HomeMy WebLinkAboutPW Point San Pedro Median Landscaping Assessment District PPTPoint San Pedro Medians Assessment District FY 2023-24 Proposed Assessment Public Hearing July 17, 2023 City Council Meeting Purpose of a Public Hearing 1.Any interested person, prior to the conclusion of the hearing, may file a written protests with the clerk 2.During the hearing, City Council may order changes in any of the matters or the Engineer’s report 3.If a majority of assessed persons protest against the increase of an assessment of any previous year exists, the proposed increase will be abandoned. 4.If a majority protest has not been filed, the City Council may adopt a resolution confirming the diagram and assessment, either as originally proposed or as changed. Background •Formed in 2011 to repair and maintain 29 medians across eastern San Rafael along Pt. San Pedro Road •Extends from San Rafael High School to Biscayne Drive •Both City and County properties are assessed Assessment District Boundary FY 2023-24 Proposed Assessment Assessment is comprised of two separate funds: -Annual debt service: $58.70 per EBU -Operations and Maintenance: $55.60 per EBU -Total FY 2023-24 EBU Assessment $114.30 per EBU (increased maximum allowable $6.18 from FY 2022-23) Operations and Maintenance Budget FY 2023-24 Monthly contractual maintenance $88,011 Landscaping Rehabilitation/Repair $11,500 Irrigation repairs $11,500 Utilities (Water + Electricity)$45,000 Engineer’s Report $11,200 City Staff Time $15,060 County Fee $9,000 Total $191,271 Public Outreach and Operational Oversight •Public Works - Parks Division manages the landscaping contractor •Citizens Oversight Committee: Point San Pedro Road Coalition Committee Committee receives weekly updates from PW Parks Supervisors and landscaping contractor Committee posts updates and communicates directly with community members Options 1.Conduct the public hearing and adopt the resolution, thus ordering the levy of assessments for FY 2023-24 2. Do not adopt the resolution, which will result in no levy of assessments for FY 2023-24
