SUBJECT: ADOPT PLANS AND SPECIFICATIONS FOR THE NON -MOTORIZED
TRANSPORTATION PILOT PROGRAM (NTPP) NORTHGATE GAP CLOSURE
BIKEWAY IMPROVEMENTS, PROJECT #11117, AND AUTHORIZE THE CITY CLERK
TO CALL FOR BIDS.
RECOMMENDATION: Adopt Plans and Specifications.
BACKGROUND:
The Non -Motorized Transportation Pilot Program (NTPP), funded through federal transportation
legislation in 2005 (SAFETEA-LU), has allocated $25 million to each of four communities including Marin
County. The pilot program was initiated locally in the summer of 2006 by the Marin County Department of
Public Works. The Northgate Gap Closure Bikeway Improvements Project is one of 50 NTPP projects,
chosen out of over 200, to be implemented in Marin County.
On March 3, 2008 the City Council adopted Resolution number 12438, and authorized the Director of
Public Works to enter into an agreement with Kimley-Horn & Associates, Inc. to design the Northgate Gap
Closure Bikeway Improvements for an amount not to exceed $101,808.00. Improvement alternatives
were developed and presented to stake holders including the San Rafael Bicycle and Pedestrian Advisory
Committee (BPAC), the San Rafael Americans with Disabilities Act (ADA) Committee, and the Marin
County Bicycle Coalition (MCBC). Overall, a minimum of 6 meetings were held with stakeholders and the
public to discuss the project alternatives. On February 17, 2009 the City Council adopted Resolution
number 12658 approving the preferred design alternative and directing staff to proceed with preparation
of the design plans and specifications.
Kimley-Horn and Associates, Inc. has completed the design and development of the project plans and
specifications. The plans and specifications have been signed and approved by the Public Works
Director and a copy is available at the City's Clerk's office for review.
Design of the preferred alternative for the Northgate Gap Closure Bikeway Improvements Project includes
installation of Class II bike lanes on Las Gallinas Avenue between Las Colindas Road and Manuel T.
Freitas Parkway, installation of Class II bike lanes on Northgate Drive between Las Gallinas Avenue and
Nova Albion Way, installation of Class III bike routes on Northgate Drive between Nova Albion Way and
Los Ranchitos Road, installation of Class II bike lanes on Los Ranchitos Road between Merrydale Road

and Northgate Drive and installation of Class III bike routes on Los Ranchitos Road between Northgate
Drive and Golden Hinde Boulevard.
On September 25, 2009, Caltrans approved and issued the required documents allowing the City to
proceed with bidding and construction of the project.
ANALYSIS: Adoption of the project plans and specifications is necessary for the plans to go out to bid
and the construction of the project to begin. Construction is anticipated to start in March of 2010 and
finish in May 2010. City staff will inspect the project.
FISCAL IMPACT: The estimate for the construction of the project is $255,282. Staff will request funding
allocation after the construction bids have been opened. The complete cost of the construction, up to the
estimated amount, will be funded through the NTPP grant and no local match is required.
OPTIONS: 1. Adopt the plans and specifications for the project and authorize the City Clerk to call for
bids; or
2. Reject the plans and specifications and direct the project team to stop the work on the
project and return all unspent funds to the County.
