RECITALS A. The City and Consultant have entered into a Master Consultant Services Agreement ("Agreement") dated December 12, 2019 under which Consultant has agreed to perform certain professional consulting services for the City; and B. Pursuant to the terns of the Agreement, the City wishes Consultant to perfonn certain tasks as set forth in this Task Order, which constitute the Project; NOW, THEREFORE, City and Consultant agree as follows: AGREEMENT 1. Scope of services. Consultant shall provide any and all of the services set forth in Attachment A of this Task Order, dated November 11, 2020, as directed by the City. Jason Kirchmann shall be the Project Manager for Consultant for this Task Order. Additional professional services may be performed by other Consultant staff with prior notice and approval by City. a. City's duties. The City will: (l) Determine the scope of services, as set forth in Attaclvnent A. (2) Make available the project plans and specifications and other City data related to the project, including full infonnation as to the City's requirements. (3) Designate Hunter Young as the person at the City responsible for monitoring performance under this Task Order. b.Consultant duties. The Consultant will: (1) Provide and perform tasks identified in Attachment A, Scope of Services. (2) Provide miscellaneous consulting and other services related to the Project and not Stipulated elsewhere in this Task Order, when requested by the City in writing. A Task Order Amendment is required if these additional services cannot be performed within the Task Order budget. Rev. Authorization to proceed. The City will give Consultant authorization to proceed with the work specified in this Task Order only after Consultant submits updated insurance certificates and endorsements, in accordance with Section 10 of the Agreement. 4. Master Agreement terms; Conflicts. Except as expressly otherwise provided herein, all terms of the Agreement shall apply to Consultant in the performance of work pursuant to this Task Order. If there is a conflict between this Task Order and the Agreement, this Task Order shall control. Amendment of Task Order: Conflicts. Except as provided in Section I (b)(2) above, this Task Order may not be modified except by an Amended Task Order executed and approved in the same manner as the Task Order. 6. Signatures. PLANNERS November 11, 2020 Attention: Hunter Young Exhibit A Subject: Albert Park Field Bathroom Project Dear Mr. Young, BKF No. 20191470-13 BKF Engineers welcomes the opportunity to submit this Task Order request for civil engineering services associated with the above referenced project. Based on our conversations, we have outlined a proposed scope of services, assumptions, and associated fee based on our understanding of the project. I. SCOPE OF SERVICES The City has requested the assistance of BKF to prepare Construction Documents for various improvements to the Albert Park baseball field facility associated with installation of a new bathroom and fencing safety improvements. The primary components of the project include: • New prefab restroom near the 3rd base concrete plaza and concession area • Utility connections • Extend a tall (about 40' tall) netting fence with steel posts along first base line; and expand fencing along the 3rd base line • External ADA ramp near stairs The following tasks represent our scope of services. Task 1: Expand Topographic Survey and Underground Utility Detection BKF will expand the topographic mapping previously prepared at the project site. In general the topography will include site features such as curbs, trees, concrete hardscape, paving, utility structures and building footprints. Additionally, BKF will provide underground utility detection services in the area of the contemplated bathroom improvements. Underground locating around expanded safety fencing is not included in this scope of services. BKF will perform utility investigation services using industry acceptable methods to determine the approximate horizontal position and count of existing utilities on the subject site (except irrigation, typical). BKF's field crews will use a combination of water-based paint or marking chalk or pin flags (in the appropriate APWA color) to mark the results of our investigation on the ground surface. BKF will compare available utility record information (supplied by City) with the results of field investigation services to consolidate field evidence and record documentation. Utilities not identifiable by BKF's field crews due to lack of utility record information or above ground appurtenances will be marked with pink paint on the ground surface and annotated as "Unknown" on the project deliverables. Once the utilities have been marked, BKF will survey the locations of the utilities and add them to the base drawing. BKF will utilize the projects' horizontal and vertical coordinate system so as to keep the utility data on the same coordinate system as the surveying files. PLANNERS Task 2: Construction Documents City of San Rafael Albert Park Field Bathroom November 11, 2020 Page 2 of 3 Restroom Phase: Prior to developing the Construction Document set, BKF will prepare a stand-alone set of Construction Documents for the new prefabricated bathroom and associated site improvements. The set is anticipated to include the following sheets: • Title Sheet (1 sheet) • General Notes (1 sheet) • Civil Details (1 sheet) • Accessible Parking Stall Grading Plan (1 sheet as Additive Alternate) • Grading and Utility Plan (1 sheet) • Erosion and Sediment Control Plan (1 sheet) 2. Fence Phase: BKF, through a sub consultant will provide structural and other construction design services for new steel posts and pier footings for approximately 40 -foot tall net around portions of the existing baseball field. Netting is expected to be a pre-engineered product designed by others, but reviewed and coordinated by the consultant team under this Task. The general scope of services under this Task include: • Structural Calculations • Structural drawing plans and details • Structural specifications in short format directly on the drawings The documents prepared will be consolidated into a single bid set of construction documents. BKF will also prepare an Engineer's Opinion of Probable Construction Costs, Contractor Bid Items list and a set of Technical Specifications (based on City provided "boiler plate" specifications) for the work. We will submit the drawings, specifications, and estimates for City review at 90% design completion and provide a finalized 100% Construction Document Set suitable for bidding. Plans will be prepared in AutoCAD 2018 on 22" by 34" sheets for scalable half size printing. The signed and sealed documents will serve as the deliverable instrument of service, AutoCAD, Excel, Word and other electronic files may be provided as a courtesy. Respond to Department Comments: BKF will review and respond to up to two (2) rounds of minor comments from the City Building Department. 4. Project Management, Quality Control and Support: BKF will provide project management, coordination, support and quality control throughout the design phases described above. Task 3: Bid and Construction Phase Not Included. Upon completion of the design package, if requested, BKF and the sub consultant team can provide bid and construction phase support services. Once the project design is further developed, we will coordinate with the City to develop a scope of services and associated fees for this task as an amendment to the Task Order. II. SCOPE QUALIFICATIONS AND ASSUMPTIONS BKF Engineers' services are limited to those expressly set forth in the scope. BKF shall have no other obligations or responsibilities for the project except as provided in this proposal letter, or as agreed to in writing. BKF will provide the scope of services consistent with, and limited to, the standard of care applicable to such services. It is assumed that all details related to the bathroom building, including structural and plumbing details will be provided by the building manufacturer or the City. COMPENSATION BKF will provide services described herein on a time and materials basis in accordance with our contracted rate sheet for a not -to -exceed amount of $33,800. Below is an approximate fee on a per phase basis. BKF reserves the right to re- allocate budget within the phases as necessary to complete the scope of work; the not to exceed amount will not be changed without written approval from the City.
