In a K-8 school, there is a wide range of developmental and intellectual maturity, which leads to the need for a wide range of developmentally appropriate materials. Mark Day School's existing 1,240 square foot library is too constrained to separate these resources — the new space will accommodate all ages. The school has simply outgrown its facility. In respect for the neighbors, MDS is not asking for any variances and have designed a very green building that is not out of proportion with other two story buildings in the area. Aesthetically the project is: Comfortably in LEED Gold status now, but they intend to pursue LEED Platinum Bioswales will be used throughout the project to not only treat storm water, but as an educational tool to students (teaching about Las Gallinas Creek and watershed). (Again a MDS example of integrating a project into a learning experience). I support improvements to the existing buildings, but the school's current needs can be met without a 29+ foot building that compromises the privacy, views, and discreet residential feel of our neighborhood or they need to find a new location that is 2 story and industrial in appearance. This community does not need a larger school that will accommodate more students. The space they are leasing was designed to be a residential local Terra Linda school, not a private school that intrudes on our neighborhood. They are already trying to take over the neighborhood in which we live by not obeying the traffic laws so that our children cannot even play outside the homes they live in. They are not supposed to travel down Arias Street, but the parents ignore the rule. The speed limit on Arias Street is 25 mph, but they seem to think that this does not apply to them and continue to drive 35 to 45 mph while talking on their cell phones. I was out cleaning the street in front of my house and was almost hit by a parent on their cell phone not paying attention to where they were going. Is it going to take a child being hit or worse before anybody does anything? I am sure Mark Day School would not want something in the neighborhood that would make their school less desirable, we do not want anything they propose to cause our homes and community to be less desirable. Again, the ongoing traffic and safety of the neighborhood residents is a huge concern on our streets. While any improvements to a public neighborhood school has a positive impact on the surrounding community, the same is not true for a private school to build a monument that is not appropriate for the area. Please do not make a decision on this project without seeing the story poles in place at Mark Day School and putting yourself in the surrounding homes with your family. The current fence gives and industrial feel to a residential neighborhood. I am strongly opposed to anything more obtrusive than the existing "security fence." The ongoing traffic and safety issues are already a cause for concern in the community. I walk my child to school on the "Safe Routes To School" narrow path through Mark Day School each day. We have had to change our route to school twice, due to two near misses. I don't want my kids biking down Arias because of the traffic that comes off of Las Pavadas, on to Arias, and then on to Trellis in a speedy "S" turn on week day mornings. I have almost been hit twice. I ask that you support our Terra Linda Community by following the San Rafael General Plan. Please require Mark Day School to come up with a lower alternate design, that is less obtrusive and includes a reasonable "safe route to school" through the parking lot. Overwhelmingly the dominant issue for the surrounding neighborhood is the height of the building that MDS proposes. There are other concerns, but frankly I believe the height is rightly of greatest concern (indeed, the issue of height also goes to the concern of the character of the building as it relates to the neighborhood). The height of 29ft would block ridgeline views from the street and surrounding homes. As quoted from the San Rafael General Plan, Section CD -5a (emphasis my own): CD -5. Views. Respect and enhaaace to the greatest extent possihle, views of the Bay and its islands, Bay wetlands, St. Raphael's church bell tower, Canalfront, marinas. Mt. Tamalpais, Marin Civic Center and !rills and ridgelines froin public streets, parlis and publicly accessible path morays. "To the greatest extent possible" suggests one has to determine whether a change to the current MDS plans is reasonable (largely preserves the important elements of the MDS goals), while simultaneously preserving the views of the immediate neighborhood. I've seen the photos, and visited the site, and from what I see shortening the proposed MDS building by roughly five feet would mostly (if not entirely), solve the view issue. A 24 -foot building will accommodate two stories, and a competent architect (which they have) will easily be able to make the top floor open, light, and airy as is their expressed desire. MDS will make many cases for why their building should be the current height. What they have not done thus far is articulate convincingly why those goals can't be at least mostly met with a shorter (but still two-story) building. One goal that gets compromised by reducing the height is the goal of creating a "statement building" (as was mentioned on at least two occasions at the DRB meetings). If the building was shortened to 24 feet from 29 feet, that would still be over 80% of the current proposed height, allowing for over 80% of their "statement building" status to be preserved. Further to that point, it hardly seems right that getting a little more "statement" out of their "statement building" should trump the SR General Plan goal of maintaining neighborhood views. Additionally, going against the General Plan language would risk setting an undesirable precedent.. MDS also said at the DRB meeting that they required high ceilings to allow for an open feeling that fosters creativity... but the plans they showed at that meeting indicated that the "creativity lab" was to be on the first floor. Whether or not they have subsequently changed that, that nearly -finalized plan made it clear that their goal of enhancing creativity is NOT furthered by a taller building (rendering that argument disingenuous at best). All the same, we in the neighborhood do support creativity. Since they have indicated that their creativity needs may be met with a first -floor room, a shortened overall height would do little to impair that. So please, throughout these deliberations, keep your attention focused on the primary concern of the neighborhood: height. I've been heavily involved with campus rehabilitation at the Branson School, Dominican University and in the non -educational sector for over 30 years. Our mission at Mark Day, in part, is to "develop well-rounded critical thinkers via a program that fosters'academic excellence and responsible citizenship, while discovering and nurturing the finest qualities in each child". This, in itself, is a monumental undertaking that every parent knows. But with a physically aging school, the task becomes an even greater challenge as social learning and revolutionary innovations advance. My perspective is one of more practicality and logistics, rather than only an educational standpoint. Our 50+ year old campus is far overdue for a major redesign. Teaching, learning styles/tools have changed since 1961, just as environmental and even operational standards have too. As time has passed, our facilities are now more than ever considered by energy standards as grossly inefficient and the design and layout are increasingly inadequate. The world of educational environments has become quite sophisticated, but we're striving to keep up since our buildings are trapped in time. An added benefit by replacing the old buildings with new, is that we'd be eradicating hazardous materials like asbestos and carbon nanotubes. Additional concerns are our operating costs. In our present state, they're very high because of the lack of modern, more efficient, electro -mechanical systems and sorely -lacking infrastructure. This in turn hinders us from reaching our full potential in sustainability and environmental sensibilities among many other pertinent areas. Though,we're fully compliant with all safety codes and compliances, San Rafael Fire Prevention Inspector Steven Rupnow has commented for years that he'd very much like to see the entire campus be brought to more current levels of automated safety. We're desperately seeking a redevelopment approval for this property. We need to fulfill our goal to not be complacent and revitalize our campus with a safe and effective school for the future generations of our communities' families. I write this letter with "two hats." I am the grandparent of a student at MDS and the past principal of Vallecito School (2000 — 20012) so I am familiar with the school and with the community. I believe all students should have the opportunity to be educated in state of the art facilities. This building will provide flexible space that is adaptable for hands-on student collaboration and other styles of learning, and contains the collection; technology, and other resources that students and teachers use daily in the program. This facility will be funded totally by outside sources, which will be a wonderful addition to the Dixie School District, owner of the property. In the years I worked at Vallecito I had a cordial relationship with Damon Kirby, the headmaster at that time. He was always sensitive to the neighbors and our school whenever any project was being contemplated. This pattern has continued. I have listed below some of the steps the board has taken to address possible issues for the neighbors: 1) During the design process, the school considered what is important to the neighborhood such as: a) Not asking for an enrollment increase b) Not increasing traffic c) Maintaining the number of parking spaces on campus d) Maintaining open space e) Not increasing the school's footprint f) Maintaining access to the playing fields, the basketball To the San Rafael Design Review Board, As a resident of San Rafael and having been a member of the Mark Day School (formerly Saint Mark's School) community for 14 years with our two children, I wanted to communicate my support for the project you will consider involving new building on the Mark Day School campus in Terra Linda. In serving as a Trustee for the School for 11 years, I am quite familiar with the very real need for the Mark Day to replace an aging legacy school facility with carefully considered space that'is designed to meet the needs of 21St century teaching and learning best practices, particularly as those practices relate to experiential and hands on approaches. The building design developed by EHDD, the projects architects, provides for open and flexible space, a multi faceted library, more functional administrative offices, meeting spaces, energy efficiency, retention of green space and a compatibility with the site and existing architecture, all considered important elements in meeting the school's design parameters. The building benefits from a large set back from the front entrance, is consistent with the already existing height and massing of the bookend two story gymnasium and arts/science structures, and has minimal if any impact to neighboring properties. Contrary to neighbor concerns, the project will address design deficiencies and a deteriorating facility in such a way as to likely enhance value throughout the neighborhood, not unlike the relationship my Forbes neighborhood has with Marin Academy. Though change can be unsettling, new carefully designed structures that support the educational mission and resulting high regard of these schools prove to be valuable community assets. Notable with this project, unlike the one recently approved by the Planning Commission for Marin Academy, Mark Day School is not seeking an increase in student enrollment and the project will not impact the availability of off street parking on the campus. Mark Day School has been a well-respected and valued k-8 Independent School in Marin since 1982 and provides a rigorous yet balanced academic experience for 380 children throughout Marin and is a good neighbor to the residents of Terra Linda.
