Boro Community Center – 50 Canal Street, San Rafael, CA March 4, 2020 – 7:00 p.m. CALL TO ORDER/ Chair/Staff Steve Mason called the meeting to order at 7:12 p.m. Pledge of Allegiance Roll Call Members Present: Jairo Ceballos, Janet Tanchez, Lieu Phan, Louise Yost, Jenny Broering (late) Members Absent: Salvador Avalos P & R Commissioner Present: Ariel Shakeshaft Staff Present: Lindsay Lara, City Clerk; Catherine Quffa, Assistant Library and Recreation Director; Steve Mason, Senior Recreation Supervisor AGENDA AMENDMENTS None MINUTES 1. Member Yost motioned to accept the Pickleweed Advisory Committee Minutes for the meeting date of January 8, 2020. Member Ceballos seconded the motion. Pickleweed Advisory Committee Members Oath of Office City Clerk Lindsay Lara administered the ceremonial oath of office to new Pickleweed Advisory Committee member Janet Tanchez and Alternate Jairo Ceballos. 3. Public Comment from the audience regarding items not listed on the agenda None MATTERS BEFORE THE COMMITTEE 4. Co-Sponsorship Applications and Final Reports A. Catholic Charities- Kids Club Summer Program Senior Supervisor Mason provided a background on Kids Club program and the over two decade partnership the Center has with Catholic Charities in providing the program to youth in the community. The application before the committee requested use of multiple rooms in the Albert J. Boro Community Center and Pickleweed Athletic Fields for one week of staff training and a six week summer program, June 29, 2020 through August 7, 2020. Mason explained the Center was unable to accommodate Kid’s Club’s entire wish list of facilities while still being able to accommodate other programs during the summer but that a modified schedule of space for the program can be provided as has been the practice in past years for this program. Based on what the Center could accommodate last year, staff estimates that the actual value of providing a full fee-waiver would be approximately $12,290.00. Mason then introduced Lauren Muszynski, Program Director for Catholic Charities, who provided additional details on the program. Member Broering motioned to grant Catholic Charites a full fee-waiver for a modified schedule of use of the Albert J. Boro Community Center and Pickleweed Park, as recommended by staff. Drawbridge- Weekly Expressive Art Groups Senior Supervisor Mason presented an overview of the Drawbridge co- sponsorship application that was requesting a full fee-waiver for use of the Albert J. Boro Community Center Art Room on Mondays from 3:45 pm to 5:15 pm, July 1, 2020 through June 30, 2021. The program offers a safe, supportive environment where youth ages four to 18 can use art to work through the complex emotions associated with poverty and family challenges. Value of a full fee-waiver is $1,269.00. Mason introduced Julie Scribner, representing Drawbridge, who provided additional details regarding the program. Scribner also answered Committee members’ questions regarding specifics in the application. Member Phan motioned to grant Drawbridge a full fee waiver for use of the Albert J. Boro Community Center Art Room on Mondays as requested. Member Broering seconded the motion. Blind and Vision Impaired of Marin- Spanish Support Group Senior Supervisor Mason provided an overview of the Blind and Vision Impaired of Marin co-sponsorship application, noting corrections, and requesting a full fee- waiver for use of the Albert J. Boro Community Center Teen Room the second Tuesday of each month from 11:00 am to 1:00 pm. The program, which Mason noted has been utilizing the Center for many years and has been co-sponsored by the City through the Pickleweed Advisory Board since 2015, provides Spanish speaking visually impaired individuals, primarily from the Canal neighborhood, a support network and encourages them to get out and be involved rather than remaining in isolation at home. Value of a full fee-waiver is $432.00. 4 Mason noted that Blind and Vision Impaired of Marin President Lillian Dreyer was seriously ill and unable to attend the evening’s meeting to support the application. Longtime Committee members recalled past presentations and asked Mason questions regarding attendance and the programs impact on the Center. Mason stated that the time and attendance fit well in the Center’s Teen Room and that attendees were very appreciative to gather in the Center. Member Broering motioned to grant Blind and Vision Impaired of Marin a full fee waiver for use of the Albert J. Boro Community Center Teen Room as proposed in the Agenda Report. General Plan 2040 Update As the Pickleweed Advisory Committee representative to the General Plan 2040 Committee, Committee Member Broering provide d an update on General Plan 2040 Committee’s progress. B. Committee Member Yost shared she had attended Resilient Neighborho ods and Canal Emergency Preparedness meetings. STAFF COMMENTS 8. Mason mentioned recent and upcoming programs connected with the Center and distributed 2020 permit parking passes and updated Pickleweed Advisory Committee Membership lists to the Committee members. ADJOURNMENT 7:54 PM Next Meeting Scheduled: Wednesday, May 6, 2020, 7:00 PM PICKLEWEED ADVISORY COMMITTEE AGENDA REPORT December 9, 2020 Item #4 TITLE: REVIEW OF THE PICKLEWEED ADVISORY COMMITTEE MEETING SCHEDULE AND FUTURE AGENDA ITEMS FOR 2021 SUMMARY Annually, the Pickleweed Advisory Committee shall review its annual meeting schedule to consider canceling or re-scheduling meetings due to holidays or other conflicts. Also to be discussed are topics likely to go before the Committee in 2021. RECOMMENDATION: It is recommended that the Pickleweed Advisory Committee review its meeting schedule for 2021 and future possible agenda items and revise as necessary. BACKGROUND: According to the Bylaws adopted by City Council, a minimum of five Pickleweed Advisory Committee meetings shall be scheduled annually. Typically, the meetings will be held on the first Wednesday of scheduled month, unless it conflicts with a holiday or scheduled event in which case it may be scheduled for the second Wednesday of the month at 7:00 p.m. Annually, the Pickleweed Advisory Committee will review its meeting schedule to consider canceling or re-scheduling meetings due to holidays or other conflicts. Pickleweed Advisory Committee 2021 Meeting Schedule January 6, 2021 March 3, 2021 May 5, 2021 July 7, 2021 October 6, 2021 Page 2 of 2 Staff also expects, but is not limiting, the following agenda items during the year: • Receive updates on the Center’s support of permitted activities and COVID response • Continue to review and provide recommendations for co-sponsorship applications once COVID restrictions and City limitations permit • Review and recommend updated co-sponsorship and facility use guidelines for the Albert J. Boro Community Center and Pickleweed Park • Receive information and potentially host public meetings supporting the City’s Prop 68 grant application to enhance Pickleweed Park features and convert the sports field to synthetic turf FISCAL IMPACT: None ALTERNATIVE ACTION Any other action as determined by the Committee. The Draft Plan is available for review at www.sanrafael2040.org. Opportunities for public comment will continue at future hearings to be convened in early 2021, concurrently with review of the Downtown Precise Plan and a Draft Environmental Impact Report covering both projects. The Commission is tentatively scheduled to take action on the 2040 General Plan in March 2021. The City Council will hold public hearings following Planning Commission action. Case Nos.GPA16-001 & P16-013. A DEIR (SCH # 2019039167) is being prepared and will available for public review in December 2020, for a 60-day public review period. A separate notice of the availability of the Draft EIR will be distributed. Once published, the DEIR will be available on the City’s web site at https://www.sanrafael2040.org.
