Alternative Response:
Background
•Over the past several years, there has been an emerging practice nationally to replace traditional law enforcement responders to 911 calls involving people in crisis with social workers, mental health counselors or medical staff.
•Emerging model of “Alternative Responders” similar to the nationally recognized Crisis Assistance Helping Out On The Streets program (CAHOOTS).
•The Integrated Health Response or Alternative Response model pairs a crisis counselor and emergency medical technician (EMT) to respond to calls for service, or to proactively intervene in cases where individuals are in need of care. (Individuals experiencing homelessness, mental health issues, acute care)
•Alleviate First Responders from call volume associated with special / vulnerable populations.

Existing Services
•Marin County Behavioral Health: Mobile
Crisis
Mobile Crisis responds to individuals
throughout Marin County who present in a
crisis. Referral sources include schools, police departments and individuals who are
concerned about others.
Mobile Crisis has the capacity to initiate a
5150 W&I (Mental Health Detention) if
warranted OR to offer crisis intervention,
stabilization and linkage to appropriate community based services.

•Marin County Mobile Crisis
Lack of consistent response & intermittent
availability: Based on county-wide response
requirements, the Marin County Behavioral
Health Mobile Crisis Teams manage multiple
high level crisis responses and are not always in
position to address the needs in San Rafael.
•Community Action Marin: CARE Team
Support for individuals experiencing
homelessness only / no mental health capacity
and not integrated with public safety calls for
service.

Proposal
•Develop an “Alternative Response” unit for
mental health crisis interventions,homeless
services and support for vulnerable populations in
San Rafael
•Managed through local non-profit or community
based organization
•Two Person Team (EMT/Crisis Counselor)
-12 hours/day, 7 days a week
-Integrated with First Responders and the Public Safety Answering Point (PSAP)/Radios
•Three Year Pilot
•On-going evaluation of program effectiveness
during pilot period / develop permanent funding
plan
