Meeting Date: August 2, 2010 SAN RAFAEL CITY COUNCIL AGENDA REPORT Department: Pu s Prepared b City Manager Approval: D' cto Public Works (LB) File No.: 16.13.06 SUBJECT: ADOPT PLANS AND SPECIFICATIONS FOR CONSTRUCTION OF 41 CURB RAMPS AND CURB AND GUTTER RECONSTRUCTION AND AUTHORIZE THE CITY CLERK TO CALL FOR BIDS. RECOMMENDATION: Adopt Plans and Specifications. BACKGROUND: The City's Five Year Capital Improvement Program provides $1,500,000 for Street Resurfacing and the City plans to resurface 43 roadways within San Rafael later this year. Per the Americans with Disability Act, resurfacing of street roadways is considered a roadway alteration and requires the installation of curb ramps, if none currently exists, on all corners at each roadway intersection. Resurfacing of the forty-three roadways planned for later this year requires installation of forty-one curb ramps and replacement of approximately 110 linear feet of existing curb and gutter. The design of the project was completed by City of San Rafael Department of Public Works engineering staff and has been signed and approved by the Public Works Director. A copy is available at the City's Clerk's office for review. ANALYSIS: Adoption of the project plans and specifications is necessary for the plans to go out to bid and the construction of the project to begin. Adoption of these project plans and specifications is also necessary for the roadway resurfacing project to proceed. Construction is anticipated to start in August of 2010 and finish in September of 2010. City staff will inspect the project. FISCAL IMPACT: The estimate for the construction of the project is $200,000. The complete cost of the construction will be funded through the Street Resurfacing project allocation. OPTIONS: 1. Adopt the plans and specifications for the project and authorize the City Clerk to call for bids; or 2. Reject the plans and specifications and direct the project team to stop the work on the project; return all unspent funds; and stop work on the Street Resurfacing Project.
