Members of the Public May Speak on Agenda Items
1. Open Time for Public Expression
The public is welcome to address the Fire Commission at this time on matters not on the agenda that are within its
jurisdiction. Please be advised that pursuant to Government Code Section 54954.2, the Fire Commission is not
permitted to discuss or take action on any matter not on the agenda unless it determines that an emergency exists, or
that there is a need to take immediate action which arose following posting of the agenda. Comments may be no
longer than two minutes and should be respectful to the community .
2. Approval of Minutes – July 8, 2020 (August meeting was cancelled)
Recommended Action: Amend and or approve as submitted.
3. Fire Foundation – Verbal Update from Appropriate Commissioner(s)
Recommended Action: Accept Verbal Report and take appropriate action.
4. Historic Subcommittee – Verbal Update from Appropriate Commissioner(s)

6. Fire Chief Report

The meeting was called to order at 4 p.m. by Chair Mizroch.
Present: Chair Stephen Mizroch, Vice Chair Larry Luckham, Nadine Hade, Eli Hill, Thomas Weathers, Stan
Burford and David Fonkalsrud.
Staff: Fire Chief Darin White, City Clerk Lindsay Lara
1. Approval of Minutes: M/S Luckham/Burford to approve the minutes from the June 10, 2020 Fire
Commission meeting.

2. Open Time for Public Expression. Robert Sandoval indicated that he has recently moved to the
community and is observing the Fire Commission proceedings.
3. Fire Foundation Report. $22,683 in account. Chair Mizroch shared that John Chew has joined the Fire
Foundation. Further, the Crab Feed is still scheduled for December 2020; feasibility is under
consideration.
4. Historic Subcommittee. Challenge coin design to include elements for both Fire and Police.
5. Commissioner Reports. The commissioners provided their reports:
• Chair Mizroch: Inquired if people had received a mailer from the City regarding sales tax in
support of services.
• Vice Chair Luckham: Shared article on forest fire detection system.
• Commissioner Weathers: Shared observations about the new Public Safety Center.
• Commissioner Hade: Shared criticality of need to continue meeting virtually.
• Commissioner Hill: No report this month.
• Commissioner Fonkalsrud: Shared that safety tips were posted; working with Quinn Gardner on
further updates. Inquired about potential changes to planned Fire Station improvements due to
impacts of COVID-19 on budget.
• Commissioner Burford: Raised idea of “Talk To The Medic”: hotline for public to talk to
paramedics for questions about COVID-19. Commissioners and Chief White discussed the topic.

6. Fire Chief’s Report. Chief White provided verbal reports on several topics, including:
• PG&E Public Safety Power Shutoff (PSPS)
o Helicopter inspections are planned in support of efficient service restoration.
• Vegetation Management
o AmeriCorps teams have been deployed.
• Defensible Space Temporary Seasonal Inspection Staff
o Six personnel will start July 16th; 20-30 inspections/day for each inspector. Chief has
directed the creation of Quick Action Plans (QAPs).
• Marin Wildfire Prevention Authority (MWPA) funding
o San Rafael core allocation (~$4.5M) and Defensible Space (~$900k); enumerated and
described several projects planned and in-progress.
• COVID-19 Impact
o Provided update on how COVID-19 has impacted San Quentin prison population as well
as San Rafael Fire Department first responders.
• Public Safety Center
o Provided update on readiness of the facility.
• Lions Club procession to honor First Responders and Healthcare Workers
o Planned for Tuesday July 14th.
• Recruitment
o Three (3) people slated to attend Firefighter Recruit Academy on July 23rd.
12. Adjournment: The Fire Commission meeting was adjourned at 5:10 p.m. The next meeting is
scheduled for Wednesday, August 12, 2020.
