RECITALS A. The City and Consultant have entered into a Master Consultant Services Agreement ("Agreement") dated February 13, 2020, under which Consultant has agreed to perform certain professional consulting services for the City; and B. Pursuant to the terms of the Agreement, the City wishes Consultant to perform certain tasks as set forth in this Task Order, which constitute the Project; NOW, THEREFORE, City and Consultant agree as follows: AGREEMENT 1. Scope of services. Consultant shall provide any and all of the services set forth in Exhibit A of this Task Order, titled "Development of Traffic Calming Options for Catalina Boulevard", as directed by the City. David Parisi shall be the Project Manager for Consultant for this Task Order. Additional professional services may be performed by other Consultant staff with prior notice and approval by City. a. City's duties. The City will: (1) Determine the scope of services, as set forth in Exhibit A. (2) Make available the project plans and specifications and other City data related to the project, including full information as to the City's requirements. (3) Designate Rafat Raie as the person at the City responsible for monitoring performance under this Task Order. b. Consultant duties. The Consultant will: (1) Provide and perform tasks identified in Exhibit A, Scope of Services. (2) Provide miscellaneous consulting and other services related to the Project and not stipulated elsewhere in this Task Order, when requested by the City in writing. A Task Order Amendment is required if these additional services cannot be performed within the Rev. May 2021 City of San Rafael Master Consultant Services Agreement Task Order Task Order budget. 2. Date of completion: Work hours estimate.• Cost estimate and budget,• Fee schedule With regard to each project given to Consultant that is subject to this Task Order, the time of completion, work hours estimate, cost estimate and budget and fee schedule are set forth in Exhibit A to this Task Order. Authorization to proceed. The City will give Consultant authorization to proceed with the work specified in this Task Order only after Consultant submits updated insurance certificates and endorsements, in accordance with Section 10 of the Agreement. 4. Master Agreement terms; Conflicts. Except as expressly otherwise provided herein, all terms of the Agreement shall apply to Consultant in the performance of work pursuant to this Task Order. If there is a conflict between this Task Order and the Agreement, this Task Order shall control. 4. Amendment of Task Order; Conflicts Except as provided in Section 1(b)(2) above, this Task Order may not be modified except by an Amended Task Order executed and approved in the same manner as the Task Order. May 2021 Exhibit A Attachment A Scope of Services Development of Traffic Calming Options for Catalina Boulevard Parisi Transportation Consulting (Parisi) will identify potential traffic calming options for Catalina Boulevard, an 1,800 -foot -long roadway extending between Bellam Boulevard and Spinmaker Point Drive in the City of San Rafael. Parisi's services are in addition to previous tasks conducted under a separate task order for this project (i.e., review of the roadway, identification of potential traffic calming measures to be considered, etc.). Specific tasks to be undertaken by Parisi will consist of the following: ■ Preparation of an existing conditions plan that depicts current conditions along the street. The plan will be prepared using an aerial image in the background and the following existing features will be shown: — Curbs, curb ramps and driveways — Marked curbs (e.g., red paint) — Key pavement markings (e.g., stripes and stencils) — Key signs (e.g., speed limits, traffic controls) — Traffic calming devices (e.g., speed humps, textured pavements) — Residential addresses ■ Development of alternative traffic calming measures, illustrated and overlaid in plan view on the above plan. Up to two distinct options will be prepared for the roadway corridor, including close-up images of specific treatments. Features to be considered include: — Roadway striping (e.g., edge lines, limited center lines, stencils) — Limited no parking zones (i.e., daylighting) — Speed display signs — Crosswalk enhancements — Median islands — Mini traffic circles ■ Parisi will develop preliminary drafts for City review, and modify the drafts based upon City input. ■ Parisi will participate in a round of community outreach to review existing conditions and up to two alternative traffic calming concepts with the community. It is assumed that the outreach will be held via video conference. Parisi will review the pro's and con's of the alternative concepts. Based on City and community input, Parisi will prepare one final recommended concept for potential implementation. ■ Potential future tasks not included in this work order could include the development of construction cost estimates, preparation of final design plans, and additional community outreach. Attachment B Schedule and Estimate Development of Traffic Calming Options for Catalina Boulevard Parisi Transportation Consulting (Parisi) will complete the tasks described in Attachment A in accordance with the following schedule (business days): Preparation of the existing conditions plan: Within 10 days from receipt of authorization to proceed. Development of draft alternative traffic calming plans: Within 10 days after development of the existing conditions plan; revised per City input within 5 days. Participation in on-line meeting: One on-line community meeting is assumed; project coordination with City staff is included as needed.
