Chair Mason introduced Stephen Rogers who presented the Summer and Fall
Program Overview report.

Member Yost attended Porch Fest.
Member Sprague’s boys have been attending the Basketball Academy on Saturdays.
They have all been enjoying the program in the gym.
Member Vasquez attended a meeting to discuss updating the Wi-Fi in the Canal
neighborhood and possibly bringing in another carrier.
STAFF COMMENTS
5. Updates and Events of Interest
Chair Mason provided the following updates:
California State Parks shared last month that the National Park Service provided final
approval for our Land and Water Conservation Fund grant for the Pickleweed Park
Enhancement Project.
o The grant will provide $4.2 M to help support numerous improvements to the
Park. We are gratefully for the support of L&R Director Catherine Quffa,
Assistant Director Craig Veramay, DPW and the support of City Management
and the City Council.
o We are expecting to hear on the CleanCA grant we applied for soon.
o Currently, City staff have reviewed the 65% plans for the project and are
providing feedback to our consultant GATES Associates
Movie Night Overview 9/22
o The Super Mario Bros Movie
o Community Outreach with multiple City departments, T.A.M., Merit, County of
Marin Division on Aging and Adult Services – Latino Outreach, Multicultural
Center of Marin, and Marin Healthcare District.
o Voces del Canal conducted movie related art activities, face painting, and
support at most of the outreach booths
Gearing up for Dia de los Muertos
o TAY Radio (89.9 FM, 90.5 FM and on Facebook Live and YouTube) had an hour
interview about the event.

Soccer Field 1 is closed for two weeks so that Parks can do some repairs.

PG&E will be using Field 2 starting December 1, weather permitting, for tower repair
now, and next year replacement but will not need field. Will make signs for us and have
flaggers during construction.
We are working with Buckelew Programs who received a donation of bicycles from
Redwood Credit Union. We will receive seven bicycles, helmets, bike locks and a
safety manual and in working with our YMCA afterschool program, have identified
children who could use the bicycles the most.
Time limit on two shoreline parking spaces- Will be posted 4 hours
The Boards and Commission Holiday Party Wednesday, 12/06/2023
Craig Veramay gave an update on the canal mural proposal. Next step is to take care
of some maintenance that came up then pick a date to take it to City Council.
Mr. Veramay also gave an update on the library needs of the City. The Board of Library
Trustees is looking at renovating the Carnegie Library downtown or building a new
library at a new location, which would be a Library and Community Center at the B St.
location. They are also looking at the Pickleweed Library and the needs there.
The last update was there are 7 or 8 vacancies is the City of San Rafael Boards and
Commissions and hoped the board would share the opportunities with others.
Staff responded to questions from the members.

TITLE: YMCA Summer Camp @ Al Boro Community Center
RECOMMENDATION
It is recommended that the Pickleweed Advisory Committee grant the YMCA a fee
reduction or waiver for use of the rooms necessary to conduct a summer camp program
for Canal children at the Albert J. Boro Community Center and Pickleweed Park
Monday through Friday, June 17 to July 26, 2024 (closed for holidays June 19 and July
4), with permission for staff to grant additional space on a day-to-day basis, depending
on availability.
BACKGROUND
Since 2021, the Albert J. Boro Community Center & Pickleweed Park has co-sponsored
the San Rafael City Schools and YMCA partnership to offer a needed summer program
for Canal youth.
Both the YMCA and San Rafael City Schools hope to continue this partnership in
supporting Canal families with a summer program in 2024. Their proposal is to serve
70 school identified students where campers “will be provided with an enriching, safe
and fun camp environment where they can grow emotionally and physically.”
The application requests use of many of the Center’s rooms and amenities. As was
done in the past, in order to accommodate other programming in the facility, staff
recommends granting the YMCA enough rooms for them to successfully base daily
activities. Should the committee agree, additional rooms, primarily the gymnasium,
could then be granted on a daily, space available basis. Generally, the activity fits well
in the Center’s schedule and is very much needed in the community.

DISCUSSION
While the Pickleweed Advisory Committee reviews the Co-sponsorship Application,
representatives from the YMCA will be present to provide a program overview and
support their application which is before the Committee. Committee members will then
have an opportunity to ask questions of the applicant.
The Pickleweed Advisory Committee has the authority to grant a fee reduction (25%,
50%, 75%, or other), grant a full fee-waiver, reject the application and ask applicant to
resubmit with additional information, or reject the co-sponsorship application all
together.
FISCAL IMPACT
The non-profit value of a full co-sponsorship totals $21,630.00 while still retaining space
for other programs. A fee reduction or waiver would potentially result in lost revenue to
the City should a paying program be interested in renting the facility at that time. The
YMCA has agreed to reimburse the City the Facility Attendant Fee of $25/hour for
opening the Center an hour early in the morning, totaling $700.00 for the summer.

1.In partnership with SRCS we provided the youth in the community a safe and enriching environment. 2. The After school enrichments provided were art, STEAM, swim lessons, tennis lessons and had different independent contractors come and present to them. 3.Children had a safe space - emotionally and physically. 4. Children had a supportive environment where they can explore, learn and grow. 5. Children interact positively with the staff and each other. 6. Children engaged with new ideas and experiences. 7. Over the summer the children went on different field trips, swam every week and the older children went on additional Friday field trips at different Marin County Parks.

Surveys were conducted through the association, but no parents from the program responded to the survey. Next year we will have them printed and an event, so the parents can fill it out at pickup and with assitance. I do not have access to the surveys conducted by San Rafael City Schools. We've maintained our partnership with SRCS to operate programs at the Al Boro Community Center.
I think that parents did not fill out the survey because they were only offered online. Next year we will have the surveys printed as well and have an event where parents can come fill it out at pick up, during the last week of camp.
Al Boro YMCA provides a safe, nurturing, and enriching experience. At the Al Boro YMCA children from two different schools come together and become apart of the YMCA. We offer a rotation of different arts & crafts and games when the kids are on site.
Over the summer, through swimming and field trips children are given the unique opportunity to learn, grow and explore places that may be new and unfamiliar to them. Many of the youth are still learning howto swim. For many of the youth this past summer they went out into nature throughout Marin County.The progression and growth as they familiarize themselves with the swimming pool each week is truly heartwarming. Each week when we go on different field trips the children face consistently light upwith excitment. It's so rewarding to see the children interact in new environments, with new people and continue to build community with each other.

Outdoor Equity Programs Grant- PARENT QUESTIONS
Community Meeting Input
Hello YMCA families,
This letter is an important ask and invite to you to join us for a parent input session
next Tuesday, December 5th from 5:00-6:00 pm at Al Boro in room ___. We will still
have your child(ren) in the YMCA program and will provide dinner for you and your
children at pick up. We hope that you will join us to answer some important questions
about the type of programming you would like to see for your children. Specifically, we
are looking to apply for an outdoor parks and rec grant to provide access to your
children and families to participate in outdoor experiences at state parks and other
public lands.
Your input in the types of programs and experiences for which we ask for funding is of
primary importance. We want to hear from you. If you are unable to attend the in
person session, we ask if you can take a few moments to read the questions below and
even just jot down a few ideas you may have for each question and return to Anahi at
Al Boro by end of program day Wednesday, December 6th.

TITLE: REVIEW OF THE 2024 PICKLEWEED ADVISORY COMMITTEE
MEETING SCHEDULE
SUMMARY
Annually, the Pickleweed Advisory Committee shall review its annual meeting schedule
to consider canceling or rescheduling meetings due to holidays or other conflicts.
RECOMMENDATION:
It is recommended that the Pickleweed Advisory Committee review its meeting schedule
for 2024 and revise as necessary.
BACKGROUND:
According to the Bylaws adopted by City Council, a minimum of five Pickleweed
Advisory Committee meetings shall be scheduled annually. Typically, the meetings will
be held on the first Wednesday of scheduled month, unless it conflicts with a holiday or
scheduled event in which case it may be scheduled for the second Wednesday of the
month at 7:00 p.m. Annually, the Pickleweed Advisory Committee will review its
meeting schedule to consider canceling or re-scheduling meetings due to holidays or
other conflicts. Meeting months have been selected to align with co-sponsorship
application review dates.
