BACKGROUND: The project began in December 2021 with the resurfacing of Woodland Avenue from Bayview Street to Lindaro Ave. Accessibility improvements were made such as newly installed curb ramps and freshly striped crosswalks. A crosswalk was also added at Lovell Ave as recommended by the Safer Routes to School study. Drainage improvements were included in the project such as increasing the water intake capacity of the catch basins at Octavia Street, and replacing a damaged storm drain line across Woodland Ave. All Woodland Avenue work including striping was completed in March 2022. Bungalow Avenue is a concrete roadway which has a longer lifespan than typical asphalt roadways, contributing to how expensive it can be to replace large sections of it. After a site walk in December 2022 with Public Works staff, Mayor Kate, and neighborhood residents to identify the most damaged sections, the total square footage of concrete spot repairs completed by the contractor was increased from 5,000 sqft to 10,000 sqft. This work was completed concurrent to the work on Woodland Avenue beginning in December 2021 through May 2022. The final section of Bungalow Avenue from Woodland Avenue to Picnic Avenue was re-designed to widen the roadway width and remove steep gutters improving pedestrian and vehicle safety. This section of Bungalow Avenue was widened and resurfaced from June 2022 through September 2022. The project was advertised in accordance with San Rafael’s Municipal Code on August 16, 2021, and sealed bids were publicly opened and read aloud September 2, 2021. On September 13, 2021, the City Council adopted a resolution authorizing the City Manager to enter into an agreement with the low bidder, Ghilotti Bros Inc., in the amount of $737,373.77 and approving a construction contingency of $112,626.23 for a total appropriation in an amount of $850,000. SAN RAFAEL CITY COUNCIL AGENDA REPORT / Page: 2 On June 6 2022, the City Council adopted a resolution authorizing the City Manager to execute a change order to the construction agreement with Ghilotti Bros Inc. in the amount of $352,369 and approving a construction contingency of $47,631 for a total additional appropriation in an amount of $400,000. City staff desire the City Council to accept the project. ANALYSIS: Pursuant to Civil Code Section 8182, the City records a Notice of Completion upon City acceptance of the improvements. This acceptance initiates a time period during which project subcontractors may file Stop Notices seeking payment from the City from the funds owed to the Contractor for the project work. FISCAL IMPACT: No fiscal impact is associated with accepting this report. RECOMMENDED ACTION: Accept completion of the Bungalow and Woodland Resurfacing Project and authorize the City Clerk to file the Notice of Completion. ATTACHMENTS: 1.
