San Pedro Medians Assessment District FY 2022-23 Proposed Assessment Public Hearing July 5, 2022 City Council Meeting What is the purpose of a Lighting and Landscaping District? To fund ongoing maintenance, repair and improvements of public lighting and landscaping assets within the District. Why a Public Hearing? Each District’s annual assessment includes a public hearing to allow for: 1.Any interested person, prior to the conclusion of the hearing, may file a written protests with the clerk 2.During the hearing, City Council may order changes in any of the matters or the Engineer’s report 3.If a majority protest against the increase of an assessment of any previous year exists, the proposed increase will be abandoned. 4.If a majority protest has not been filed, the City Council may adopt a resolution confirming the diagram and assessment, either as originally proposed or as changed. History/Background •Formed in 2011 to repair and maintain 29 medians across eastern San across Pt. San Pedro Road •Extends from SRHS to east end of Peacock Gap •Both City and County properties assessed FY 2022-23 Proposed Assessment Two Funds from Assessment Revenue: -Annual debt service: $55.52 per EBU -Operations and Maintenance: $52.60 per EBU -Total FY 2022-23 EBU Assessment $108.12 per EBU* (increased maximum allowable $5.34 from FY 2021-22) -Total Operations and Maintenance revenue generated: $164,514 FY 2022-23 Proposed Assessment Public Outreach and Operational Oversight •PW Parks Division manages the landscaping contractor •Citizens Oversight Committee: Point San Pedro Road Coalition Committee Committee receives weekly updates from PW Parks Supervisors and landscaping contractor Committee posts and communicates directly with community members Options 1.Conduct the public hearing and adopt the resolution, thus ordering the levy of assessments for FY 2022-23 2.Do not adopt the resolution, which will result in no levy of assessments for FY 2022-23
