Adjournment in Honor of Jerry Belletto Remembering Jerry Belletto Sustainable San Rafael – 15 years San Rafael Bicycle and Pedestrian Advisory Committee, 2011 – 2020 San Rafael Planning Commission, 2013 – 2017 The City would like to thank Jerry for his wonderful contributions to San Rafael. Some very kind words from Bill Carney, Sustainable San Rafael: “A year ago Jerry told me about the character of his last olive harvest: He was really proud of the olives he grew on his land up in Novato. I think that’s because they reflected not just all the work and love he put into growing them, but they also reflected his own character. I’ve been describing that character as having “bold, subtle and exceptional qualities.” That was Jerry. That’s how I’ve been describing him to people this fall: “bold, subtle and exceptional.” And as Jerry would have wanted, people always smile as they remember him.” Agenda Item No: 4 Meeting Date: December 2, 2020 SAN RAFAEL BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE (BPAC) AGENDA REPORT Department: Public Works Prepared by: Lauren Davini, Traffic Engineer TOPIC: HOUSEKEEPING SUBJECT: INFORMATIONAL REPORT ON COMMITTEE PROCEDURES, VOTING MEMBERS, LEADERSHIP ROLES IN FUTURE YEARS, AND MEETING SCHEDULE FOR 2021 AND 2022 RECOMMENDATION: Staff recommends that the Committee accept the informational report. COMMITTEE PROCEDURES: There have been requests from members to write letters of support for projects. Staff wants to reassure the Committee that the comments received in these meetings from each member are considered in project designs. The input from the Advisory Committee eventually makes its way to Council, the decision-making body for the City, and is typically mentioned in the staff report, under Public Outreach. Examples include staff reports and/or presentations for the Bicycle and Pedestrian Master Plan, Third Street Rehabilitation, and Francisco Boulevard East Sidewalk Widening. Staff has found recent feedback from the group on projects tremendously helpful while working through the designs of each and we are thankful for the different viewpoints that each member contributes to the discussion. Additionally, Public Works is making an effort to improve public outreach on all fronts, by way of Friday Memos, Next Door posts, targeted letters to impacted residents, and an e-mail blast, which anyone can sign up for here: https://www.cityofsanrafael.org/departments/publicworks/. VOTING MEMBERS: Prior to the loss of Member Belletto, the committee was at nine (9) voting members. City staff would like to leave this position vacant in an effort to get back to a seven (7) member committee. LEADERSHIP ROLES: In the past, the Committee Chair and Vice-Chair have been nominated and then elected by committee vote. According to the City Clerk, the Chair and Vice-Chair should be rotated annually and based on seniority. City of San Rafael Bicycle and Pedestrian Advisory Committee (BPAC) Wednesday October 7, 2020 at 6:00 p.m. Virtual Meeting via Zoom Minutes Present: Chair Allison Member Solomon Member Mooney Member Powers Member Bergman Member Hagerty Member Geraghty, Alternate Member Coyne, Alternate Youth Member Nielsen Absent: Member Belletto Youth Member Harlem 1. Call to Order Chair Allison called the meeting to order at 6:00 p.m. Member Coyne and Member Geraghty would serve as full voting members in the absence of Member Belletto and Youth Member Harlem. 2. Approval of meeting minutes Minutes approved, noting Member Hagerty as present for June 3 and August 5 meetings and minor edits to Dining Under the Lights agenda item in August. 3. Public Comments for Items not on Agenda Jean Severinghaus: Requesting an update on Canal projects and community involvement with the new Priority Development Area (PDA) Craig Murray: Requesting discussion of North San Rafael projects. Biggest challenge is crossing the freeway to get to Santa Venetia. Senate Bill 288 exempts environmental review for “green” projects. 4. 1-580 Flyover and Bellam Bike Connection Transportation Authority of Marin (TAM) is studying northbound 101 to eastbound I- 580 direct connector with help from Kimley-Horn and Parisi Transportation consulting team. There would be impacts/benefits to Bellam Boulevard. Consultant presented three alternatives for Bellam Boulevard bike lanes: Option 1) one-way protected bike lanes. Option 2) two-way protected cycle track on north side of Bellam. Option 3) I- 580 ped/bike overcrossing to avoid conflicts at Bellam freeway ramps. Feedback from group: general support of Option 1 with the following questions from committee members: is there origin-destination information for Bellam? How do bikes cross Bellam? Has there been outreach to Canal neighborhood and is information presented in Spanish and Vietnamese? Will sidewalks be 8-feet wide? Funding - are the Bellam improvements tied to the 101-580 connector improvements? A connection to the south (Cal Park tunnel) is shown, but there should also be a connection to the north (Downtown). Toolkit for Socially-Distanced Safe Routes to School (SR2S) Wendi Kallins, SR2S Coordinator, provided update on reopening of schools. Approved this __ day of ___, 2020 __________________________________ Lauren Davini, Staff Liaison Agenda Item No: 6 Meeting Date: November 2, 2020 SAN RAFAEL BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE (BPAC) AGENDA REPORT Department: Public Works Prepared by: April Miller, Senior Civil Engineer TOPIC: THIRD STREET IMPROVEMENTS SUBJECT: INFORMATIONAL REPORT ON THE THIRD STREET REHABILITATION AND THIRD STREET SAFETY IMPROVEMENTS PROJECTS RECOMMENDATION: Staff recommends that the Advisory Committee provide feedback about the design of Third Street from West End Avenue to Miramar Avenue and accept the informational report on the future improvements at Third Street/Grand Avenue. BACKGROUND: Third Street from Grand Avenue to Marquard Avenue is undergoing a design to rehabilitate the pavement, fix uneven sidewalks, modernize traffic signal equipment, and fill some gaps in the bicycle and pedestrian network. This project is funded by Transportation Authority of Marin (TAM) Measure A, State Local Partnership Program (SLPP), and Highway Safety Improvement Program (HSIP). More project information, exhibits, timeline, frequently asked questions, and meeting materials are provided online at https://www.cityofsanrafael.org/third-st-rehab. This project has been presented to BPAC a number of times throughout the feasibility study and design phase and the project team has received very useful feedback from the committee and the public. At the August 5, 2020 BPAC meeting, the project was presented to the committee, with a focus on the bicycle and pedestrian connection from Marquard Avenue to Miramar Avenue. The design team has been asked to complete a two-way bicycle connection to West End Avenue. Since then, extensive outreach has been done to the immediate residents on the corridor most impacted by new design, staff has worked with the community to maintain as much on-street parking as possible, and alternatives for a bicycle connection to West End Avenue have been further vetted. ANALYSIS: Community input has since been incorporated into the current design. The design team would like to present two items to the committee: 1. Refined design of Second Street from West End Avenue to Miramar Avenue. This is for discussion. 2. Future connection of Grand Avenue bicycle facility (from Grand Avenue bridge to Fourth Street). This is informational. For the first item, the design team is showing a two-way Class IV protected bike lane on the south side of the street, next to a sidewalk, from Marquard to Miramar. Street parking will be mostly preserved, the intersection of Second Street/East Street will be signalized, and the vertical elements will include K-71 bollards and raised curb. The design from Marquard to Miramar is attached and can be found at this link. The design from West End Avenue to Marquard will be presented at the meeting. SAN RAFAEL ADVISORY COMMITTEE AGENDA REPORT / Page: 2 Some questions for the committee include: 1. Does this design adequately meet the needs of cyclists on this stretch of Second Street? 2. Are there safety concerns regarding this design? Is there anything additional that could be considered to make this design safer? 3. Does this design align with the San Rafael Bicycle and Pedestrian Master Plan? 4. Is this design accommodating of people of all ages and abilities? 5. Are there any other suggestions to improve this design? For the second item, the design team wants to show the improvements at Third Street/Grand Avenue that will allow for a future two-way protected bicycle facility from the Grand Avenue bridge to Fourth Street. The project outside of Third Street will not be included in the Third Street Rehabilitation project, but it is important to get the curb lines correct at Third Street/Grand Avenue for the ultimate design on Grand Avenue. This would fill another short, but important gap. The design showing Third Street/Grand Avenue is attached. The project improvements outside of Third Street are unfunded and there would be more outreach prior to any construction. RECOMMENDATION: Provide feedback on Third Street from West End Avenue to Miramar Avenue and accept the report on the Third Street/Grand Avenue future improvements.
