To fund ongoing maintenance, repair and improvements of public lighting and landscaping assets within the District. Why a Public Hearing? Each District’s annual assessment includes a public hearing to allow for: 1.Any interested person, prior to the conclusion of the hearing, may file a written protests with the clerk 2.During the hearing, City Council may order changes in any of the matters or the Engineer’s report 3.If a majority of assessed persons protest against the increase of an assessment of any previous year exists, the proposed increase will be abandoned. 4.If a majority protest has not been filed, the City Council may adopt a resolution confirming the diagram and assessment, either as originally proposed or as changed. History •1990: Formed to protect and enhance wildlife habitat and water quality in the Baypoint (Spinnaker) Lagoons, the adjacent ponds, and diked salt marsh. •Approximately 150 homes •Mid-2000’s: HOA took over landscaping •2015: HOA approached City with 2 major concerns:•Odor from Lagoons•Improvements to nearby Cayespump station FY 2022-23 Proposed Assessment •$131.44 per parcel (unchanged since 1996) •Approximately 150 homes (several low-cost housing parcels are exempt from assessment) •Each single-family dwelling unit are assessed for equal payment of total Three Dedicated Funds Fund Purpose Anticipated Balance as of June 30, 2022 Eradication of Exotic Plants Fund to protect and enhance the wildlife habitat in the lagoons, ponds and diked salt marsh located within the district parameters $44,986 Environmental Monitoring Fund address the homeowners concern over the odor emitted from the lagoons in the summer months $44,854 Cayes Stormwater Improvement Fund Drainage and regular pumping of overflowed lagoons $78,893 HOA Outreach •HOA met with City staff annually to discuss needs and updates for district •HOA agreed to Engineer’s report recommendation for funding allocation for FY 2022-23 Options 1.Conduct the public hearing and adopt the resolution, thus ordering the levy of assessments for FY 2022-23. 2. Do not adopt the resolution, which will result in no levy of assessments for FY 2022-23.
