CC 04-05-2010 San Rafael Police Association SEIU Child Care Unit Unrepresented Management Unrepresented Mid -Management Elected City Clerk and Elected Part -Time City Attorney City Attorney, Robert Epstein announced that no reportable action was taken. ORAL COMMUNICATIONS OF AN URGENCY NATURE: 8:35 PM Pickleweed Park Communitv Center and Librarv: - File 9-1 x 267 Ed Duggan, San Rafael, congratulated the City Council on the creation and maintenance of the Pickleweed Park Community Center and Library. He stated: "This facility is patronized by people who respect what was built and now maintain. By attendance at the programs and care for the building and grounds, they show their appreciation for the City's investment. There is no graffiti or other vandalism. Pickleweed Center is a model of what the City can do. Many people fear going into the area. I found that I get a warm welcome because I have a secret password —'Buenos Dias' and in return I get a warm, wide smile and a returned `Buenos Dias' which turns into a friendly encounter. Pickleweed Community Center and Library is a home -run for the City of San Rafael." Mr. Duggan expressed thanks. Median Improvements — Point San Pedro Road: - File 9-3-40 x 9-3-11 Referring to an article in today's Marin Independent Journal regarding medians, City Manager Ken Nordhoff stated he had been in communication with some of those interested in reconstituting median improvements along Point San Pedro Road. They had provided information which he had shared with Public Works. Staff intended to respond concerning the scaling and sizing of the project together with the costs and options considered. Although he had not received formal notification, he believed the committee intended to hold a community meeting on May 1, 2010 at 10:00 a.m. He indicated that staff, where possible, would provide feedback on some of the ideas. One of the options being considered was to evaluate some of the Assessment District tax capabilities; staff would assist, looping in Marin County counterparts when appropriate. Homeless Services and Facilities in San Rafael: - File 9-3-65 x 9-3-11 Mr. Nordhoff reported that Linda Jackson, Principal Planner, and Stephanie Lovette, Economic Development Coordinator, together with a number of others representing housing providers, funders, developers, etc., were invited to be part of the Housing Solutions Work Group at the request of the Marin Homeless Policy Committee, on which Councilmember Brockbank serves. Their first meeting was scheduled for April 26, 2010 at which housing needs, housing elements and the recently completed Marin County Housing study would be discussed. The group was intended to identify and implement a specific project or projects that serve the homeless and at -risk individuals. San Rafael would have representation on the committee and would report back to the City Council. COUNCILMEMBER REPORTS: (including AB 1234 Reports on Meetings and Conferences Attended at City Expense) 11. MCCMC Joint Powers Authority Oversiqht Committee Alternate: - File 113 x 9-1 Mayor Boro announced that Councilmember Levine had accepted appointment as alternate on the MCCMC (Marin County Council of Mayors & Councilmembers) Joint Powers Authority Oversight Committee on which Councilmember Brockbank serves as San Rafael's representative. CC 04-05-2010 Safe Passaqe Alonq Lucas Vallev Road Proiect: - File 4-13-120 x 9-1 Councilmember Heller reported that she had been informed by Ray Lorber, Safe Passage Along Lucas Valley Road, that a $600,000 grant had been awarded to Marin County in Non -Motorized funding to complete this project. She believed the project would improve the safety of the street and noted Mr. Lorber confirmed the funds would be sufficient to complete the project, including design.
