Brown City Manager Approval, Community Development Director SUBJECT: Consideration of adoption of the San Rafael Climate Change Action Plan. RECOMMENDATION: Staff recommends that the City Council approve the attached resolution adopting the San Rafael Climate Change Action Plan. BACKGROUND: In 2005 Mayor Boro signed the U.S. Mayors Climate Protection Agreement on behalf of the City Council, committing the City to limiting greenhouse gas emissions in accordance with the provisions of the Kyoto Protocol. In September 2006, the State passed AB 32, the California Global Warming Solutions Act, which established a statewide goal for short and long term reductions in greenhouse gas (GHG) emissions, and requiring that the California Air Resources Board adopt a Scoping Plan to determine the necessary reductions from various sectors, including local government. The Scoping Plan adopted in December 2008 requires that local governments target a 15% reduction in local GHG emissions by the year 2020. On February 4, 2008, the City Council adopted a work program for the preparation of a Climate Change Action Plan "to address both actions the City Council and City Manager could direct to reduce the carbon footprint of City operations, and the community -at -large can undertake to reduce the GHG emissions of San Rafael households and businesses." On April 6, 2008, the Council appointed 17 San Rafael residents and business owners to serve as a Green Ribbon Commission to "prepare a recommended Climate Change Action Plan for the City and community of San Rafael that will achieve a feasible and sustainable reduction in carbon emissions as well as deliver realistic and timely next financial benefits," and appointed 16 San Rafael residents to participate in four topical Green Teams in the areas of Energy, Purchasing/Waste Reduction, Transportation/Land Use/Green Building/Urban Forestry and Adaptation/Sea Level Rise. Between May 2008 and March 2009, the Green Ribbon Committee met six times, conducted community outreach which included a Vision Green community workshop on July 26, 2008 and an Open House on January 21, 2009, and were supported by the analysis and recommendations conducted by the four Green Teams which met numerous times during the planning process. The public process focused on evaluating more than 300 community ideas of ways in which the City could cause reductions in GHG emissions, computing potential GHG reductions of each measure, and prioritizing those which had the greatest impact and were most realistic in terms of implementation. FOR CITY CLERK ONLY File No.: 1 1 i -9,3 -4 - Council Meeting: 1 Disposition:KKil ._ SAN RAFAEL CITY COUMAL AGENDA REPORT / Page: 2 At its meeting of March 18, 2009, the Green Ribbon Committee unanimously recommended a draft Climate Change Action Plan for adoption by the City Council. ANALYSIS: The Sources of Greenhouse Gas Emissions in San Rafael The analytical process began with an inventory of the sources of GHG emissions in San Rafael in the year 2005. This year was selected due to the availability of good data for community energy use and transportation. The analysis was performed by ICLEI (Local Governments for Sustainability). The analysis revealed that: • 61 % of San Rafael's greenhouse gas emissions is due to transportation — the burning of gasoline and diesel fuels on Highway 101 (about two-thirds) and local streets (about one-third), • 34% is consumed in buildings from electricity and natural gas for heating, cooling, and cooking, lights and equipment, split evenly between residences and commercial/industrial/institutional uses, • Less than 5% of emissions is due to the decomposition of waste at the landfill, and ■ City operations (facilities, vehicles, and employees' commutes) account for about 1 % of the City's total GHG emissions, with the remainder of the community (residents, businesses and through -commuting) contributing 99% of the total. Reduction Goal The Green Ribbon Committee recommends a total reduction of 25% of 2005 GHG emissions by the year 2020. This exceeds the reduction level being sought by the California Air Resources Board in their Scoping Plan (15% for local government), and reflects the Committee's desire to reflect a more significant reduction than just those that may be achieved through implementation of the Climate Change Action Plan, including reductions that may result from federal and state actions and voluntary actions of residents and businesses. GHG reduction from Plan implementation is anticipated at 15%, while the hoped-for reductions from outside means is an additional 10%. The proposed total local reduction of 25% results in a reduction from 524,148 metric tons of annual CO2e emissions (including nitrous oxides and methane) to 393,000 metric tons by 2020. However, if we continue our rate of past growth of GHG emissions, we would be 40% above our target level in 2020. SAN RAFAEL CITY COUNiAL AGENDA REPORT / Page: 3 Plan Organization and Programs The Plan includes 48 recommended programs for implementation. These are grouped into four categories: Our Lifestyles includes means of addressing transportation, land use and waste reduction. Our Buildings identifies ways of reducing energy and resource use and promoting use of renewable energy in new and existing buildings. Our Environment addresses carbon sequestration in trees and vegetation, local food production and preparing for the effects of climate change such as sea level rise, wildfires and stronger storm events. Our Economy promotes green businesses and job creation. There are also sections on: Community Outreach and Empowerment that recommend educational efforts through the City's website and publications, participating in an annual Green Festival, and advocating for state and federal legislation that advance our efforts towards sustainability. What more can be done at regional, state, federal, corporate and global levels? This portion of the Plan indentifies actions beyond San Rafael's control that could make significantly foster sustainability and achieve the additional 10% GHG reduction included in the Plan's 2020 goal. What more can be done by individual residents and businesses? This section identifies actions that residents and businesses can take to reduce their carbon footprint, and also help achieve the additional 10% GHG reduction included in the Plan's 2020 goal. Implementation The Plan includes an Implementation chapter and programs, as well as an Implementation Matrix. The 48 proposed programs in the Plan were each analyzed for potential GHG remission reductions. These computer calculations require detailed estimates of anticipated outcomes (e.g., increases in transit ridership, tons of waste reduced, number of electric vehicles purchased, etc.), so for some programs we were not able to quantify possible GHG reductions, such as programs aimed at public education, where results are too speculative to quantify. The results of the GHG reduction calculations revealed that: ■ The City has little control over GHG reductions related to transportation, which is the largest source of GHG emissions in San Rafael, since it does not provide transit, does not set vehicle emission standards, cannot regulate highway usage, and does not subsidize vehicle purchases. We will get credit for the GHG benefits of the 101 HOV Gap Closure project and the initiation of SMART. The two areas that the City can influence are in land use (locating most new growth near transit) and infrastructure (providing bicycle lanes and pedestrian improvements and creating an electric vehicle charging infrastructure). ■ The area of most significant gain at the local level is in energy sector — "greening" our power supply (shifting from fossil fuels to renewable energy sources) and improving the energy efficiency of our buildings, both new and existing. Programs in these two areas provide 64% of our Plan's reduction GHG goal. ■ Even though the methodology of the GHG emissions inventory for San Rafael attributes less than 5% of our emissions to waste generation, reducing waste to the landfill, particularly organic waste (from food and vegetation) which produces methane when it decomposes, yields a significant amount of GHG reduction. The Implementation Matrix (Appendix B) lists each of the recommended programs, their GHG reduction potential, the start-up and annual costs, level of staff involvement, the desired timeframe for implementation, the department or agency responsible for taking the lead in implementation, and possible funding sources. This is also the first City document which includes implementation benchmarks and quantified future goals to measure success on an on-going basis. Annual reports will be prepared to document the success in implementing the Plan. SAN RAFAEL CITY COUNt tL AGENDA REPORT / Palze: 4 The Plan also provides direction on staff priorities and will be incorporated into departmental objectives in the City budget document now under preparation. It provides a focus for City efforts, based on community input, analysis and prioritization. Sustainability -related efforts not included in the Plan will not be undertaken so that we can focus on the measures identified in the Plan. Since this is such a rapidly evolving field, issues and ideas outside of the Plan programs will be catalogued for future consideration and amendment of the Plan. Given the existence of a substantial budget shortfall, the City Manager recommends that implementation of the Plan occur using existing staff, which will require some reprioritization of duties and programs. The Community Development Director will be responsible for coordinating implementation efforts. Plan implementation will be incorporated into the City Council's FY2009-11 budget objectives. The one short-term proposal from the Green Ribbon Committee that staff does not support at this time is the creation of a Sustainability Commission. The intent of the Green Ribbon Committee was that this Commission would be composed of volunteers who would help implement many of the Plan programs to minimize the necessity for staff time. The reality is that Commissions require staff assistance and time, which we believe would be best utilized directly on implementing some of the major and time-consuming programs. There will be numerous volunteer opportunities embedded in the Plan programs, such as assistance creating and maintaining a "green" website, putting together a Green Festival, etc. With the assistance of the City's Volunteer Coordinator we can maximize the use of such community volunteers. In terms of creating transparency in our implementation efforts, staff proposes to schedule quarterly meetings to share the status of implementation efforts and receive community input and suggestions. These meetings would be scheduled with interested community groups, such as Sustainable San Rafael, the Federation of San Rafael Neighborhoods and the Marin Conservation League, as well as interested alumni of the Green Ribbon Committee and Green Teams. As budgetary conditions change, increased staffing may be possible to allow the support of a formal Sustainability Commission. Next Steps 1. Numerous short term implementation programs from the Plan will be incorporated as objectives into the upcoming FY09-11 Budget. 2. Objectives and programs from the Plan will be included as policies and programs in the 5 -Year Review of General Plan 2020, which will be adopted this Fall. FISCAL IMPACT: There is no direct budget implication of adopting the Climate Change Action Plan, but subsequent implementation of the Plan programs will require that General Fund dollars and staffing be redirected to these efforts, as well as the need to secure grants from all available sources. The City Council will review and approve such subsequent budget allocations, including those in the upcoming FY09-11 budget. OPTIONS: The City Council could choose to modify the proposed Climate Change Action Plan or return it to the Green Ribbon Committee for reconsideration. Unfortunately, our time has been taken up by the challenge of reducing the climate change impacts of transportation at the regional level. I'm disappointed to report that the results there in the form of the Regional Transportation Plan by the Metropolitan Transportation Commission were a rejection of our responsibility to future generations. With blinders on, MTC is about to adopt a plan on Wednesday that commits instead to a continuation of the status quo. This is relevant to San Rafael's plan, because MTC's political process suffered from a lack of leadership. As your plan indicates, changing lifestyles is a huge part of a successful plan's implementation. Asking people to change how they live is politically challenging. This kind of change can only achieved by educating your constituents that we are all in this together, and that the consequences of not changing are far worse than the difficulties and inconveniences of changing. The need for lifestyle change is most evident in motor vehicle use, which is by far the largest source of GHG emissions. Our suburban way of life has made us dependent on the automobile, while our affluence has made it possible for most people to have a vehicle available for their personal use. Together, these conditions result in higher per capita energy consumption for transportation than most places in the world. The only way we can change that is to provide convenient transit alternatives, along with disincentives that make people think first about how they want to travel, instead of just automatically jumping in their car. What we're talking about is more ambitious than the rest of the Climate Plan, because it would affect constituents' pocketbooks. Also, what we're talking about would take the buy -in of all the jurisdictions in the County, so it's not easy. The City could lead the way: The Plan correctly defines high -frequency transit service as having buses arrive at least every 15 minutes (LF1). Studies indicate that significant numbers of riders with access to their own vehicle won't ride transit unless service is available at least that often. Program LF5 calls for working with other agencies to provide more transit service. That's good as far as it goes, but it does not provide a realistic funding plan. To make a serious dent in driving, we are going to have to provide the incentive of high - frequency transit service, combined with the disincentive of charging for parking at the commercial end of all vehicle trips. If there were a Countywide parking tax on all privately owned commercial parking spaces, economics would encourage drivers to at least consider taking transit. Parking gates and pay stations would be installed at all retail establishments and employment sites, including government sites such as City Hall. Revenues generated by the parking tax would fund the additional transit. We fully recognize that such a program would be politically uncomfortable. However, if the public heard enough about how their personal choices for travel add up to global warming, and if reasonably convenient alternatives were provided, we believe enough people would be willing to do the right thing to make a very significant difference.
