BACKGROUND: This is the fourth year of a major donor drive called SOS Marin, sponsored by Goodwill and the Ritter Center. It is a one day, county wide event where donated items are collected in mutual support of Ritter Center and the local San Rafael Goodwill facility. ANALYSIS: Ritter Street will be closed between Lincoln and Third Streets and the street will be used to queue donor's vehicles and to collect and process donations for the two non-profit agencies. Signage will direct donors to enter Ritter Street from Second and Lincoln, the donated items will be collected and then donors will be directed to exit onto Third Street. This is the same staging as used in previous years, and no noticeable negative traffic impacts have been reported during those events. All directional signage and staffing will be supplied by the two non -profits as directed by City staff. FISCAL IMPACT: None. ACTION REQUIRED: Approve the attached resolution. TO 5:00 P.M. WHEREAS, the Goodwill — Ritter Center Partnership Donation Drive SOS Marin requires the closure of Ritter Street from Lincoln Avenue to Third Street on September 17, 2011 from 8:00 a.m. to 5:00 p.m.; and WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the area, the above street should be temporarily closed to through traffic for the date and times described above. NOW, THEREFORE BE IT RESOLVED as follows: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed street for the date and times described above.
