HomeMy WebLinkAboutCD CDBG Cares Act Coronavirus Funding Allocations PPTCDBG-CARES Act Coronavirus Funding Allocation Recommendations San Rafael City Council November 2, 2020 Background March 27, 2020-CARES Act •$5 Billion Appropriated to CDBG program for COVID-19 relief •Funding known as CARES CDBG-CV funds May 4, 2020-Initial CDBG-CV Funding Allocation •$938,065 made available to County, $369,785.55 allocated for San Rafael Planning Area •All funds were directed for rent subsistence payments for residents at-risk of homelessness due to COVID-19. September 11, 2020-CDBG-CV Allocation 3A •$1,790,994 made available to County •HUD directive to target communities with households most at risk for transmission and risk of eviction, with higher amounts for states with high rates of Coronavirus. San Rafael City Council November 2, 2020 Needs Assessment & Funding Recommendations New methodology emphasized a focused needs assessment in areas with the highest rates of COVID-19 and areas facing higher risk of eviction Recommended CDBG-CV Allocation: •San Rafael: $943,853 (52.7%) •Novato: $485,359 (27.1%) •County Other: $361,780 (20.2%) Fund recommended to be split 75% for rental assistance and 25% for assistance with small and microbusiness/enterprises.
