Departments and regulations, or other governmental or quasi-governmental agencies that provide regulation, so the City should be careful not to be duplicative. Furthermore, on larger land use topics, such as height, density/intensity of development and other major planning topics, it is important to note the City will be embarking on a General Plan update in the near future. The current General Plan 2020 was adopted in 2004 and it nearing the end of it’s term. The goal is to have a new General Plan (General Plan 2040) in place by 2020 to cover the next 20 year horizon. So, if major topics arise during the Commission’s discussion, it may be more appropriate to defer those to be studied in the larger context of the General Plan update process, ENVIRONMENTAL DETERMINATION This is a discussion item to allow the Commission to discuss various topic areas. There are no changes to development standards or regulations that would result from this discussion. Therefore, this is not a project per the California Environmental Quality Act (CEQA) Should the majority of the Commission identify any topic area for further study, environmental review would be conducted as part of the review process for the specific changes.. NEIGHBORHOOD MEETING / CORRESPONDENCE Notice of this hearing project was conducted in accordance with noticing requirements contained in Chapter 29 of the Zoning Ordinance. A Notice of Public Hearing was mailed to all Homeowner Associations within the City, 15 calendar days prior to the date of this meeting, No written correspondence or phone calls have been received to date. NEXT STEPS Any land use and planning topics and/or regulations that arise from the Commission’s discussion that reflect a consensus of the Commission, will be forwarded the City Council as the Planning Commission’s recommendations. Some items will require additional study or prioritization by the Council for workload.
