Application Request triggers: 1) Council Approval for Road Closure 2) Special Event Permit with Noise Exception Permit Process Special Event closure of Fourth Street from F to G Street – Outdoor Gathering + Amplified Music •2021 Dining Under the Lights - COVID-19 Pandemic Response •2022 Event growth creating West End Block Party •2023 Application filed for 45 event dates (Th & F) from May to October Background – West End Block Party 2022/2023 Event Growth Triggers Neighborhood Concerns (9/6/22, 3/20/23 & 5/15/23- Council Outreach): -Noise -Late event hours -Frequency of events (Thurs/Friday – Weekly) -Insufficient restrooms -Litter Neighborhood Concerns Neighborhood Engagement Staff Activity: •Outreached neighbors with concerns (call, email, in-person) •Mailed Notice – 300’ feet – issues identified •On-line Survey – 800+ Responses – Majority positive of event, but issues identified Event Issues Identified: Noise, event frequency, alcohol service, hours, litter, and restroom availability Event Modifications / Mitigation Applicant Event Resubmittal •8 Events (7/28, 8/11, 8/25, 9/8, 9/22, 9/29, 10/6, and 10/13) •Friday Nights •Amplified Music from 6PM to 9PM •Road Closure 5PM / Road Open 11PM Impact Mitigation – PD/CDD Operations •Police staff assigned to event •Litter control before and after event •3 restrooms provided by participating businesses + condition for additional if event exceeds 150 •Non-Smoking Event Area per Ordinance Noise •80 dba limit consistent with noise ordinance limitation •Measurement by Police staff consistent with City Noise standards •Required sound board tech for volume control management Staff Recommendation / Applicant Presentation Staff Recommended Action: Adopt resolution authorizing the temporary closure of streets in San Rafael for the West End Block Party 2023.
