3:14:57Joshua TownsendOn behalf of the San Rafael Chamber, we want to strongly support the swift
implementation of housing policy staff recommendations. As you may know, the Chamber of Commerce
has been focused on bringing
3:15:12Joshua Townsendnew workforce housing to the region and conducted its own study last year. The
results of this study mirrored the City’s findings. While developers were often deterred by process,
3:15:46Joshua Townsendthe main constraint was the cost of land and construction costs. By reducing the
inclusionary housing percentage to 10%, and providing an array of options, developers would be
dramatically more

inclusionary requirements to 10% over a period of time and reevaluate the results to determine a long
terms percentage
